Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, April 7, 1983 at 7:30 p.m. in City Hall.
I· . Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Donald "Bud" Reber,
Steve Dehler, Mike Husen; city Clerk, Bob Johnson; City Treasurer, Leo Sadlo.
Treasurer Report: Treasurer Leo Sadlo presented the monthly fund and investment report.
A motion was made by Dehler seconded by Reber to approve the treasurer's
report as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Tape Record Minutes: Councilman Husen suggested Council consider tape recording
minutes as some of the discussion does not appear in the Council minutes.
Husen had also made this suggestion at the previous Council meeting held
on March 17, 1983.
Approval of Minutes: A motion was made by Schneider seconded by Reber to approve
minutes as presented.
voting for motion: Schneider, Reber, Dehler, Loso.
voting against motion: Husen Motion carried 4-1.
Bills Presented: A motion was made by Husen seconded by Reber to approve payment
of bills as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Hollander - Variance Report: A motion was made by schneider seconded by Dehler to
approve the sign variance request of David Hollander to allow two (2) 4'x 8'
signs on a single standard, placed on the southeast corner of the property
located at 223 Cedar Street East. The city Zoning Board of Appeals has
recommended Council approval.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Klocker Variance Report: A motion was made by Reber seconded by Husen to approve
the variance request of Randy and Robert Klocker, "to require a 14' west
side yard setback, a 2'8" east side yard setback and a 68' lot width".
The Zoning Board of Appeals has recommended Council approval.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Special Use Permit: A motion was made by Husen seconded by schneider to grant a
special use permit to Randy and Robert Klocker to construct and operate a
3-stall car wash at the corner of 1st Avenue Northeast and Cedar Street East
on property described as "all of Blk 22 less Hwy, Loso's Addn.", formerly
fu~own as the Joseph Weyrens property. The City Planning Commission has
recommended Council approval.

Nayes: None Motion carried.
Clinton Village Addition: James LandwehrJr~;:î~:n:;y plat of Clinton Village
Addition for Council approval. plat had some revision - 1) 6th Ave. N. W.
was dedicated as street; 2) walk-way lots changed to a 50' radius in front
of Lots 6-7-8, Blk 3. Easement question raised by Engineer Bettendorf -
split easement behind Borresch and Notch properties or easement entirely

in Clinton Village Addition. Land\vehr to acquire necessary storm sewer
e?sements.
Motion to Approve: A motion was made by Schneider seconded by Husen to approve the I
preliminary plat for Clinton Village Addition.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
A number of matters relating to financing and bonding ,vere briefly discussed.
Vince and Nancy Manderfeld - Hearing: Vince and Nancy Manderfeld were present regards
petition submitted last summer voicing disapproval of rental housing problems
in Park Terrace area. They indicated they have seen no improvement in
conditions or enforcement. Noise, destruction of property, littering,
drunkeness were conditions still occurring in the neighborhood. The dumpster,
constantly overloaded and overflowing, at the 8-plex site on Old Highway 52
was also cited. It was suggested a letter from the Housing Inspector should
be dispatched to property o\mers in these cases.
Proposed City/Developer Agreement: Engineer Bettendorf presented proposed changes
to City/Developer agreement (blue copies - 2 pages).
Hollow Park Easements: Engineer Bettendorf indicated he was meeting with several
Hollow Park home O\vners regarding water and sewer line easements necessary
to serve proposed Clinton Village Addition development.
Sludge Disposal Permit Project: A map indicating sludge disposal sites was reviewed.
A motion was made by Reber seconded by Schneider to instruct Engineer
Bettendorf to proceed ''lith site borings necessary and installation of PVC
piezometers in each of the borings where ground water is found. Total
estimated cost - $600.00.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Amendment #1 to Zoning Ord. 1982-A: The proposed amendment relating to manufactured
homes will be reviewed by Building Inspector Roman Reber and Councilman Bud
Reber prior to April 21 meeting.
Attorney Fees: A motion \vas made by Reber seconded by schneider to increase the
City Attorney fee to $50.00 per hour, effective May 1, 1983.
Voting for motion: Reber, Schneider, Husen, Loso.
Voting against motion: Dehler Motion carried 4-1.
Wastewater Plant Clarifier: City received notice from Dorr-Oliver, Inc. that
replacement material for Wastewater plant clarifier is scheduled for
shipment the week of the 18th of July, 1983.
Bush Unemployment Charges: The City received a zero balance statement from the
Department of Economic Security after submitting a number of letters of
protest to the request for repayment of the $1,754.00 of unemployment
compensation funds paid Randall Bush during the time he was receiving full
salary and benefits.
"Call Before You Dig" Meeting: Bud Reber, Dick Taufen and BOD Johnson will be
attending the NSP - Bell Telephone sponsored "Call Before You Dig" meeting
in st. Cloud on April 18, 1983.

Wastewater plant Budget Item: A motion was made by Dehler seconded by.Husen to
approve purchase of two coveralls for use at Wastewater Plant.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
I Nayes: None Motion carried.
Fingerprint School: The attendance of 2 persons at a police fingerprinting school
in st. Cloud on April 26-27, 1983 was approved on motion by Dehler seconded
by schneider.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Red Cross Certificate Fee: A motion was made by Schneider seconded by Reber to
approve the Red Cross swim certificate charge of 25¢ per student for 1982
program - total charge $39.25.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
CDBG Meeting Attendance: A motion was made by Reber seconded by Dehler to approve
clerk's attendance at CDBG meeting in st. Cloud on April 13, 1983.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Court Testimony Charge: Police Chièf Lorentz presented a statement from the City
of waite Park in the amount of $25.00 for a waite Park police officer
testifying in court on a breathalyzer test case for the City of st. Josp.[>h.
Mutual aid question raised. Reportedly a mutual aid meeting will be held
between Sartell, waite Park and st. Joseph. (The Waite Park statement is
tabled. )
Council Reports: Councilman Reber: 1 ) Presented a refrigerator for Apt. #1 report.
2) Cited poisen ivy problem in Millstream Park - weed inspector to be
notified.
Mayor Report: Mayor Loso reported st. cloud Council Chamber has a full microphone
system. other area cities record only special meetings such as liquor
hearings, special assessment, etc. , as does the City of st. Joseph.
Breathalyzer Course: A motion was made by Reber seconded by Husen to approve
attendance of Jeff Young at breathalyzer school on May 4 - 12, 1983 -
total 56 hours.
