Joseph met in session on Thursday, March 3, 1983 at 7:30 p.m. in City Hall. a Members Present: Mayor Mike Losoj Councilmen Herman Schneider, Bud Reber, Steve Dehler, Mike Husen; Treasurer Leo Sadlo; Secretary Laurie Terwey. (City Clerk Bob Johnson absent - illness in family.) Treasurer Report: A motion was made by Dehler seconded by Reber to accept treasurer report as presented. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Minutes Approved: A motion was made by Husen seconded by Schneider to approve minutes of February 17, 1983 with the exception of a deletion in the Cable Board hearing. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Bills Approved: A motion was made by Reber seconded by Schneider to approve payment of bills as presented. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. st. Pat's Day Concession: Tabled until further information is available. Cedar Village II Replat: A motion was made by Dehler seconded by Husen to approve the replat as recommended by Planning Commission for Cedar village II Addn. I Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Tri-Cap/Summer Rec. Program: A motion was made by Dehler seconded by Reber to participate in these programs. Ayes: Loso, . Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Legal Billing - Landwehr: A motion was made by Schneider seconded by Reber to table further discussion on this matter. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Used Refrigerator - Apt. #1: Councilman Reber to check into costs of used refrigerators and report back to Council at next meeting. Population Projection Plat: Council discussed population figures - question of whether these figures are the same as used in the Step 2 Plant Project. Police Mutual Aid: Report submitted by Chief Lorentz on number of mutual aid assists. Council requested a break down on assist calls - whether they occured in the City or out of town. Bush Arbitration Hearing: A "Finding of Fact" letter was received by the City. I Councilman Husen questioned what the next step would be in the Bush case. He felt the Council has the final decision in the matter. Mayor Loso stated the Council decision had been made. Councilman Reber read the motion made August 18, 1982 to terminate Randall L. Bush which was approved. 1156 A motion was made by Reber seconded by Dehler to re-affirm the decision to terminate Randall L. Bush by the Council as per previous action on August 18, 1982 based on the two cases of misconduct as found by the arbitration panel. Ayes: Loso, Schneider, Reber, Dehler. I Nayes: Husen Motion carried. A motion was made by Dehler to terminate the investigative employees used in the Bush investigation case effective March 3, 1983, seconded by Reber. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. A question on the legal authority to terminate these employees was raised. Further discussion on police policies and procedures in the future and position of the Chief of Police. Mayor Loso stated he had previously requested the Council study all department policies and reminded them to do so. Husen stated he felt the Police Chief should have input for these policy reviews concerning the department. Councilman Husen questioned when and if a new patrolman would be hired. Council felt this would have to wait until appeal information has been obtained. Husen requested a complete summary of the Bush investigation case as far as costs and time involved. Engineering Agreement: A motion was made by Reber seconded by Dehler to approve the Engineering Agreement presented. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Police Intern: Discussion on request for police intern by the Police Chief. I Intern would be an observer to the Police Department to earn credits for school. Mayor Loso requested to talk to intern and report back to Council. Lions Gambling License: A motion \Vas made by Reber seconded by Schneider to approve gambling license of st. Joseph Lions Club. Ayes: Loso, schneider, Reber, Dehler, Husen '. Nayes: None Motion carried. Councilman Reber Report: Reber reported the Recreational Association had held elections at their last meeting. City Park Board has recommended bvo people for appointment to the Park Board - Vince Manderfeld and Marty Primus. A motion was made by Reber seconded by Dehler to appoint vince Manderfeld and Marty Primus to the Park Board. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Employee Wages: Councilman Husen reported on a recommendation by the Wage Committee for: 1) 7% increase to all employees, 2) final approval of the benefi t program, 3) an additional $1,000 per year to Jim Marthaler. He also recommended the Council establish by January 1, 1984, a city-wide wage scale that recognizes and grants equitable salaries for equitable value to the I city. Discussion on comparisons with other cities. Benefits approved in November were reviewed by Councilman Husen. Discussion on medical 1nsurance for retired city employees. Husen will give copy ofchese benefits to Council at next meeting. A suggestion ,vas made to increase starting pay 115? rates as much as any increases given to city employees. Discussion on wage increase for Laurie Terwey. This will be included in the salary discussion at the next meeting. Potholes in streets: Complaint received - holes are being repaired by Maintenanee Department. winter Parking Restrictions: A motion was made that effective on this date there will be no cars ticketed for parking on the streets due to winter parking restrictions.
