Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, May 3, 1984 at 7: 30 p.m. in City Hall.
Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber, I
Steve Dehler, Mike Husen; City Clerk, Bob Johnson; City Treasurer, Leo
Sadlo; Engineer Joe Bettendorf; Attorney Tom Jovanovich.
Others Present: Herb Dehler; Iver Linnemann; Deb Dorshorst, Courier Editor; Bill
Elfering; Don and Jim Landwehr.
Treasurer Report: City Treasurer, Leo Sadlo, presented the monthly fund and invest-
ment report. The report was approved on motion by Dehler seconded by Reber.

Nayes: None Motion carried.
Minutes: Council meeting minutes of April 19, 1984, were approved as presented on
motion by Schneider seconded by Husen. (Correction: sweepster/sweeper.)

Nayes: None Motion carried.
Bills: A motion was made by Husen seconded by Reber to approve payment of bills
- as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
possible Liquor Violation: Police Department report of possible liquor violation
reviewed. A motion was made by Dehler, seconded by Reber to schedule liquor
hearing for salts Bar & Grill, for possible liquor violation, for May 17, I
1984 at 8:00 p.m..
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Fire Station Doors: The Fire Board approved purchase of two overhead doors from
st. Cloud Overhead Door Company at a quoted price of $2,985.00. A motion
was made by Schneider seconded by Reber to table purchase of doors for
further study.

Clinton Village Project Matters: James and Don Landwehr were present to discuss
details of Clinton Village assessments, payment of first installment due
May 15. Review of project schedule held. Developers cited the fact that
lots couldn't be sold last fall as the main reason for a current cash flow
problem. Since streets, curb and gutter portions of the project are not
fully completed to date the question of a partial deferrment of assessments
due on May 15, 1984 was presented for Council consideration. City Attorney
Tom Jovanovich to contact City bond counsel to review matter and determine
what action the City may legally take toward partial deferrment. A special
meeting may be scheduled if necessary. The City has its first interest
payment on the bonds due July 1, 1984 in the amount of $31,685.00. I
Dave pfannenstein - Water Line: Presented plan of a proposed water line install-
ation from Ash street East north on second Avenue Northeast to serve two lots
owned by Dave pfannenstein and possibly also service the Swanson Day Care
unit. Question of hydrant need on Ash Street was raised for fire protection.

Question of lot fronting on alley also raised. Project considered okay
with proper permits. (Research lot line change - Planning Commission minutes.)
Feasibility of housing unit construction north of Millstream Grill & Cone
questioned.
NSP - Ken stainbrook: Clinton Village Addition natural gas installation plans
reviewed. NSP would install 'double maining' to service center lots upon
payment of a $6,400.00 fee. The City Council expressed concern about the
use of a bullet due to past experiences of damage to bituminous streets.
NSPrequested another chance to try a smaller bullet at a greater depth.
NSP to provide City with a letter stating that a 2" bullet at a 36" depth
would be the specs for gas installations in Clinton Village Addition.
Seal Coat Project: Engineer Bettendorf presented copies and bid items on the
1984-1 Seal Coat project. Low bidder listed as Midcon Paving. Engineer
recommended deferrment of bid award to allow for further research. A
motion was made by Husen seconded by Reber to defer action on award to the
May 17, 1984 Council meeting.

Council Reports:
Reber - 1) Lions completing concrete work at Millstream Park shelter.
~ary Jo Loescheider appointed to Parks Commission on motion by Reber
seconded by schneider.

3) Park Board request: 3 backboards - total cost estimate - $212.70 -
approved on motion by Dehler seconded by Husen.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
4) Chuck Wocken, Stearns County, made a presentation at the recent Parks
Commission meeting.
5) Hot mi4 roof repair - City Hall - July or August.
Dehler - Park signs - dead end sign -- end of 5th Avenue Northwest to be
examined for safety height from ground level.
Husen - Lutheran Church requested ( part of Roske property) consideration
for annexation. Petition to be submitted. Access questions to be resolved.
4.4 to 4.8 acres of the Roske property under consideration. Lutheran repre-
sentatives to meet with Orderly Annexation Board in near future.
Dehler - #742 School District invitation to Community Ed activities meeting.
Dehler to check meeting date.
st. Wendel Fire Contract: A motion was made by Husen seconded by Reber to instruct
City Attorney to prepare fire contract for designated sections of st. Wendel
Township, effective in 1985.

Nayes: None Motion carried.
Fire Convention: A motion was made by Reber seconded by Schneider to approve
attendance of two firemen at the state Fire Convention in Detroit Lakes,
Minnesota, on June 7-8-9-10, 1984.

OSHA Workshop: The attendance of two persons was approved for an OSHA safety
workshop on June 5, 1984 in Willmar, Minnesota.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
weather Spotters: Question of compensation for five firemen (maximum) at $5,00
per hour for service as weather spotters was tabled on motion by Schneider
seconded by Reber.
