Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, April 15, 1982 at 7:30 p.m. in City Hall.
Members Present: Mayor Hugo B. Weyrens; Councilmen: Herman Schneider, Bud Reber, I
steve Dehler, Mike Husen. Clerk, Bob Johnson.
Others Present: Hub Klein, Planning Commission member;
Donald Landwehr, represent-
ing Landmark Realty; City Attorney Jovanovich. Engineer Joe Bettendorf
( 9 : 00 p. m. ) .
Re-Plat Hearing: A hearing opened at 7:30 p.m. to consider a proposal and prelimin-
ary plat for re-platting the following described property:
Lot 7, Block 4, Cloverdale Estates 2nd Addition, to Cedar Village
Townhouse Addition.
The addition will comprise 6 Townhouses. The re-platting has been initiated
by Landmark Realty, st. Joseph, Mn. Notice was published in the st. Cloud
Times on April 5, 1982 and mailed notices were sent to persons residing
within 350' of the proposed re-platting. A recommendation to approve the
preliminary plat was presented by the City Planning Commission.
Off street parking problems were raised and reviewed. Terry Schmidt,
Avon Lumber, Inc., project contractor, indicated adding 4' bituminous
surfacing to each side of driveways would be satisfactory.
A motion was made by Husen seconded by Schneider to approve preliminary
plat as presented with the driveway improvement change.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried. I
A motion to close hearing was made by Reber seconded by Dehler at 8:05 p.m.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Liquor Applications: Liquor licensees present to receive application forms were:
Dave HQllander, st. Joseph Liq~or Shoppe; Mark Loso, American Legion Post
328; Carol Menzhuber Tamm and Claude Menzhuber, EI Paso Club & Lanes;
Dale Schneider, Sals Bar & Cafe. Police Chief Lorentz reviewed several
policies relating to liquor sales.
utility Delinquent Hearing: Hearing opened at 9:00 p.m. The two utility delin-
quencies notified of the scheduled hearing did not appear. A motion to
close hearing was made by Schneider seconded by Husen.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
City Attorney Jovanovich: Attorney reported on possible liquor violation at Sal's
Bar & Cafe. Police citations were issued to 3 students. Keg party
"in house" situation. possible hearing considered. A motion was made
by Husen seconded by Reber to hold hearing on May 6, 1982 at 8:00 p.m.

Gambling Ordinance: State law changes cited by Attorney. Attorney to re-draft I
City Ordinance for Council consideration. Approval on motion by Schneider
seconded by Dehler.

Engineer Bettendorf: Engineer Joe Bettendorf was present to discuss water and 1097
sewer operations. Question of silicone tank coating examined. Cost estimate
$8,000 - $10,000. New well site, future tank location, Slze, costs were
discussed. Feasibility study under consideration. Engineer and City Clerk
to attend UDAG meeting at Brainerd on April 21, 1982.
Sewer Matters: Engineer presented additional data relating to variance application
procedure as per PCA regulations. Variance from phosphorus removal require-
ments more readily approved where discharge is into game lakes, marshes or
swamps. Communièations. and contact with PCA to be continued.
Ordinance Review: Review of old and current ordinances held with City Attorney.
Codification of City Ordinances in progress.
Police Department Matters: A motion was made by Husen seconded by Schneider to approve
Police Chief Lorentz requests:
1) Pay registration fee of $50.00 for officer Bush attendance at school
on March 23-24, 1982.
2) Attendance of department members at a baton refresher course on
May 18, 19,20, 1982.
Requests for attendance at school or other training sessions or conferences
must have Council prior approval.
Voting for Motion: Husen, Schneider, Dehler.
Voting against motion: Weyrens, Reber.
Motion carried.
Garbage Pickups: Council instructed clerk to publish notice and inform contractor
that 2 garbage pickups per week will be continued on Monday and Thursday
until fall and further notice.
Hall Project Report: Inspection conducted Apriil 13, 1982 by Councilman Reber, Clerk
Johnson. The following items were listed as requiring contractor attention
prior to final payment:
1) Front new meeting room door - 'no dutchmen'.
2) Metal strip dropped below tile edge - front entrance to old
meeting room.
3) Meeting room (new) - casipg above door not nailed.
4) Loose chip - rear new meeting room door.
5) Mitres - most doors and windows in old meeting room - reputtied
only.
6) Casing not nailed - right side in uni-sex bathroom.
7) Screw broken - rear outside door closure wrong screws in hinges -
broken screw.
8) Mitre - rear entrance old meeting room.
9) Front door threshold loose.
On-Sale Beer License: A motion by Reber seconded by Dehler approved a 3.2 beer
license for the st. Joseph Recreational Assn. to be used at Memorial
Baseball Park.
Ayes: Weyrens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Handbook for Cities: On motion be Dehler seconded by Reber the Council approved
purchase of 2 copies of an updated Handbook for Cities prepared by the
League of Minnesota Cities.
Ayes: Weryens, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Council Minutes: Council minutes dated April 1, 1982 were approved on motion by

Supervision for Court Appointed Work Crew: A motion was made by Husen seconded by
Dehler to approve Dan Heurung employment on Saturdays (8 hours) to super-
vise court service workers.
Ayes: Weyrens, schneider, Reber, Dehler, Husen.

Swim Program: On motion by Reber seconded by Husen the following fees were approved
for the 1982 swim program at the College of st. Benedict pool:
1 ) Beginners ---------- 3.00
2) Intermediate ------- 4.00
3) All above intermediate

4) Outside city or Tmm- 10.00

Street Sweeping: A motion was made by Dehler seconded by Reber to approve 24 hours
for ,street sweeping @ $40.00 - $44.00 per hour.

street Sign Post Purchase: The following street sign posts were approved for purchase
on motion be Husen seconded by Dehler:
25 - 6' (5.16) = 129.00
25 - 8' (6.88) = 172.00
Total $301.00

Re-painting Parking Stripes: 2 gallons per block - ~2 gallons @ 8.50 = $102.00.
