Pursuant to due call and notice thereof the City Council of the city of
st. Joseph met in session on Thursday, April 19, 1984 at 7:30 p.m. in City Hall.
Members Present: Mayor Mike Loso; Councilmen: Herman schneider, Bud Reber, steve I
Dehler; City Clerk, Bob Johnson. (Absent: Mike Husen.)
Others Present: Deb Dorshorst, Courier Editor.
Minutes: Council meeting April 5, 1984: Minutes approved on motion by Dehler
seconded by Schneider.
Ayes: Loso, Schneider, Reber, Dehler.
Nayes: None Motion carried.
Codification Review: Council in process of preliminary ordinance codification review.
Cable Ordinance Approval: The revised copy of proposed Cable Communication Franchise
Ordinance No. 1984-A was presented for Council action. A motion was made by
schneider seconded by Reber to approve adoption of Cable Franchise Ordinance
No. 1984-A.
Ayes: Loso, Schneider, Reber, Dehler.
Nayes: None Motion carried.
Lions Shelter Repair: A motion was made by Reber seconded by Dehler to approve
Lions shelter repair - one yard of concrete (estimate) required.
Ayes: Loso, Schneider, Reber, Dehler.
Nayes: None Motion carried.
Wastewater Project: Copies of Resolution and letter to Mayor authorizing negotia- I
tions with City of st. Cloud for wastewater treatment were presented to Council.
Variance & special Use Permit Hearing: Council informed that Zoning Board of Appeals
would consider a request by Robert Wagner, 29 Ash Street East, for variance
from lot line requirements to construct a garage. Hearing at 7:30 p.m. May 7,
1984.
The Planning Commission to conduct a public hearing at 8:00 p.m. on May 7, 1984
to consider issuance of a special use permit to Tom Gustafson and Tom Botz to
operate a used car lot north of El Paso Club on Menzhuber property.
Election Equipment: City Clerk reported receiving two ballot card transfer cases and
two ballot boxes (one damaged and returned). All equipment relating to a punch
card voting process will be received within the next few months.
Planning Commission Minutes: Minutes of the City Planning Commission meeting of
April 2, 1984 were presented to Council.
Housing Complaint Notice: Clerk reported sending owner of rental housing unit, located
at 215 Minnesota street West, a notice that after the next complaint of violation
of City Ordinance the rental housing license would be terminated. A notice of
temporary structure removal was also sent to party on 5th Avenue southeast.
Copies in rental housing complaint file.
Seal Coat Bids: proj ect 84-1, a 1984 street seal coating improvement: bids published I
April 23, 1984 will be opened at 11:00 a.m. on May 3, 1984 with award possible
at 8:00 p.m. on same day by City Council.
Street Dept. Purchase & Repair Order: A motion was made by Reber seconded by Schneider
that City approve purchase of a new broom and parts for sweepster.

I paTks·Commission Minutes: Parks Commission meeting minutes of March 26, 1984
were presented to Council members.
Minnesota street Parking: Council authorized the Police Chief to conduct a study
of downtown parking habits and trends on motion by Reber seconded by Dehler.
The study area shall be between Second Avenue Northwest and 1st Avenue
Northeast including College Avenue and 1st Avenue Northeast, College Avenue
to County Road #75, 1st Avenue Northwest to County Road #75. The period
to cover 10 days starting May 1 (excluding weekends) also 10 days starting
June 1 (excluding weekends).
Ayes: Loso, Schneider, Reber, Dehler.
Nayes: None Motion carried.
Ballot Counting: A motion was made by schneider seconded by Reber to allow Clerk
to make arrangements with several nearby governments for counting of ballots
under the punch card process for the 1984 election.
Ayes: Loso, Schneider, Reber, Dehler.
Nayes: None Motion carried.
Highway Flasher: Highway flasher on County #75 reportedly not working properly.
A motion was made by Schneider seconded by Reber to approve purchase of a
transistorized package unit at estimated cost of $112.00.
Ayes: Loso, Schneider, Reber, Dehler.
Nayes: None Motion carried.
clinton Village Addition Meeting: The question of a Council committee meeting
with the Clinton Village Addition developer regards deferrment of assessments
was raised. Council decided to refer matter to City Attorney's office.
Map Framing, Picture Frames: A motion was made by Reber seconded by Dehler to
have zoning map framed and have background improved on the two historical
pictures to be placed in meeting room.
Ayes: Loso, Schneider, Reber, Dehler.
Nayes: None Motion carried.
Calcium Application: A dust control calcium chloride application was approved
for Baker Street west on motion by Schneider seconded by Dehler.
Voting for motion: Schneider, Dehler, Loso.
Abstaining: Reber
Absent and not voting: Husen. Motion carried.
Motion to Adjourn: Motion to adjourn was made at 9:30 p.m.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
