Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in special session on Monday, July 30, 1984 at 7:30 p.m.
I in City Hall.
Members Present: Mayor Mike Loso; Councilmen Herman Schneider, steve Dehler;
Secretary Laurie Terwey. (Absent: Councilmen Bud Reber and Mike Husen;
City Clerk Bob Johnson.)
others Present: City Engineer Joe Bettendorf; Attorney John Scherer; Mike Fritz
and Sr. Kathleen Kalinowski, representatives from the College and Convent
of st. Benedict.
Purpose of Meeting: To discuss Wastewater Project and Water System with the
College/Convent of st. Benedict.
Sr. Kathleen stated she felt the proposed water tower site south of Kennedy
School was not desireable because of housing development plans for that area
in the future. This area is owned by the Convent of st. Benedict. She felt
prospective home buyers would not want to live near a water tower, so the
value of the property would decrease.
Engineer Bettendorf agreed it is preferable to place a water tower away from
homes, which is the reason for choosing a site that is open land, where the
housing development could be planned around it. He explained that other
areas could be investigated, also. The Engineer stated that first priorty
is to establish a site for the water tower, and second, to decide whether
st. Ben's would stay with their own water system or combine with the City
I system and new tower. If it were combined, the amount being pumped into the
system by the city and st. Ben's would each be metered.
Wastewater System: Engineer Bettendorf presented a sewage treatment plant project
cost breakdown and project cash flow schedule for hooking to st. Cloud sewage
system.
st. Ben's has not decided as yet whether to agree to the use of water pumping
amounts to figure cost share in the project. There is a possibility of st.
Ben's purchasing a percentage of capacity of the sewer system, as st. Joseph
is purchasing from st. Cloud. Engineer will obtain figures on percentage of
the reserved sewer capacity needed for use now and percentage reserved for
future use. Also, water pumping figures from the City and st. Ben's will
be compared.
Emergency Phone: Sr. Kalinowski and Mike Fritz stated they would prefer the emergency
phone used for st. Joseph fire calls and civil defense be moved off campus.
They are concerned with the cost of maintaining the phone and someone to answer
it, and also the liability involved if a mistake was made by the person answering
the phone. Sr. Kathleen stated the only agreement between the City and st. Ben's
concerning the siren was made in 1973 for emergencies at the City lift station.
They requested the City look into other ways to run the system. Mayor Loso
stated the 911 emergency system would be operational in st. Joseph in 1986.
Attorney will check into other possibilities and also draft a hold harmless
I agreement between the City and st. Ben's for current use.
st. Cloud Agreement: A letter was drafted by Attorney John Scherer concerning the
sewage system agreement between the City of st. Cloud and City of st. Joseph.
Engineer Bettendorf reviewed the letter and suggested some revision to be made
in the area of arbitration or litigation. Attorney Scherer will revise the letter.

clinton Village: A motion was made by Dehler seconded by schneider to approve
payment No. 5 to Barbarossa & Sons, Inc. for clinton Village Addition
project. I
Ayes: Loso, Schneider, Dehler.
Nayes: None Motion carried.
Access Change: A request by Dave Hollander to move the access on County Road
#75 (near John Eich residence) east to 2nd Avenue Northeast VIaS revie\1ed
by Council. Councilman Dehler stated he thought the Hhole area should
be revieHed before changing one access.
A motion \1aS made by Loso seconded by Schneider to send a letter to Stearns
County approving the access change on County Road #75 to 2nd Avenue Northeast.
Ayes: Loso, schneider.
Nayes: Dehler Motion carried.
Adjournment: A motion \vas made by schneider seconded by Dehler to adj ourn at 9: 50 p, m,
Ayes: Loso, Schneider, Dehler.
Nayes: None Motion carried.
