Joseph - met in session on Thursday, September 8, 1983 at 7:30 p.m. in city Hall. Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber, Steve Dehler, Mike Husen; City Clerk, Bob Johnson; City Treasurer, Leo Sadlo; Assistant City Attorney, John Scherer; Engineer, Joseph Bettendorf. others Present: Ed Kacures, Bill Meinz, Mike Strickler, Mildred and Linda Reisinger, Deb Dorshorst, Courier editor. Attorney Scherer: Attorney John Scherer presented computer tabulations of Clinton Village Addition project bond sale bids opened at 2:00 p.m. today. tM ~e,./ On motion by Husen seconded by Reber~approved the following resolution: Resolution Relating to $485,000 Improvement Bonds, Series 1983; Authorizing the Issuance, Awarding the Sale, Fixing the Form and Details, and Providing for the Execution and Delivery Thereof and Security Therefor. The low bid was received from First National Bank, Minneapolis, MN. Purchase pr1ce: $476,755.00; Net Interest Rate: 8.479; Net interest cost: $263,424.17. Voting: Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. (Bond maturity date - amount of bond and interest rate included and filed in Bond Sale file.) Treasurer Report: The monthly fund and investment report presented by Treasurer Leo Sadlo was approved on motion by Schneider seconced by Dehler. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Minutes: Minutes of the Council meeting held on August 18, 1983 were approved on motion by Dehler seconded by Husen. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. (Vote: vote not recorded on motion made by Dehler seconded by Husen that City pay for the costs of watermain extension to Park Terrace and oversizing on Minnesota Street West and include these costs in the bond issue.) (Review first draft of mihutes.) Engineer Bettendorf: Reported pre-construction meeting scheduled for Friday, Sept. 9, 1983 at 2:00 p.m. in City Hall. Construction on clinton Villàge Addition to start on Monday, September 12, 1983. Bills: A motion was made by Reber seconded by Schneider to pay bills as presented. - Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. (A $200.00 deduct of the ABE Construction bill ($6800.00) to correct problem noted - payment of $6600.00 approved.) Bush Unemployment Case Hearing: A report was presented by Clerk Bob Johnson. Attorney Fred Grunke and Johnson represented the City at the appeal hearing in st. cloud on 5eptember 7, 1983. Randall L. Bush, claimant, was represented by Attorney Phil Resnick and Police Chief Bill Lorentz. A decision is expected from the hearing examiner within 30 days. ~I n n () k ¡" / -1-,./ ,) ,k} Bush Benefits Payment: City Clerk Bob Johnson presented a report on Randall L. Bush's request for payment of holiday, vacation and comp time. A compromise on payment for holidays and vacation after suspension and no longer working and a release paper has been submitted for Bush's consideration. (Copies ~ of these documents to be prepared for Council.) Electronic Voting Process Demonstration: City Clerk Johnson reported on a demon- stration of electronic (punch card) voting system held on July 27 - "EI Pac System" and the PEPS system to be held on Friday, September 9, 1983 in City Hall. possible Liquor Violation: Mayor Loso reported a possible liquor ordinance violation had occurred at the La Playette, Inc. by allowing persons in the bar after 1:20 a.m. Police Chief Lorentz recommended a letter of reprimand. Letter of Reprimand: A motion was made by Reber seconded by schneider to send the La Playette, Inc. a letter of reprimand for possible violation. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None ~lotion carried. Keg Parties: Police Chief Lorentz recommended a policy of keg sale and pickup. Discussion and review of ordinances and Federal and State law was held. Noise & Housing Ordinances: Both ordinances reviewed. Enforcement to be carried out. Letter to Liquor Licensees: A motion was made by Dehler seconded by Reber that a letter be sent to liquor licensees regards misunderstanding relating to off- sale liquor sales, especially keg sales and pick up times, and that City ordinance, Federal and State laws will be enforced in the future. Library Board: Members Present: Mona Carmack, Red River's Regional Library; Mary Ann Krebsbach, Sr. Anne Marie, Phil Durkee, Dr. Stanley Idzerda, Elizabeth Doyle. Councilman and Library Board member Steve Dehler presented a progress report, draft of building program and construction project application. Councilman- Library Board member Husen presented a review and explanation of data. Copies and results of survey were also presented. Architectural and engineering fees were estimated at $900 to $1,000. No problem with historical society regards proposed monument park site. "Nothing is binding in terms of locking yourself in to something." "This will not commit you to any funding tonight. It simply gives the Library Committee approval to go ahead," Councilman-Board Member Husen told Council members. Council Reports: Schneider: Question raised whether sign installation in Baggenstoss alley had been completed. (Clerk to check.) Reber: Noise ordinance complaint reviewed. A motion was made by Reber seconded by Dehler that o\vner of former Rau house at 215 Minnesota Street West receive a written notice of Noise Ordinance violation from Police Department. Ayes: Loso, Schneider, Reber, Dehler, Husen. Naye s : None Motion carried. 1203 Dehler: Reported on dumpster fencing at 8-plex on old Hwy. #52. I Husen: Question of persons using rifle range raised. Check with Police Department required until a range operation is in place. Mayor Report: Cable Communication inquiries reported. old Hwy. #52 parking problems cited - parking to concrete roadway. Occupants must comply with parking regulations. Matter to receive further study before next Council meeting.
