Joseph met in session on Thursday, February 3, 1983 at 7:30 p.m. in City Hall. ~~ Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber, Steve Dehler, Mike Husen. City Clerk, Bob Johnson. City Treasurer, Leo Sadlo. Others Present: Mike strickler; Bill Lorentz, Police Chief; Elmer Rakotz; Laverne Farris, Watertower Paint & Repair representative. Treasurer Report: A motion was made by Schneider seconded by Reber to approve treasurer Leo Sadlo's monthl~fund and investment report as presented. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Minutes: A motion was made by Husen seconded by Dehler to approve council minutes of January 20, 1983 as presented. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Bills: A motion was made to Dehler seconded by Schneider to approve bills as - presented - (see deletion on bill schedule). Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Dram Shop: Amendment of ordinances reviewed. Include $10,000 exclusion as per state statute. Have licensees provide proof of under $10,000 sales each year. City Attorney to prepare amendments for Council approval at next meeting. Bush Unemployment Compensation Case: A motion was made by Schneider seconded by Reber to refuse payment of statement in the amount of $330.00 received from Department of Economic Security in the Randall L. Bush unemployment compensation case due to the fact an Appeals Tribunal and a representative of the State Commissioner at separate hearings upheld the City's appeal of unemployment compensation payments to Bush while he was being paid full salary and benefits by the City. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Zoning Seminar: A motion was made by Schneider seconded by Reber to approve attendance of two persons at a Zoning Seminar on February 17, 1983 in st. cloud. Mayor Loso and Pla.1'1ning Commission Chairma.'1 Ben Kremer to attend. (Alternate - Mike Husen.) Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Fire Board Quarterly Report and 1983 Budget: The final quarterly financial report and 1983 budget estimate were reviewed by Council. The Fire Board approved both documents on February 2, 1983. Tax Levy Final: Final tax le\~ computation by County indicates a mill rate increase of .41 over estimate for 1983. City assessed value increased .0666(%) to $5,524,014 - a total of .0134(%) below the estimate of 8%. Total mill rate for 1983: City - 29.56 (-.70) County - 20.36 (+.31) School - 47.44 (+5.30) Total mill rate increase for 1983 - 4.91 mills. 1 -I r-:; 0 A motion was made by Dehler seconded by Husen to approve - ~- U.f.J "Day at Legislature": the Police Chief's attendance at the state Capitol on February 9, 1983. The state Police Chiefs Association sponsored a "Day at the Legislature" for police chiefs. Ayes: Loso, schneider, Reber, Dehler, Husen. -- Nayes: None Motion carried. Watertower Paint & Repair Co.: Laverne Farris, representative of Watertower Paint & Repair Co., Clear Lake, IO\'ia, appeared before the Council to discuss renewal of water tank maintenance contract. The City has contracted with the firm since 1967 for water tank maintenance and repair. The new contract period has been reduced from 10 to 5 years. A motion was made by Dehler seconded by Reber to approve the proposed contract with Watertower Paint & Repair Company in the amount of $1,888.00 annually. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Engineer Bettendorf: Engineer Joe Bettendorf reported the proposal for the Minnesota pollution Control Agency is near completion relating to Wastewater plant upgrading and expansion. The Engineer presented a proposal for a City water system study and analysis. The study is scheduled for completion by April 15, 1983 at a cost of $9,800. The water system study was approved on motion by Reber seconded by schneider. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Hook-Up study: A hook-up charge study is also being considered by the City Council. Rec. Association License Applications: On motion by Husen seconded by Reber a gambling, cigarette and 3.2 beer license were approved for the Recreational Association, with the 3.2 license contingent upon dram shop 1nsurance coverage. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Concil Reports: Councilman Reber: February 21, 1983 listed as date of annual meeting of Recreational Association. 1982 improvement report (softball parks) presented for review. Capital improvements in the amount of $15,000 are planned by the Association. Engineering assistance question to receive further attention. Councilman Husen: Preview of proposed street system prepared by the Area Planning Office was presented by Councilman Husen. A sign ordinance and the question relating to manufactured homes to be reviewed by Planning Commission. Yearly Police Report: Report receiving Council study and review. Mayor Report: Stearns League meeting attended by Mayor Loso and Councilman schneider in sauk Centre. Incineration of solid waste reportedly was the main topic of the Stearns League meeting. District concept receiving consideration. stearns County or the APO would establish such a district if feasible. The amount of garbage generated in the tri-county area daily was estimated at 313 tons. Next Stearns League meeting has been scheduled for May 17, 1983 in st. Joseph.
