HomeMy WebLinkAbout1983 [06] Jun 02 1182 Extract of Minutes June 2, 1983 Council Meeting Pursuant to the Resolution continuing the public hearing on the improvement project for Clinton Village Addition which was initially held on May 23, 1983, a special I meeting of the City Council of the City of st. Joseph, Minnesota, was held in the City Hall in said city on the 2nd day of June, 1983, at 7:00 o'clock p.m. for the purpose of continuing a public hearing which had initially been held on May 23, 1983, on a proposed improvement consisting of sanitary sewers, storm sewer, water main, concrete curb and gutter, and bituminous streets and work appurtenant thereto for the Clinton Village Addition and on Minnesota street West, sixth Avenue Northwest, Seventh Avenue Northwest, Ash street Northwest, and Birch street Northwest. Members Present: Councilman Herman Schneider acting as Mayor, Coucilman steve Dehler, Councilman Bud Reber and Councilman Michael Husen; City Clerk Robert G. Johnson. Also present were City Attorney Thomas G. Jovanovich and City Engineer Joseph R. Bettendorf. The following residents were also in attendance: sister Kathleen Kalinowski, representing st. Benedict's Convent, Mildred Reisinger, Bob Reisinger, Linda Reisinger, Bill Elfering, Richard J. Manderfeld and Debbie Dorshorst. The acting Mayor, Herman Schneider, stated that this was the time and place fixed by Resolution of this Council, adopted on May 23, 1983, for the continua- tion of the public hearing on a proposed local improvement, (Project No. 83-501.18, Clinton Village Addition). A letter from st. Benedict's was presented stating that st. Benedict's would provide an easement for the sewer outfall. Both William Elfering and Richard J. Manderfeld stated that they would provide easements to the city for the sanitary sewer and water easement which would run I through their property to link up Clinton Village to Hollow Park. After all persons who wished to do so had stated their views on constructing the improvements, the acting Mayor declared the hearing to be closed. Councilman Mike Husen introduced the following Resolution and moved its adoption and this was seconded by Councilman Bud Reber: RESOLUTION ORDERING CONSTRUCTION OF PROJECT NO. 83-501.18, CLINTON VILLAGE ADDITION, AND DIRECTING PREPARATIONS OF PLANS AND SPECIFICATIONS. BE IT RESOLVED by the City Council of the City of st. Joseph, Minnesota, as follows: 1. This Council, by Resolution duly adopted May 5, 1983J called a public hearing for this date on a proposed local improvement consisting of sanitary sewers, storm sewer, water main, concrete curb and gutter and bituminous streets and work appurtenant thereto on the following streets within the city: Minnesota street West, sixth Avenue Northwest, Seventh Avenue Northwest, Ash Street Northwest and Birch Street Northwest. 2. Notice of public hearing on the proposed improvement was given by publication and mailing, as required by law. 3. The public hearing ·on the proposed improvement has been held, and all persons desiring to be heard were given an opportunity to be heard. 4. The proposed improvement described in paragraph 1 hereof, and as I to which a public hearing has been held as described in paragraphs 2 and 3 hereof, it is hereby ordered to be constructed and is hereby designated as Improvement No. 83-501.18, Clinton Village Addition. j -rq 3 _~C 5. Pauly & Olsen Associates, Ltd. , consulting engineers to the City, ar.e hereby authorized and directed to prepare plans and specifications for construction of Improvement Project No. 83-501.18 and to present such plans and specifications to this Council for review. Hearing closed at 7:40 p.m. on motion by Reber seconded by Dehler. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Minutes: A motion was made by Dehler seconded by Reber to approve Council minutes of May 19, 1983 as presented. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Bills: Bill were approved for payment on motion by Reber seconded by Dehler. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Summer Youth Work Program: The following persons were approved for the summer youth work program on motion by Mike Husen seconded by Bud Reber: Thomas Barron, Troy Will, Karen Suchy, Linda Reisinger, Maryls steichen. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. (Names were drawn by lot after compliance with Tri-Cap regulations (ED-PS) . Property/Liability Insurance: Effective June 1, 1983 the League of Minnesota Cities Insurance Trust property/casualty program has been restructered. The program had been operated through a standard insurance company, National Union. LMCIT will now issue a policy directly to the City. The change is expected to reduce overhead costs by 7%, according to League officials. July 4th Fireworks: The request for a contribution to st. Cloud Legion Post for 4th of July fireworks display at Wilson Park in st. Cloud was tabled on motion by Dehler seconded by Husen. Ayes: Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Parish 4th of July Security: Police Chief Lorentz reported st. Joseph Parish agreed to provide six security personnel for the 4th of July celebration (3 certified and 3 dance hall officers). All security personnel will be under control of the City Police Department. The Chief also stated enforcement will be the same as last year. Dumpster: The following costs were examined for installation ofa 4 yard dumpster in the Lions Shelter area in Millstream Park: $400.00 purchase price - $40.00 per month if rental. Additional data to be obtained. Street Calcium: Councilman Reber inquired about date calcium chloride will be applied to West Baker Street. Question to be relayed to Maintenance Department.
