Joseph met in session on Thursday, November 17, 1983 at 7:30 p.m. 1n I Ci ty Hall. Members Present: Mayor Mike Loso; Councilmen: Herman schneider, Bud Reber, steve Dehler, Mike Husen; City Clerk, Bob Johnson. others Present: Engineer Joseph Bettendorf; City Maintenance Supervisor, Dick Taufen; Roman Reber, Building Inspector; Deb Dorshorst, Courier Editor. Engineer - Water System study Report: City Engineer Joe Bettendorf presented the city's Water System Analysis report. The following were highlights of the engineer's report: · Historical consumption data Projected demand · Inventory of existing facilities /' Basic design criteria · Summary of design requirements - 1982 conditions .~ 2005 conditions (future system) · Cost Summary Phase 1 improvements ~ Elevated storage reservoir ~ Watermain installation · Maps showing hydrant pressure at various points under simulated fire conditions. · Map showing five possible storage tower sites. I · Maps analyzing south and north site alternates. · Map indicating phase 2 improvements - north, east and west. · Map showing proposed future system - main sizing - year 2005. Minutes: Council meeting minutes dated November 3, 1983, were approved on motion by Reber seconded by Schneider. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Clinton Village Addn. Assessment Split: A motion was made by Husen seconded by Schneider to approve the following special assessment split for Clinton Village Addition: Parcel #53436 (16.48 A. etc. Aud.Sub. 4) Special #7 - Rem~balance - $322.00 Special #5 - Rem~balance - $385.94 The assessment balances are to be divided separately and equally among the 49 lots of Clinton Village Addition, as requested by developer James Landwehr. Voting for motion: Loso, Schneider, Dehler, Husen. Voting against motion: Reber Motion carried. Gambling License: A request for a gambling license for 1984 was tabled to allow review of additional information relating to eligibility. The application will receive consideration at the next meeting if all application require- ments have been completed satisfactorily. I State Sale of Property: A motion was made by Reber seconded by Schneider to approve the stearns County classification of a parcel of land as non-conservation and also approve the sale of the following parcel according to state statute: 1218 That part of Lot 4 lying W of the E line of Lot 19 .04 A. (Aud. Subd. #4) extended S to the N line of pine street. And Subd. #9 (a triangular tract on the east corner of the former Weyrens property -(now Lone pine Car Wash - east lot) fronting on Cedar st. East) . Ayes: Loso, schneider, Reber, Dehler, Husen. I Nayes: None Motion carried. Pat Zahler Scouting Resignation: A letter of resignation from Pat Zahler was presented. )Ir. Zahler had been active in scouting in the community for many years. stop Sign - Grill & Cone: A request will be made to Stearns County Highway Dept. to install a stop sign at the entrance-exit to Millstream Grill & Cone on County Road #75. Holiday Pay: For Police Department: *Easter, Thanksgiving and Christmas shall be paid at time and a half with another day off when those days are worked. All other holidays worked shall be at straight time with another day off with pay. (*Easter is not a regular paid holiday.) Council Reports: Reber: 1 ) Question of painting curb on College Avenue North (yellow) . - County specs to be obtained. 2) Questioned use of daily log by Police Department. Mayor Loso: Instructed Police Chief Lorentz that the police department is to keep a daily log. Husen: 1 ) Submitted request from Planning Commission for a meeting atten- - dance fee increase from $5.00 to $10.00 per meeting. I 2) Information presented relating to Leander Meyer-Margaret Meyer property split. 3) Dropp property - question of variance possibility to allow greater density.
