Pursuant to due call and notice thereof, the City Council of the City of
st. Joseph met in session on Thursday, July 21, 1983 at 7:30 p.m. in City Hall. I
Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber, steve
Dehler, Mike Husen; City Clerk, Bob Johnson.
Others Present: Mitch Anderson, Engineer, Pauly & Olsen Associates Ltd. (for
vacationing Joe Bettendorf, Engineer).
Minutes: A motion was made by Husen to amend minutes of July 7, 1983 by adding the
following correction: "Mayor Loso reported contents of letters and indicated
letters were unsigned". (Correction to follow first paragraph at bottom of
page 1189.) The motion was seconded by Dehler.
Ayes: Loso, Schneider, Dehler, Husen, Reber.
Nayes: None Motion carried.
Engineer Anderson: Engineer Mitch Anderson presented plans and specs for Clinton
Village Addition.
Resolution: A motion was made by Husen seconded by Dehler to approve the following
resolution:
RESOLUTION RELATING TO IMPROVEMENT PROJECT NO. 83-501.18, CLINTON
VILLAGE ADDITION; APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT
FOR BIDS.
BE IT RESOLVED, by the city Council of the City of st. Joseph, Minnesota, I
as follows:
1. This Council has heretofore ordered an improvement designated as
Improvement Project No. 83-501.18, and directed the engineers for the City of
st. Joseph to prepare Plans and Specifications.
2. The plans and Specifications for Improvement Project No. 83-501.18
have now been received and reviewed and are hereby approved and ordered to be
filed in the office of the Clerk.
3. This Council shall meet at 7:00 o'clock p.m. on August 18, 1983, for
the purpose of considering bids for the construction of Improvement Project
No. 83-501-18.
4. The Clerk is authorized and directed to cause an advertisement for
bids for the construction of Improvement Project No. 83-501.18 to be published
at least once not less than three weeks prior to the date of opening the bids
in the official newspaper of the City and also in the Construction Bulletin.
5. The bids shall be opened publicly by two or more designated officers
or agents of the City at 2:00 o'clock p.m. on August 12, 1983, and tabulated
in advance of the meeting at which they are to be considered by the city Council.
6. The advertisement for bids shall specify the work to be done, shall
state the time when the bids will be publicly opened for consideration by the I
Council, shall state that no bids will be considered unless sealed and filed
with the Clerk and accompanied by a cash deposit, cashier's check, bid bond,
or certified check payable to the Clerk for 5 percent of the amount of the bid,
and shall contain such other information as the Clerk or consulting engineers
deem appropriate.

Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
I clarifier Quotes: A motion was made by schneider seconded by Reber to accept the low
quote of ABE Construction, Plymouth, Minnesota, for wastewater plant clarifier
repair in the amount of $6,800.00.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
A second quote in the amount of $11,000.00 was received from Barbarossa &
Sons, Inc. , Osseo, Minnesota.
Paint Purchase: A motion was made by Reber seconded by Dehler to approve paint for
Annex Building, Apartment #1.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Accident Reports: The Pete Jansky, Ray Bechtold and Doris Becker accident reports
were reported being processed and submitted to the City's W.C. and liability
insurance carrier.
Firing Range Committee: Mayor Loso appofunted the following committee to examine
firing range feasibility and prepare plan. Committee appointments: Pete
Giroux; Dick Taufen; Ken Hiemenz, Chairman; Bud Reber and Bill Lorentz.
A motion was made by Husen seconded by Schneider to approve appointments.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
I Council Reports:
Reber: Reported street light burning during morning hours - front of Meat
Market. NSP to be notified.
Reported resident complaint of receiving notice to remove two cars from
property under junk car ordinance. One car, a Camaro, reportedly was valued
at $4,000.00, the other car's value was: not listed. Both cars were in
restoration process. Fourteen junk cars were reported found in recent survey.
six or seven were reported as having received citations. Question of notices
or citations going to all possible violations was raised.
Parking on sidewalks - need for enforcement cited.
Husen: Expressed appreciation for swing set placed in the small park located
between Hollow Park and Park Terrace Additions. The donation was reportedly
made by Krebsbach Chevrolet, Inc.
Husen also reported City Patrolman Jeff Young had received a number of awards
at regional pistol firing meets.
City Attorney Jovanovich - 8:30 p.m.: city Attorney Tom Jovanovich advised City
Council to discuss litigation matters at a closed meeting.
I A motion was made by Schneider seconded by Reber to discuss litigation matters
between city and former patrolman Randall L. Bush at a closed meeting to follow.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.

A motion to adjourn was made by schneider seconded by Reber at 9:20 p.m.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
A five minute recess was declared by Mayor Loso to allow Clerk to prepare I
for tape recording.

placed on file in the City Clerk's office.
