Joseph met in session on Thursday, october 20, 1983 at 7:30 p.m. 1n I Ci ty Hall. Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber, steve Dehler, Mike Husen; City Clerk, Bob Johnson. Others Present: Donna Blanchette, Deb Dorshorst - Courier editor. utility Delinquency Hearing: The one utility delinquency, notified on September 30, 1983 that time had been allotted at 7:30 p.m., did not appear for a hearing. Minutes: Council minutes of October 6, 1983 were approved as presented on motion by Schneider seconded by Reber. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Certification: A motion was made by Schneider seconded by Dehler to send notice of certification to county auditor within seven days after notice to delinquent account. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Randall Bush Unemployment Case: A motion was made,by Reber seconded by Dehler to approve payment of $2,719.20 to the Minnesota Department of Economic Security in the Randall Bush unemployment case covering the period from I February 25, 1983 to June, 1983. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Property Valuation Course: A motion was made by Reber seconded by Schneider to approve the attendance of City Assessor and City Clerk at an assessor's short course in st. cloud on November 15, 1983. (No fee.) Ayes: Lo so , schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Election Equipment Update: A letter to City Clerk, Bob Johnson, from County Coordinator, Peter Herlofsky, indicated County staff persons had recommended stearns County not purchase electronic ballot counting equipment to facili- tate the introduction of a punch card voting system in Stearns County. A reply was dispatched by the City Clerk citing the disappointment of the ten cities and townships that had indicated an interest in a punch card voting system. (Letters have been placed on file.) Revenue Sharing Budget Hearing: The revenue sharing budget summary hearing was opened at 8:00 p.m. Donna Blanchette requested some revenue sharing funds be placed in a library fund. After considerable Mayor-Council review and discussion: A motion was made by Schneider seconded by Dehler to approve the following Revenue Sharing expenditures relating to City's summary budget: General Government 8,000.00 (computer fund) I Government Buildings 8,000.00 (5,000-renovation, 3,000-paint & repair) Public Safety 225.00 (police investigation case reimbursement) J213 ~ Public Works 22,000.00 (2,000-boulevard, 10,000-street maintenance fund, 10,000-equipment purchase fund) other 5,675.00 (5,000-library fund, 675-RSVP) Mayor Loso recommended computer fund be enlarged by $8,000; $5,000.beused for City Hall renovation (divider door, etc. ) and $5,000 for library fund continued research. Councilman Husen recommended library fund receive $10,000 of revenue sharing fund. Councilman Dehler recommended $5,000 library fund not be used for research but for a "brick and mortar" fund. Councilman Reber recommended library funding be postponed until the library project was approved by the majority of people at the election referendum in November, 1984. City Clerk Bob Johnson recommended more than $225.00 should be returned to the general revenue fund to reimburse a larger amount of the $35,000 cost of the Bush case. voting for motion: Husen, Dehler, Schneider, Loso. Voting against motion: Reber Motion carried. Revenue Sharing Budget Hearing adjourned at 9:03 p.m. on motion by Husen seconded by Dehler. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Westel Cable Systems: Two representatives of westel Cable Systems appeared before the Council and presented information relating to the installation of a cable system and the services provided by their firm. The westel system's basic package contained 12-14 channels. Additional premium channels would be available for selection on a individual subscriber basis. A maximum of 54 channels would be available through the installation of a control box attached to the television set. westel representative indicated a minimum of 100 subscribers would be needed to install a system with a range of 200 to 300 desired. Westel would conduct surveys to assess needs. city Clerk to contact state cable board and prepare bids for applications. Approval of an established service territory must be obtained from the State Board. Fire Dept. Relief Assn.: Ken Twit and Pete Giroux appeared before Council representing the Fire Department Relief Association and requested Council consider increasing the fire lump sum pension from $8,000 to $12,000. Council to further study the request. Clinton Village Addition Plat: A motion was made by Reber seconded by Schneider to approve final plat of Clinton Village Addition. Ayes: Loso, Schneider, Reber, DeHler, Husen. Nayes: None Motion carried. Maintenance Department Purchase: A motion was made by Schneider seconded by Dehler to approve purchase of 2 pair of coveralls for maintenance department. Ayes: Loso, Schneider, Reber, Dehler, Husen. . Nayes: None Motion carried. 1214 Council Reports: Water school attendance at the Holiday Inn in st. cloud was approved for -- Dick Taufen on motion by Reber seconded by Husen. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Cedar Village III plat presented. Notice of hearing by Planning Commission to be published. Hearing on November 7, 1983 at 7:30 p.m. Storm Sewer Water Pumping: Reportedly a larger catch basin has been installed by st. Ben's in the central chapel area to drain area along with 'vater pumping force main to College Avenue storm system. City engineer to monitor project.
