Joseph met in session on Thursday, August 4, 1983 at 7:30 p.m. 1n ci ty Hall. Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber; city Clerk, Bob Johnson; Treasurer Leo Sadlo. (Absent: Councilmen steve Dehler and Mike Husen - out of state.) others Present: Dan Nierengarten; Deb Dorshorst, editor, st. Joseph Courier. Treasurer Report: A motion was made by Reber seconded by Schneider to approve treasurer's report as presented. Ayes: Loso, Schneider, Reber. Nayes: None Motion carried. Minutes: Council minutes of July 21, 1983 were approved on motion by Schneider seconded by Reber. Ayes: Loso, Schneider, Reber. Nayes: None Motion carried. Bills: A motion was made by Reber seconded by schneider to approve payment of - bills as presented. Ayes: Loso, schneider, Reber. Nayes: None Motion carried. Alley Problems Petition: A petition, citing excessive, fast and dangerous alley traffic, was presented for Council consideration. The petition was signed by Kevin and Donna Blanchette; Charles and Hope Klocker and C. Axtelle. The alley in question is the north-south alley in Block 1, Loso's 2nd Addn., between 1st and 2nd Avenue Northeast. The petition also stated the alley was subject to bus and truck traffic and petitioners were concerned for the safety of the nine children living in the immediate area. The Council approved installation of the following sign: "Local Traffic Only - Reduce Speed" at the entrance on Ash Street and Minnesota Street East on motion by schneider seconded by Reber. Ayes: Loso, Schneider, Reber. Nayes: None Motion carried. Bo Diddley Race: The second annual Bo Diddley foot race was announced for October 22, 1983. The run will start at st. John's and end at the corner of 2nd Avenue Northwest and Minnesota Street West. Hearings: Digester (8:00 p.m.) - Tom Snyder, Duane Franke and Dwayne DeZiel, representatives of Conversion Control Corporation appeared before the City Council and presented information on the operation of the Eweson Digester. The digester is a device for large-scale composting of a combination of sewage sludge and solid waste. The first digester will be constructed at the st. Cloud Transfer station and is expected to be in operation by the end of 1983. It was reported the City's garbage contractor, Park Refuse, will be involved in the operation of the digester. A demonstration will be scheduled. Samples of the compost and heating pellets were presented. Library Board Committee (8:30 p.m.) - The following members of the Library Committee were present: Ellen and Bob Wahlstrom; Tom Klein; Phil Durkee. Ellen Wahlstrom presented a report on committee progress. 1-1 0 h ---L Ui V Tom Klein presented the site committee study - locations examined: 1 ) property south side of Annex Building 2) historical monument site - on 2nd Avenue Northwest (this site is considered most feasible by committee) 3) former st. Joseph Plumbing & Hardware building - north of Highway #75 4) Harry Knevel property 5 ) Williams Funeral Home site Pros and cons of all sites were reviewed. Legality of park property use for library facility to be determined. Committee to organize fund raising project. Explore grant possibilities. Grant may be 50-50 dollar match. A public survey to be prepared. possible use of revenue sharing funds considered. City spending priorities reviewed and re- examined. Mayor Loso indicated, to Committee, he would support whatever majority of residents desired. (Library Committee report data has been placed in the Library file.) W.C. Insurance Quotes: Workmen's Compensation Insurance quote was reviewed for the period 8-8-83 to 8-8-84. Total premium estimated - $7,052.00. The quote iricluded a 4% increase along with a 4% increase in rate structure for the new premium year. Bush Unemployment: A statement in the amount of $2,640.00 has been received from the Department of Economic Security for unemployment compensation paid to Randall L. Bush for the period February 25, 1983 (official termination date) to June 13, 1983, the date Bush was employed by the City of Lakefield, Minnesota. The City is awaiting a ne\v hearing date on its appeal in the case. La Playette Addition: A motion was made by Schneider seconded by Reber to approve the building permit for the La Playette Bar, 16 College Avenue North, to construct an addition to the rear of the present structure (approx. 9' x 16'). Ayes: Loso, Schneider, Reber. Nayes: None Motion carried. Borresch Property: A complaint that an area, immediately behind the R. Borresch basement structure at 513 Minnesota Street West, needs cleaning attention was presented. Reportedly, the area houses small animals, rodents, etc. Building inspector to be notified to examine area. ABE, Inc. Agreement: A motion was made by Reber seconded by Schneider to direct Mayor and Clerk to sign agreement with ABE Construction Company, Inc. to repair Wastewater Plant Clarifier as per terms set forth in bid, the total is $6,800.00. Ayes: Loso, schneider, Reber. Nayes: None IIIotion carried. Engineer Letter - plant Tests: A copy of a letter from engineer Gale Eastwood to Feed-Rite Controls, Inc. , dated August 2, 1983, was presented and placed on file. The letter requested the Feed-Rite Company to complete another chemical analysis so the City can re-apply for the Sewage Sludge Landspreading site permit. The first test information furnished was considered in error. The re-testing is to be completed at Feed-Rite's expense. The City needs an approved Sewage Sludge Landspreading site permit by September, 1983. Dick Taufen - Maintenance: 1 ) A motion was made by Reber seconded by schneider to approve closing of West Ash Street from College Avenue North to 1st Avenue Northwest on August 2q 1983, 6:30 to 8:00 p.m. for a firemen's water ball fight. 11 OJ';! The matter will receive full Council attention at the next meeting on August 18, 1983. 3) Wastewater Clarifier repairs progressing well. Project completion in about 2 weeks.
