Board of Review
May 5, 1983
I Pursuant to due call and notice thereof the City Council Board of Review
met in City Hall on Thursday, May 5, 1983 at 7:00 p.m. for the purpose of
reviewing and correcting the assessment of said City for the year 1983.
Persons Present: Councilmen: Herman schneider, Bud Reber, steve Dehler, Mike
Husen; City Clerk, Bob Johnson; City Assessor, Ollie Lesnick; County
Assessor, F. J. Weisbrich. (Absent: Mayor Loso.)
Meeting was opened by Acting Mayor Herman Schneider who turned over the
chairmanship to City Assessor Ollie Lesnick.
LeRoy Rebischke: Mr. Rebischke questioned the increase of approximately $5,000
( 9%) on parcel number 53724, Lots 5 & 6, Blk 2, Loso's 7th Addition.
Assessor indicated the property was income property and therefore subject
to a higher rate. st. Cloud values and sales are used, with adjustments,
as a guide for establishing market value. Assessor Lesnick to meet with
Rebischke next week and re-examine property.
steven Dehler: Mr. Dehler presented an inquiry regarding differences in values and
taxes between Loso's and Linnemann's Stores. The Assessor explained differ-
ences of homestead and non-homestead - commercial and residential valuations
and rates.
Leander Meyer: Mr. Meyer presented a question relating to value placed on insurance
building. Assessor stated commercial property value assessed at 40% for
first $50,000 and 43% for balance.
There being no other persons appearing or questions by those present, the
meeting of the Board of Review adjourned at 7:42 p.m.

Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, !lIay 5, 1983 at 7:45 p.m. in City Hall.
Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber, steve I
Dehler, Mike Husen; City Clerk, Bob Johnson; City Treasurer, Leo Sadlo.
Treasurer Report: City Treasurer Leo Sadlo presented the monthly fund and investment
report. A motion was made by schneider seconded by Reber to approve treasurer
report as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Minutes: A motion was made by Husen seconded by Reber to approve minutes of the
April 21, 1983 Council meeting as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bills: A motion was made by Schneider seconded by Dehler to pay bills as presented.

Attorney Jovanovich - Engineer Bettendorf: Engineer Bettendorf presented the feasi-
bility report for Clinton Village Addition. A review and examination of the
report was held with Engineer Bettendorf and city Attorney Tom Jovanovich.
The report co~ers the installation of sanitary sewer, watermain, storm sewer
and bituminus street with concrete curb and gutter in Clinton Village Addition
located west of Park Terrace Addition.
The engineering report indicated that the improvements are feasible from an
engineering standpoint. City Attorney Jovanovich indicated the developer
(Landwehr) had agreed to the following:
1) Developer had verbally agreed to the amount of deferred assessments
and hook up charges on Clinton Village Addition property in the
amount of:

1961 Sanitary Sewer Project - 12,624.86
1970 Water System Project - 1,609.98
Hookup Charges - 17,520.00
$31,754.84
2) Developer verbally agreed to pay past due bills for engineering, legal
and administrative work performed on the Clinton Village Addition
project in 1982 as per statement dated March 31, 1983. ($867.00)
3) All project easements will be completed and recorded.
4) Developer must enter into City/Developer Agreement with City.

A motion was made by Reber seconded by schneider to approve the following
resolution: A resolution calling for a public hearing on improvement
No. 83-501.18, Clinton Village Addition, at an estimated cost of $531,200.00.
Also authorizing City Clerk to cause notice of hearing to be published and
scheduled for May 23, 1983 at 7:00 p.m. in ci ty Hall. It is proposed that
the improvement be constructed on the following streets within the city:
Minnesota Street West, 6th Avenue Northwest, 7th Avenue Northwest,
Ash Street Northwest and Birch Street Northwest.
The area proposed to be assessed is the property located adjacent to the
streets listed above and benefited by the improvement. (A full copy of the
resolution is on file in the Engineering-Legal project file.)

Deferrment Request, Mildred Reisinger requested deferrment~e unit of assessment,
due to hardship, until the property is subdivided an second lot is sold.
The request was approved on motion by Reber seconde by Huser. ~ ~

Open Basement Problem: The open basement problem on Minnesota Street West was

to inspect property for dangerous and nuisance conditions.
City/Developer Agreement: Attorney-Engineer corrections included in copy presented
by Attorney Jovanovich. Copies to be mailed to Mayor and Council. I
Bush Unemployment Case: A motion was made by Schneider seconded by Reber to appeal
the unemployment compensation status decision of Randall L. Bush as deter-
mined by st. Cloud claims deputy John E. Van Steenwyk and received by the
City on form MES-31 dated April 28, 1983. (Copy to Attorney Grunke and file
Minnesota Department of Economic Security.)
Voting for motion: schneider, Reber, Dehler, Loso.
Voting against motion: Husen. Motion carried 4 - 1.
Parish Gambling and 3.2 Licenses: A motion was made by Dehler seconded by Schneider
to approve gambling and 3.2 beer license application of st. Joseph Parish for
the 4th of July contingent upon parish providing sufficient security as
determined by the Chief of Police.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Rental unit Registrations: A discussion was held by Council regards feasibility of
amending housing ordinance to include cancellation of rental unit registra-
tion after three complaints of violations have been received and reviewed
by the city.
Hot Air Balloon Rides: On motion by Reber seconded by Schneider the Council granted
approval to Cliff Teigen, Kraemer Lake, to provide free balloon rides on the
4th of July out of Memorial Park (baseball field). The rides will be given
prior to parade between 6:00 and 9:00 a.m.

