Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, March 17, 1983 at 7:30 p.m. in City Hall.
Members Present: Mayor Mike Loso; Councilmen: Herman schneider, Donald "Bud" I
Reber, steven Dehler, Mike Husen; City Clerk, Bob Johnson.
Minutes: A motion was made by Schneider seconded by Reber to approve minutes of
the March 3, 1983 Council meeting as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Foot Race: Discussion held by Council regards foot races conducted within City
limi ts .
A motion was made by Dehler seconded by Husen that requests to conduct such
races need not be brought before the City Council but would be at the
discrerb:i:01tt of the Police Chief.
Voting for motion: Dehler, Husen.
Voting against motion: Reber, Schneider, Loso.
Motion failed 3-2.
W.C. Insurance Refund: City Clerk reported a refund of $2,857.00 on Workmen's
Compensation Insurance program for 1982. The City is a member of the
Minnesota League of cities self-insurance trust.
Gambling License: On motion by Reber seconded by Dehler the Council approved a
renewal of gambling license for the Rod & Gun Club for 1983.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried. I
City Tax Statements: Property tax statements for City Hall Annex and Millstream
Park house were examined by Council.
Bechtold Farmland Plat: James Landwehr, Landmark Realty, appeared before Council
regards preliminary plat for 16.66 acres of the Bechtold farm land on the
west side of the City. The proposed plat contains 49 single family resi-
dential lots.
Preliminary plat Name Change: A motion was made by Dehler seconded by Reber to
approve the name - Clinton Village Addition - for the proposed plat.
Ayes: Loso, Schneider, Reber, Dehler, Husen. .
Nayes: None Motion carried.
A discussion of deferred assessments, hook-up charges, storm sewer deferrment,
a statement for legal services, plat and lot fees was held.
A motion was made by Reber seconded by Schneider to table proposed preliminary
plat for legal review of deferred assessments and other pertinent data related
to the proposed project.
An amendment to the motion was made by Dehler seconded by Husen, to remove:
'review of defe.r~4.;assessments' from motion.

Cedar Village II Assessment Split: A motion was made by Reber seconded by Dehler
to approve assessment split for Cedar Village II as presented by the City Clerk.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
I Cigarette License Application: A motion was made by Schneider seconded by Dehler to
approve the cigarette license application of Krebsbach oil Company.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Unemployment Case: Attorney Fred Grunke has notified the City that the unemployment
compensation and interest charges in the amount of $1,734.15 will no longer
be charged to the City. A new statement showing the account has been cleared
will be mailed to the City by March 31, 1983. A new claim statement for
unemployment compensation, by Randall L. Bush, has been received by the City.
Bush was officially terminated on February 25, 1983 by a unanimous decision
of the arbitration panel.
Bush Appeal to District Court: A notice of appeal to District Court dated March 2,
1983 was received by the City from the attorney for patrolman Randall L. Bush.
Bush was officially terminated on February 25, 1983.
Police Department Safety Seminar: Police Chief Lorentz presented a request to attend
a safety seminar on hazardous waste materials in Alexandria, MN on April 5-6,1983.
A motion was made by Husen seconded by Reber to approve request.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Chief Taufen: Dick Taufen, Fire Chief, presented a request for the expenditure
of a 1983 budget item in the amount of $3,000.00 for a trade-in van for the
fire department.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
1983 Wage Question: Councilman Husen presented 1983 wage and benefit data prepared
by the wage committee. Council discussion and review followed.
Benefit Changes: A motion was made by Dehler seconded by Reber to approve the following
benefit changes effective January 1, 1983:
1. Grant a $5.00 monthly increase to the Police Department for clothing
allowance. No allowance for other departments.
2. Holiday Pay: Pay at time plus half-time and a day off for Christmas,
Easter, and Thanksgiving when the actual holiday is worked.
3. Part-time employees may participate in the health insurance program.
Details of cost to employee, type of coverages, and requirements of the
insurance company need to be finalized.
4. The "President's Day" holiday as a day-off may occur or "float" during
the year. Supervisor approval is required.
5. No change on "Call outs".
6. No definite change in vacation schedule.
7. Maintenance Department: Two (2) hours pay for week-end checks.
8. No change in longevity pay.
9. No pre-payment of expenses.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nay: Husen Motion carried 4-1.
Salary Adjustments: A motion was made by Dehler to approve the following wage
adjustments for 1983: Lorentz, Young, Taufen, Bechtold and R. Johnson at
$1,200.00 per year. .J&nsky, Marthaler an increase of $2,000.00 per year.

J. Kierzek, 1. Johnson and L. Terwey - 50¢ per hour. The motion was
seconded by Schneider. Voting for motion: Dehler, Schneider, Loso.
Voting against motion: Husen, Reber. Motion carried 3-2.
2% Pension Fund: A motion was made by Husen that City pay the 2% deduct mandated I
by the state for pension fund payment, seconded by Reber.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Council Reports: Special use permits and variance hearings reportedly scheduled
for Monday, April 4, 1983.
Variance: Hollander gas service (sign) and
Klocker car wash (setbacks)
Special Use Permit: Klocker - car wash
Transportation map presented by Councilman Husen. plan A copies to be made
for further review.
Streets and Alleys: Condition of streets and alleys reviewed. Need assessed and
approved.
Fans Installed in Fire Hall: Mayor Loso reported installation of ceiling fans 1n
fire station has been completed.
Adjournment: Adjournment was approved at 11:45 p.m.
