Pursuant to due call and notice thereof the City Council of the City of st. Joseph,
Minnesota, met in session on Thursday, April 1, 1982 in City Hall at 7:30 p.m.
Members Present: Mayor Hugo B. Weyrens; Councilmen: Bud Reber, steve Dehler, I
Mike Husen; City Clerk, Bob Johnson. (Absent: Herman Schneider,
Councilman, on sick leave.)
Others Present: Bob Borresch.
Minutes: A motion was made by Husen seconded by Reber to approve minutes of March
18, 1982 as presented.
Ayes: Weyrens, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bills: On motion by Dehler seconded by Reber the Council approved payment of bills
- as presented.
Ayes: Weyrens, Reber, Dehler, Husen.
Nayes: None Motion carried.
Attorney and Engineer: City Attorney Tom Jovanovich and Engineer Joe Bettendorf
arrived at 8:00 p.m. to discuss and review the City sanitary sewer program.
Federal funding laws and guidelines were examined. The variance, from
phosphorus requirements, option was again reviewed. Variance actions
taken by several other Minnesota cities were examined. Engineer to
further explore variance and other options with MPCA.
Publish Notice of Replat: A motion was made by Dehler seconded by Husen to direct
Clerk to publish notice of hearing for re-plat of the following property:
Lot 7, Block 4, Cloverdale Estates 2nd Addition, to Cedar Village I
Townhouse Addition located on East Baker and 10th Avenue South East.
Gambling: Gambling licensing and operations reviewed. Licensees to be notified
to submit proper reports.
swim Program: Contract with the College of st. Benedict has been signed for the
1982 swim program. The program will again be conducted by the City at
the College pool. Four 2 week sessions, starting June 14 and ending
August 6 will be conducted. Details will be published as soon as possible.
Capital Outlay Purchase Orders: A motion was made by Reber seconded by Dehler to
approve purchase of special purpose clothing, as requested per purchase
order dated April 1, 1982. Wastewater plant and Maintenance Department -
$50.00 each - total $100.00.

Nayes: None Motion carried.
Rec. Assn. Meeting Report: Recreational Association representative, Councilman
Reber reported a great turnout of softball team representatives at the
last Rec. Assn. meeting.
Park Board Meeting: Also reported by Representative Reber: gun range permit
question examined. Further study to be made. Hiring of additionål I
màintenance help for parks also considered by Council.
County Ord. #92: Councilman Husen reported on hearing attendance. HuSen indicated
City and Township ordinances are compatible with County Ordinance #92
relating to growth.

st. Joseph Transportation Planning Committee: st. Joseph Town, st. cloud Town and
the City of st. Joseph reportedly reviewed alternatives to bridge replace-
ment on Old Highway 52 East. A southerly and northerly route plan was
examined. Frontage road placement also received the group's attention,
according to Husen.
APO: Mayor Weyrens reported the metro air quality report has been deferred to 1984.
- Water Tower: A need and feasibility of a silicone process for water tower treatment
was reviewed with public works supervisor Dick Taufen. Further study to
be conducted prior to August, 1982.
