. Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in session on Thursday, Jan 20, 1983 at 7:30 pm in City Hall.
- Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber,
Steve Dehler, Mike Husen. City Clerk, Bob Johnson.
Minutes: The council meeting minutes of Jan. 6, 1983 were approved en motion
by Husen seconded by Schneider.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Annexation Resolutions: The council passed resolutions approving the following
annexations on motion by Dehler seconded by Reber:
1) Charles Burg - approximately .87 acres lying east of
the Floyd Barnes Addn.(a metes and bounds description)
813 Minnesota Street East.
2) Joan M. Huckle - Lot 6, Block 3 Cloverdale Estates Addn.
3) Janet J. Frericks - Lot 4, Block 1, Floyd Barnes Addition.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.

Flag Acceptance: A motion was made by Reber seconded by Husen to accept a
state Flag from the JC's for meeting room display. Presented by
JC President Mike Strickler.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Gambling Licenses: A motion ,-¡as made by Husen seconded by Reber to approve
the gambling license applications of st. Joseph Joes and American
Legion Club. Both applications are renewals
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None. Motion carried.
Workshop Report: City Clerk, Bob Johnson presented a brief report on the
workshop "Information Systems for Local Goverl1lments"; held in st.
Cloud ,on Jan. 11-12-13. Updating of the information will be a
continuing process.
Hwy #75 Speed Resolution: A motion was made by Schneider seconded by Reber to
approve a resolution to the stearns County Commissioners requesting
the County consider reducing the speed on highway #75, through st.
Joseph, from 50 mph to 45 mph.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None. Motion c_arried.
Dram Shop Law Change: A motion was made by Reber seconded by Schneider to
approve an amendment to Liquor Ordinance 1980-A; 3.2 Beer Ordinance
#1967 and Wine Ordinance #1975-B to incorporate the requirements of
the Dram Shop law enacted by the 1982 State Legislature and effective
March 1, 1983.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None. Motion carried.

Landwehr Development Corp: James Landwehr appeared before the council and
indicated his intention for reviving the proposed development project located
on 16.6 acres of the Bechtold farm west of Park Terrace. The
preliminary plat approved on November 5, 1981 had expired due to -
the "one-year" requirement in Zoning Ordinance 1982-A. Landwehr
advised to re-submit preliminary plat to Planning Commission as
the first step.
Farm Expo Minn. 1983: James Landwehr also presented plan~ for a proposed
farm exposition called: "Farm Expo Minnesota 1983", to be staged on
the former Scherer farm, located south of the Americ Inn. The affair
1S scheduled for July 7-8-9, 1983 and is expected to draw 5,000 to
12,000 persons, according to Landwehr. Sponsored by North Country, Inc.
Funds for an Arts Festival: Mayor Loso presented the following legal report
from the City Attorney's office concerning cash donations by the
City: The Attorney General has held that expenditures in the form
of a donation to persons not under the direct control of the City
government are prohibited. Since the City would not be running the
Arts Festival planned for Oct. 2, 1983, the cash donation requested
for the festival would not be allowed. In kind support such as
police protection, closing of streets, use of park property and public
support through motions or resolutions of the City Council is permissable.
Voc Tec Class: Attendance at a Voc Tec class in small engines was approved
for employee Ray Bechtold on motion by Reber seconded by Dehler.

Nayes: None Motion carried (est cost $50.00)
Police Dept Request: Police Chief Lorentz presented the following written
requests to Mayor Mike Loso for Council consideration:
1) Patrolman Young's request for payment of baby sitter
fees in the amount of $35.00 due to a change in Young's
schedule necessitated by an illness to patrolman Jansky's
father.
The council considered the request inappropriate.
2) A request to compensate two witnesses subpoenaed during a
trial.
A legal decision considered it improper for the City to pay compensa-
tion in such a case above the amount required by law.
Council Reports: Councilman Husen:
Transportation Committee to meet Feb 9, 1983. APO meeting scheduled
for Jan. 26, 1983. APO Director, Hanson, reportedly has revised lighting
plan on County H\vy #75 and #2. petition for rezoning of approximately
75 acres presented by Tom Rothfork to be re-submitted to Planning
Commission. Town rules \Úll apply in the proposed re-zoning. A
petition has been signed by some of the area property owners in support.
Councilman Reber reported hockey rinks in operation. Warming house
door being repaired.
Sludge Truck: Army vehicle transmission and other problems cited. Replacement
unit under consideration.
Mayor Report: APO meeting Jan 13 and Stearns Municipal League ;neeting Jan 18
reviewed landfill and related solid waste disposal problems 1n area.
