Joseph met in session on Thursday, July 5, 1984 at 7:30 p.m. in City Hall. Members Present: Mayor Mike Loso; Councilmen Herman Schneider, Bud Reber, steve Dehler, Mike Husen; Treasurer Leo Sadlo; Secretary Laurie Terwey. (Absent: City Clerk, Bob Johnson.) others Present: Mike strickler; Donna Blanchette; Deb Dorshorst, Courier Editor. Treasurer's Report: A motion was made by Husen seconded by Reber to approve treasurer's report as presented. Ayes: Loso, schneider, Reber, Husen. Nayes: None. Abstaining: Dehler (was not present for entire presentation of report). Motion carried. Minutes Approved: A motion was made by Husen seconded by Dehler to approve minutes of the June 21, 1984 Council meeting and minutes of the June 26, 1984 special meeting as presented. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Bills Approved: A motion was made by Schneider seconded by Reber to approve payment of bills as presented. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Gasoline Purchasing: Discussion on purchasing gasoline from all city stations. A motion was made by Husen seconded by Schneider to have Mayor review gasoline purchasing policy by the City and present to the Council at the first meeting in August, 1984. Ayes: Husen, Dehler, Reber, Schneider. Nayes: Loso Motion carried. Joe Town Auto: A Special Use Permit was recommended for City Council approval by the Planning Commission for Joe Town Auto Sales. A copy of a one year lease by the owner of the lot, Claude Menzhuber, was submitted. A motion was made by Dehler seconded by Reber to grant a Special Use Permit to Joe Town Auto Sales with the following stipulations: 1 ) A hard and durable surface be provided. 2) Must maintain a current lease. 3) Have proper access and egress. 4) Maintain a well groomed, professional used car lot appearance. 5) No major car repair to take place on the leased property. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. "Rockie's" Used Car Lot: A motion was made by Reber seconded by Dehler to approve Rockie's Used Car operation with the stipulations set by the Planning Commission. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Lettering for City Buildings: A motion was made by Dehler seconded by schneider to instruct City Clerk to order lettering for front of city Hall, Fire Hall, and City Hall Annex: 1 () -, /) . ~ {~~ L; _L ¿ \~, _ ST, JOSEPH CITY HALL CITY HALL ANNEX SENIOR CITIZEN CENTER FIRE DEPT POLICE DEPT Lettering color to be black, size to be determined by space allotted. Ayes: Loso, Schneider, Reber, Dehler, Husen, Nayes: None Motion carried. City Hall Repair: Mayor stated front of City Hall needs repair and painting. He presented an estimate for painting City Hall and trim on City Hall Annex, A motion was made by Schneider seconded by Reber to get an estimate on repairs for the front of City Hall, Ayes: Loso, Schneider, Reber, Dehler, Husen, Nayes: None Motion carried. U.S. Flag Display: Councilman Reber will report at next meeting an estimate on placing a lighted U,S. flag above the parapet at City Hall, Millstream Park - Creek Dredging: Councilman Reber presented a request by the City Park Board to dredge creek in Millstream Park used for a recreational fishing area. An estimate from D.H, Blattner & Sons, Inc. of $4,400.00 (maximum) to dredge creek to four foot depth. It's depth is now at about U~ feet. A permit application for DNR was also presented. A motion was made by Reber seconded by schneider to approve payment of $30.00 fee for permit application to DNR to dredge Millstream Pond. Ayes: Loso, Schneider, Reber, Dehler, Husen, Nayes: None Motion carried, Discussion on using grant money for this type of project was held. Reber will bring this to next Park Board meeting. Baseball Park Fencing: Councilman Reber will check with fencing companies for information on proper installation and materials. Boulevard Obstructions: Councilman Dehler stated there are areas in the City where shrubs and hedges are obstructing the view of traffic, Council discussed ways to solve problem. A motion was made by Reber seconded by Schneider to instruct Police Chief and Maintenance Supervisor to do a windshield survey on areas of poor vision because of overgrown shrubs and hedges and report back to Council, Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried, Seal coating Project: Street sealcoating project started July 5, 1984, Some streets need to be repaired before seal coating is completed. City Tree Removal: Tree at City Hall Annex needs to be removed, Clerk to call NSP to cut down tree if possible, otherwise City Maintenance crew to take it dOi'ill. Alley Problem: Problem with traffic in alley with County Road #75 access. Discussion on closing north end of alley to eliminate access to County #75. A motion was made by Husen seconded by Reber to install a permanent barricade at the north end of the north-south alley between 1st and 2nd Ave. N,E, at Birch Street East. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. 12G3 Dust Control: A motion was made by Dehler seconded by Reber to utilize dust I control on the northern~most alley running east and west between 1st and 2nd Avenues Northeast. Ayes.: Loso, Schnei der, Reber, Dehler, Husen. Nayes: None Motion carried. Special Meeting: A special meeting with st. Ben's will be held on July 30, 1984, at 7:30 p.m. in City Hall to discuss water problems. 4th of July Parking: Some lock damage occurred to a car left sitting in the roadway on the 4th of July when Police Department attempted to move the car. city Attorney will be consulted to determine responsibility for repair costs. 4th of July Police Protection: Police Chief stated police protection is lacking on the 4th of July with only four policemen hired by the parish. Chief suggested parish hire six policemen next year. Council told Chief to contact the Parish with his instructions for next year.
