Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, February 17, 1983 at 7:30 p.m. in City Hall.

Dehler, Mike Husen. City Clerk, Bob Johnson.

Hearings
Park Board and Rod & Gun Club: (Postponed to next meeting.)
Library Hearing: 8:30 p.m.
Sr. Anne Marie, Don Hoodecheck, James Landwehr, walt Bruns, Mike Kathmann -
director CSB/SJU libraries, and Mona Carmack - Great River Regional Library
director, appeared before the Council.
Mr. Hoodecheck provided the introduction to the library matter by highlighting
needs and importance of a branch library. Mona Carmack, Regional Director,
presented data relating to current operations and a comparison to Cold Spring's
population and circulation. Carmack indicated it was extremely difficult to
estimate the cost of operation for the City at this point, but gave an
estimate of $5,000 and up per year. The City has been asked to provide the
building, maintenance, insurance, heat-lights, etc. costs, with the Region
providing books and a staff person.
A motion was made by Reber seconded by Schneider to approve further study of
the library matter by the Committee. Councilmen Dehler and Husen were appointed
to the Committee.

Cable Board Representative: 8:00 p.m.
State of Minnesota Cable Communications Board senior staff member, Ann Davis,
appeared before the Council to present a video tape explaining cable TV and
~ the State of Minnesota's involvement. Davis provided the City with the
~~ necessary documents relating to procedures for possible cable installation

* additional documentation by mail and offered her assistance in the project.
Congressman Stangeland Representative: Nate Seeger, a representative from Congressman
Stangeland's office, st. Cloud area, provided the Council with information
and an invitation to the City to take advantage of the services provided by
the Congressman's office.
Minutes: City Council minutes of February 3, 1983 were presented and approved on
motion by Schneider seconded by Husen.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Liquor Amendments: A motion was made by Husen seconded by Reber to approve amendments
to ordinances: 1967 Non-Intoxicating Liquor, 1975-B Wine and 1980-A Intoxicating
Liquor, to conform with Dram Shop requirements as per 1982 State Statute.
Publication date: February 21, 1983. Copies to be mailed to all licensees.

Clerk's Conference: A motion was made by Schneider seconded by Reber to approve the
City Clerk's attendance at the Annual Conference to be held in st. Cloud on

Police Department Request for Intern: Chief of Police Lorentz requested permission
to accept an intern, Harvey G. Church, st. Cloud state University, for a
period to start on March 14, 1983 and end in the month of May. Training
will be that of an observer with some independent work. The intern will
not operate a city vehicle, be armed or use powers of arrest. The intern
will also be non-salaried and train approximately 30 hours per week.
Liability and insurance questions to be resolved.
1982 Police Report: The Council reviewed the 1982 police report with Chief Lorentz.
A number of questions were raised relating to numbers used in the report.
Mayor Loso requested documentation of mutual aid calls.
Council Reports: Councilman Husen:
1 ) Annexations (7 parcels) scheduled for March 16, 1983 at 10:00 a.m. 1n
Ci ty Hall.
2) Planning Commission met February 7, 1983. Examination of proposed Park
Terrace West plat and related easements held.
3 ) The Commission also examined sign requirements in Zoning Ordinance No.
1982-A.
4) Access and closings on County Road #75 were also reviewed.
5 ) APO Director Bill Hansen to attend next Planning Commission meeting.
Councilman Schneider reported the street light at the intersection of 1st
Avenue N.E. and Birch Street was operating in an erratic manner.
Councilman Reber reported Recreational Association was consulting City
Engineer Bettendorf regards the sprinkling system project proposed.
Engineering time necessary considered to be minimal.
Dick Taufen - Maintenance: Maintenance Superintendent Dick Taufen reported damage
to sludge truck hub to reach an estimated $600.00.
Capital Outlay policy for 1983 to remain same as 1982. Department heads to
make request for purchase as needed.
Purchase of Fans: The purchase of two ceiling fans for the fire station at an
estimated cost of #257.00 was approved on motion by schneider seconded by
Reber. The request had received previous approval of the Joint Operating
Fire Board.

Nayes: None Motion carried.
Solid Waste: Mayor Loso reported APO meeting discussed County responsibility as
probable sponsor of an incinerator project. Re-cycling becoming an all
important question in the solid waste problem picture.
Adjournment: Meeting adjourned at 10:55 p.m.
