Pursuant to due call and notice thereof the City Council of the City of
-- st. Joseph met in session on Thursday, March 15, 1984 at 7:30 p.m. ln
Ci ty Hall.
Members Present: Mayor Mike Loso; Councilmen Herman Schneider and Bud Reber;
Secretary Laurie Terwey. (Absent: Councilmen steve Dehler and Mike
Husen; City Clerk, Bob Johnson.)
Others Present: Ross Rieke, Cable Commission member; Pat Schneider, Summer
Recreation Director; Attorney Mike Sullivan; Attorney John Scherer;
Joe Bettendorf, City Engineer; Deb Dorshorst, Courier Editor.
Hearing - Pat Schneider: 1) Pat schneider presented a gambling license application
for the Joes Baseball team. A lease from the La Playette and a $50.00 fee
was included.
A motion was made by Reber secönded by Schneider to approve the gambling
license of the st. Joseph Baseball Team.
Ayes: Loso, Schneider, Reber.
Nayes: None Motion carried.
2) Pat Schneider presented a diagram of the st. Joseph baseball field. He
explained there was a mistake made in the location of the outfield fence when
it was installed. Pat requested the help of the city maintenance crew to
move and extend the fence. The baseball team would pay the cost of materials.
The Council directed the City Clerk to check the original cost of the fence
installation by Sears to see if the City was incorrectly billed for the length
of fence which should have been installed.
A motion was made by Reber seconded by Schneider to allow the city maintenance
crew to help in the installation of the fence extension, with the st. Joseph
baseball team to pay for the cost of materials needed.

3) Pat Schneider discussed the 1984 City Summer Recreation Program. He
presented a request for salary increase. Mayor Loso suggested he prepare a
cost breakdown of hours worked, mileage, expenses, etc. and bring this back
to the Council when there will be a full Council present. Pat also recommended
the same number of employees as last summer be hired for the -1984 recreation
program - one person to assist him at the baseball park and one person to work
with the Community Ed person at the park shelter arts and crafts program.
He requested a raise for these two people also, and was told to present this
with his request. Pat requested the City allow the Little League baseball
players to use the softball fields. Bud Reber will take this request back
to the Rec. Assn. for a decision.
Cable Commission: Cable Commission member, Ross Rieke, was present to inform the
Council that the Commission has narrowed the selection of cable companies
down to two companies: Westel, Inc. and Marcus Communications, Inc. The
Commission would like to bring these two companies back for a second interview.
The Council informed him this could be done.
Wastewater Plant Project: City Engineer Joe Bettendorf was present to inform the
Council on grant information. Attorney Mike Sullivan was present representing
st. Ben's and Attorney John Scherer was present to represent the City.

Engineer Bettendorf stated there is currently a bill before the Legislature
which establishes a separate state grant program for projects not funded by
a Federal program. He explained some grant participation notes and capital
costs of joining the st. cloud sewer system, these amounts figured at 1986
construction costs. Joe suggested the City inform the legislators of their
needs and which program the City considers best. Right now the best proposal
is a 55% Federal and 15% state combined program, according to Engineer
Bettendorf, but this could change.
He suggested the City decide soon whether or not they are going to hook up to
the st. Cloud sewer system. The MPCA had set a deadline of July 1 for submittal
of a Facilities plan Addendum and plans & Specifications. Engineer Bettendorf
informed the MPCA there was no possible way to meet this deadline. He feels
the City should meet with the PCA to set a realistic deadline if possible.
Mayor Loso stated that going to the st. Cloud system is the City's only
viable option right now.
Joe Bettendorf suggested a meeting with st. Ben's should be set with Sr.
Kathleen Kalinowski and Mike Fritz to both be present. A tentative meeting
date was set for Monday, !lIarch 26, 1984 at 7:30 p.m. at st. Ben's. Attorney
Mike Sullivan will confirm this. He stated st, Ben's will want to know some
figures if possible and also cost sharing present status, Ci ty Clerk will
check on this. Estimated user charge for 1984 is 42¢ per thousand gallons.
Probable operation and maintenance costs for the City are power, repair pumps,
routine maintenance and a person to run the plant - about 50% of his time,
If st. Ben's would like to meter their sewage it could be done or charge on a
percentage of costs.
seal Coat Project: The Council requested City Engineer prepare bid for year II
seal coat project, A bad drainage area on Birch Street West will be repaired
at the same time.
Minutes Approved: A motion was made by Schneider seconded by Reber to approve the
minutes of the March 1, 1984 City Council meeting as presented,
Ayes: Loso, schneider, Reber.
Nayes: None Motion carried.
Gambling Licenses Approved: The gambling applications of the st, Joseph Rod & Gun
Club and the st. Joseph Recreational Association were presented for approval,
A motion was made by Reber seconded by schneider to approve the above mentioned
gambling licenses.
Ayes: Loso, schneider, Reber.
Nayes: None Motion carried,
Fire Boundary Proposal: Mayor Loso informed the Council the Fire Department and the
Township Board has approved the new boundary proposal for st, Joseph Fire Dept.
protection. The lines are County Road 4 and TO\ffiShip Road 107. All driveways
off these roads will be serviced by st. stephen Fire Department, including all
of section 16, The rest ot the southernly part will be covered by st, Joseph
Fire Department,
A motion was made by Reber seconded by schneider to approve the new fire
protection boundaries,

Nayes: None Motion carried,
Sal's Bar Violation: Council reviewed police report. Mayor Loso had consulted
City Attorney, A motion was made by Loso seconded by Reber to dismiss

charges on Sal's Bar & Grill citing lack of evidence to warrant a bar ~u
violation.
Ayes: Loso, Schneider, Reber.
Nayes: None Motion carried.

Legion Bar Violation: Council reviewed case. A motion was made by Reber seconded
by Schneider to send a letter of reprimand to the Legion club and to suspend
their liquor license for one day and postpone suspension for six months on
the condition there be no violations during that period. After six months,
without violation, that suspension is automatically canceled.

Nayes: None Motion carried.
Councilman Schneider: 1) Wastewater Seminar: A motion was made by schneider
seconded by Reber to approve attendance of John Kierzek at a Wastewater
Seminar on March 21, 1984 at a cost of $45.00.
Ayes: Loso, schneider, Reber.
Nayes: None Motion carried
2) Water Meter Purchase: A motion was made by schneider seconded by Reber
to approve purchase of a new meter for pump house #1 at a cost of $784.00.
Ayes: Loso, Schneider, Reber.
Nayes: None Motion carried.
Councilman Reber: Recreational Association met March 7, 1984. New projects for
1984 were approved including a bleacher cover and overhangs on backstops.
Police Request: A motion was made by Reber seconded by Schneider to approve
purchase of ammunition listed on the 1984 Budget Request for Police Department.
Ayes: Loso, Schneider, Reber.
Nayes: None Motion carried.
Police Chief Recommendations: Chief Lorentz recommended the Council review City
Ordinances #720, #838 and #840 for changes or additions. Ci ty Clerk will
check Council minutes for any changes made concerning Ordinance #720, window
requirements at bar establishments.
Highway Light Repair: The flashing light on Highway #75 has been repaired by the
Maintenance Department.
Adjournment: A motion was made by Reber seconded by Schneider to adjourn at 9:32 p.m.
