Pursuant to due call and notice thereof, the City Council of the City of
st. Joseph met in session on Thursday, July 19, 1984 at 7:30 p.m. in ci ty Hall.
Members Present: Mayor Mike Loso; Councilman Bud Reber; Councilman steve Dehler I
(at 7:53); Secretary Laurie Terwey. (Absent: Councilmen Herman Schneider
and Mike Husen; City Clerk Bob Johnson.)
Others Present: Dave Hollander; Pete Rothfork; Joe Miller; John Eich; Ken Fuchs;
Mark Lambert; Building Inspector Roman Reber; Police Chief Bill Lorentz;
City Engineer Joe Bettendorf; Del Horsch; Attorney Frank Kundrat; Norm
Gregerson.
Access Request: Dave Hollander was present to request an access change on County
Road #75. He would like the present access, near John Eich residence, to be
moved east to 2nd Avenue Northeast. Present access is dangerous for his
customers. Discussion was held on whether to leave the existing access and
open another one or to close the current one. Mark Lambert objected to
closing the existing access. Council will act on this matter at the next
Council meeting because a quorum was not present at this meeting.
(Councilman Dehler arrived at 7:53 p.m.)
Minutes Approved: A motion was made by Dehler seconded by Reber to approve minutes
of July 5, 1984 as presented.
Ayes: Loso, Reber, Dehler.
Nayes: None Motion carried.
Lutheran Church Site: Engineer Bettendorf presented recommendations and comments
concerning the proposed site of the Lutheran Church in America after examin- I
ation of the site. The site is located south of CSAH No. 75 and adjacent
to the east city limits.
1) He recommended use of the existing access opening to CSAH No. 75 as a
primary point of ingress and egress to the property on a tempory basis.
In the future the existing frontage road should be extended past the
church site to Seventh Avenue Southeast. He also recommended access
[,to the site from Minnesota Street East. Access from Ash st. E and 3rd
Avenue Northeast should be discouraged.
2) The site has a low spot on the west side ,that collects surface drainage
from the immediate area. Therefore, Engineer Bettendorf recommended
that general development of the site be confined to the easterly 200 ft.
3) Sanitary sewer and watermain are available at the intersection of Ash
Street East and 3rd Avenue Northeast. These can both be extended to
the property line at an estimated cost of $15,400.00.
A motion was made by Reber seconded by Dehler to instruct City Attorney to
prepare a draft of an agreement between the City of st. Joseph and the
Lutheran Church in America for review by both parties.

Nayes: None Motion carried.
Clinton Village: Engineer presented application for payment No. 5 to Barbarossa
& Sons, Inc. for Clinton Village project. There are a few more details to I
be taken care of before a final statement is presented. Engineer recommended
hauling of more fill to the development.
A motion was made by Loso seconded by Reber to approve hauling additional
fill for Clinton Village Addition project.

Alley Closing Objection: Del Horsch was present to state his objections to the
closing of the north-south alley between 1st and 2nd Avenues Northeast at
Birch st. West. He said he estimated he would loose about 25% of his bait
business. Council discussed other posibilities to control traffic on that
alley.
A motion was made by Loso seconded by Reber to rèscind the previous decision
to close the above named alley and to install stop signs and speed limit
signs at appropriate locations. Council will establish the rate of speed to
be posted.

Nayes: None Motion carried.
st. Ben's Hous ìng: The College of st. Benedict has requested removal of three rental
housing units from the City tax rolls: 222 Minnesota street West, 24 Minnesota
street East and 306 Minnesota street West. City will send a letter to the
College requesting reason for removal from the tax rolls and what their intention
is to do with the housing. Mayor Loso expects to have a reply in time for the
special meeting to be held on July 30, 1984.
City Hall Front Repair: Councilman Reber will examine estimates and report at next
meeting.
Election Update: An electronic punch card voting workshop was held at City Hall on
Monday, July 16, 1984. Twenty-five persons attended, including representatives
from stearns County, st. Joseph Township, st. Cloud Township, City of Sartell,
and City of st. Joseph. A second workshop will be scheduled prior to the
primary election on September 11, 1984. Counting Center equipment will be
tested for accuracy on September 7 and November 2,1984, in ci ty Hall.
Soil Boring Tests: A statement for soil borings for Clinton Village Addition was
submitted. Council requested Engineer to obtain a more accurate explanation
of charges and to correct client name on billing.
Liquor Ordinance Amendment: The request by Mark zimmer to amend Liquor Ordinance
to allow outdoor functions was discussed. Question of how frequently functions
could be held and types of fencing to be used were raised. Attorney John
Scherer will have a proposed amendment copy for Council review at the next
meeting scheduled for August 2, 1984.
Re-zoning Request: A request by Norm Gregerson and Alan Greig to re-zone Lots 3 & 4,
Block 2, Loso's 7th Addition from R-l Residential to R-3 Multiple Residential
was presented. The City Planning Commission recommended City Council approval
at a hearing held Wednesday, July 18, 1984. A letter of objection was submitted
by Ming-te Lu, owner of the abutting 8-plex zoned R-3.
A motion was made by Reber seconded by Dehler to approve re-zoning of Lots 3 & 4,
Blk 2, Loso's 7th Addn. to R-3 Multiple Residential.
Ayes: Loso, Reber, Dehler.
Nayes: None Motion carried.
Council Reports: Reber: Noted a number of street signs had been damaged in the

recent storm. Clerk to check if insurance will cover repair or replacement costs.

u. S. Flag could be installed above the parapet at City Hall by cutting off
the end of the existing flag pole and making a bracket to hold it, Lighting
is no longer needed.
Joes Baseball Team will pay for the middle part of the fence to be installed
and repaired at the baseball park,
Dehler: Attended the annual parish meeting held after the 4th of July
celebration. In the absence of the Police Chief, Dehler informed the parish
they í~ould need to have two more people hired to guard the entrances next
year, These people would not necessarily need to be police officers.
