Pursuant to due call and notice thereof the City Council of the City of st. Joseph
met in session on Thursday, June 16, 1983 at 7:30 p.m. in City Hall.
Members Present: Acting Mayor, Herman Schneider; Councilmen: Bud Reber, steve Dehler, I
Mike Husen; City Clerk, Bob Johnson. (Absent: Mayor Loso - attending fire
conference. )
others Present: Mike strickler, mobile home court manager; Police Chief Lorentz;
Debbie Dorshorst, Courier editor.
Minutes: Council minutes of June 2, 1983 were approved as presented on motion by
Dehler seconded by Reber.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Millstream Park Dumpster: A motion was made by Dehler seconded by Husen to approve
rental of 4-yard dumpster from Park Refuse for the area near Lion's Shelter
building in Millstream Park.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
swim Program Hire: A motion was made by Reber to approve the hiring of the following
persons for the summer swim program conducted at the College of st. Benedict
pool, seconded by Dehler: Debra Reutter - instructor - 4.50 per hour
Maria Olson - guard - 3.50 per hour
Todd Peterson - guard-attendant - 3.50 per hour
Kent Davis - 2 hrs. - 6-8 p.m. - open swim - 3.50
Ayes: schneider, Reber, Dehler, Husen.
Nayes: None Motion carried. I
Youth Work Program Change: A motion was made by Husen seconded by Dehler to approve
a hiring change in the summer youth program. The post secondary appointee,
Marlys steichen, had accepted another job. Donna Reber, 102-2nd Ave. S.E. ,
has been selected as the post secondary appointee.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
waite Park Council Action: At the June 7, 1983 meeting the Waite Park City Council
by unanimous vote, authorized members of the waite Park Police Department to
serve as witnesses in trials regarding violations cited by the st. Joseph
Police Department that occur during the off duty hours of waite Park officers.
The compensation will be $25.00 per occurrence. Checks will be made payable to
the officer involved. Motion by Husen to accept waite Park resolution and have
our police department reciprocate on the above named service.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Police Car Window Insurance Claim: A broken police vehicle window claim has been
turned in to the insurance agent on June 16, 1983.
Alley Problem cited: The following Council findings, with regard the alley located
between Loso's 2nd Addn. and Loso's 4th Addn. running north-south and abutting
Kennedy School property on the south dead end, behind the Alan Ehlert residence, I
were approved on motion by Husen seconded by Dehler:
1) that there is no thru traffic - (dead-end alley),
2) there has been no complaint from any property owner desiring access,
3) that the situation is not unlike parking on a dead-end street,
4) there has been no permanent structure or abandoned vehicle placed in
right-of-way. All units are movable on demand.

~ Clarifier Repair Quotes: A motion was made by Dehler seconded by Reber to open quotes
on Wastewater Plant clarifier repair at 11:00 a.m. on July 14, 1983.
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Review of Ordinance #41: The City Attorney's office has reviewed City Ordinance No. 41 -
An Ordinance Regulating Solicitors, Peddlers and Merchants - and has provided the
following information: of the three basic approaches ordinances follow, the
modified Green River approach was considered the best. All Council members received
copies for review.
Solar Panel Problem: Review of statutes dealing with solar panels and public nuisances
was conducted. Council received copies of review procedures and recommendations
to determine extent of public hazard and solution if problem exists.
1983 Capital Outlay Purchase: A motion was made by Husen seconded by Reber to offer
seller $2,800.00 for maintenance department vehicle (pickup) .
Ayes: Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Council Reports: Councilman Husen:
1) Reported on planning Commission hearing held on re-zoning the Dave Dropp
parcel on Old Hwy. 52. Although more than 50% of residents residing in the
area signed a petition approving the re-zoning, the hearing was re-scheduled
for June 20 at 7:30 p.m. because notices had not been mailed to everyone
residing within 350 feet.
2) Commission examined a housing rental problem at 213 East Minnesota street.
a. large residence with living space for more than 5 unrelated persons.
b. owner has invested a considerable amount of money in remodeling.
c. questions involved: 1 ~ rezoning 2~ amending ordinance.
d. variance or special use not applicable.
Councilman Dehler suggested the following:
1. Each year owner of property to have petition in favor (of more
renters than 5) signed by all persons residing within 1000 feet of
property.
2. Owner must be a city resident.
3. Must pass inspection health, safety, Slze, etc. requirements.
4. Must have necessary off-street parking.
(The above suggestions are to be reviewed by the City legal department.)
3) Dr. Nelson property - north of County #75 and east of Millstream Park to be
considered for re-zoning from (I) Industrial to (B) Business. The property
is being considered for a Dairy Freeze Operation.
4) Orderly Annexation Board to hold a public hearing on June 22, 1983 at 8:00 p.m.
in st. Joseph Town Hall to consider a request by Thomas Rothfork to re-zone
his property from (I) Industrial to (FR) Farm Residence. The 14.56 acres of
land are located in SE~ NW~ of Sec. 10 just north of railroad tracks.
Alley Speed Hump: A motion was made by Dehler seconded by Reber to approve installation
of speed hump in alley between Loso's Store and Dave's Realty near the sidewalk
entrance and exit on Minnesota Street.

Police Chief Bill Lorentz: Presented report of complaints of noise after 10:00 p.m.
by persons using Centennial Park, across street from EI Paso Club. The Chief
pointed out that violation is charged to property owner.