Street Light College Ave. S. & County Rd. 121: The verbal request for installation
of additional street lighting on County Road #121 past the cemetery was
tabled after Council review and examination by an NSP official.
Swim Program: Reported ready for 1983. Registration will be conducted by Marge
Hawkins, Community Education Director. Program to start June 13 at 9:00 a.m.
and run through August 5, 1983. Cost of pool has increased $5.00 per week
to $50.00. Swim instructor will be Deb Reuter. Registration scheduled for
Wednesday, May 25, 4:00-6:00 p.m. Fee changes: Increase of 50¢ in all
categories with the fee for outside City and st. Joseph Township registrants
increased from $10.00 to $11.00.
State Population Estimate: The new city population estimate of 3095 (April 1, 1982)
was received from the state Demographer's office.
Police Department Auction: Police Chief Lorentz requested Council approve auction
of a list of items presented. A motion was made by Reber seconded by
Schneider to approve publication of notice and auction of items listed.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Maintenance Report: Dick Taufen, maintenance supervisor, reported water shut off
problems: 1) Centennial Park, 2) Four shutoffs on Baker Street.
Curb stop problems to be resolved as time permits.
Fire Conference: A motion was made by Husen seconded by Reber to approve the Fire

Marshal's attendance at a Conference in International Falls on
June 16-17-18, 1983.

Council Reports: Councilman Reber reported student available again on work-study
program in parks for the summer. Rod & Gun - Park Board rifle range survey
- to be published in st. Joseph Courier and distributed through utility billing.
Highway Sign: A motion was made by Dehler seconded by Schneider to change population
number on County Highway #75 sign (3095).
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
street Problem West Baker Street: The chloride application suggested by Engineer
for Baker Street West was approved on motion by Dehler seconded by Husen.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes:' None Motion carried.
Planning Report: Councilman Husen reported Planning Commission, included in their
minutes, dated May 2, 1983, recommended changes in the proposed Amendment
#1 to Zoning Ordinance 1982-A relating to Manufactured Homes.
The Commission also examined the possibility of re-zoning property located
at 318 Old Highway #52 owned by Dave Dropp from R-l to R-3 to allow greater
rental property density. A public hearing would be required.
Mayor Report: Mayor Loso presented the following report of a police mutual aid
agreement meeting held in Waite Park on April 26, 1983 at 7:00 p.m.
Persons Present: Mayors: Al Ringsmuth, waite Park; Bob Bogaard, Sartell;
Mike Loso, st. Joseph. Police Chiefs: Ken Dickenson, waite Park; Jerry
O'Driscoll, Sartell; Bill Lorentz, st. Joseph and Sheriff Charlie Graft.
Discussion was held on procedure to be used when calling for assists.
Procedure will be to make use of local department first: call the Chief or
other patrolman. If Chief determines further aid is needed, sheriffs department
will be called first and then other departments on mutual aid. This procedure
eliminates the problem of patrol car leaving the city.
Dickenson felt present policy was adequate. Charlie Graft felt it is the duty
of the Chief to respond to all emergencies day or night. O'Driscoll echoed
the same. Bill Lorentz did not like the idea. Discussion was held on radio
abuse. Dickenson stated this all started when fire departments got their
pagers. Mayor Loso replied pagers are one way communication - Dickenson said
he meant the complaints! Charlies reply was he often monitors the radios
and he personally has heard the radio abuses mentioned. Also, with the number
of scanners, half the county can hear. Departments agreed to correct this
situation.
Mutual aid pact was discussed and is in need of revision. Sheriff Graft made
clear the fact that when the sheriff's department responds that the deputy
will not be under the supervision of the local department. He also stated he
has two cars within 4 to 5 miles of st. Joseph and waite Park 24 hours a day
that are able to respond within minutes to either of the cities.
Abuse of patrol car was discussed. st. Joseph no longer allows car to be taken
out of city for lunch breaks. Breaks will be taken locally. Dickenson defended
this by saying it's awful boring around 2 to 4 a.m. and this helps the morale

of the police department. Loso stuck to his position. Graft agreed and
stated this was being abused and he had many complaints involving st. Joseph,
Waite Park and sheriff's cars. He has instructed his deputies that they
have a 30 minute lunch break and it will be enforced.

The $25.00 charge was discussed. Dickenson said he was in error by not
going through the City. An agreement \vill be worked out between departments ~-
involved before this matter gets resolved.
Meeting broke up around 10:00 p.m. with sheriff Graft getting in to a
heated battle which centered around the attitude of Chief Dickenson of
Waite Park.
Sheriff Graft recommended signs to be placed by police department to
eliminate complaints on parking of sheriff's cars. Also, he recommended
that the Mayor as Police Commissioner have a radio.
Wind Chimes: Police Chief Lorentz reported complaints of wind chimes becoming a
nuisance.
Adjournment: A motion was made to adjourn at 11:50 p.m.
