August 2, 1984
Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, August 2, 1984 at 7:30 pm. in city Hall.
Members Present: Mayor Mike Loso; Councilmen Herman Schneider, Bud Reber, steve
Dehler, Mike Husen; City Treasurer Leo Sadlo; Secretary Laurie Terwey.
(Absent: City Clerk Bob Johnson.)
Others Present: Dan Nierengarten; Debbie Dorshorst, Courier Editor; Police Chief
Bill Lorentz; Mark Zimmer; Louie Walz.
Treasurer Report: A motion was made by schneider seconded by Reber to approve
treasurer's report as presented.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bills Approved: A motion was made by Schneider seconded by Husen to approve
payment of bills as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Hearing - Junk Car: Dan Nierengarten was present to inform Council of a junk car
violation near his residence. Car is being used to store carpeting and other
items. Council approval was given in June of 1983 to park cars being driven
in that area, which is an alley dead-end.
Chief Lorentz stated he talked to the owner of the junk car and instructed
him to remove it. Owner agreed to remove car as soon as possible.
City Forester will contact the resident concerning fire wood stored on the
property that may be diseased and removal of overgrown weeds.
Minutes Approved: A motion was made by Dehler seconded by Reber to approve minutes
of July 19, 1984 City Council meeting as presented.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
A motion was made by Dehler seconded by schneider to approve minutes of
July 30, 1984 special City Council meeting as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Cable Update: Westel, Inc. opened its office on August 1, 1984 in the Miller
building located at 209 Cedar Street East. Tower will be located on County
Road #2 North in st. Wendel Township.
Parking Survey: Police Chief Lorentz gave a report on a parking survey done in
the st. Joseph business district during May and June, 1984. In his opinion,
the survey does not warrant restricted parking in the downtown area. Council
suggested Chief Lorentz appear before a Chamber of Commerce meeting to inform
them of the results.
Speed Zone Request: A motion was made by Reber seconded by Schneider to send a
letter to stearns County Highway Department requesting the certification of
County Road #2 as a 30 mile per hour district as designated.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.

Patrolman Request: Chief Lorentz requested another patrolman be hired. He felt
coverage is not adequate with three men on the force. Police Chief was
instructed by Mayor Loso to compile a needs assessment and present it to
the Council for review,
Liquor Ordinance Amendment: Mark Zimmer, co-owner of La Playette Bar, Inc., was
present concerning an amendment to Liquor Ordinance No, 1980-A, He requested
the ordinance be amended to allow liquor to be sold and consumed outside of
the building of an "on-sale" business for special functions, Attorney John
Scherer drafted an amendment copy for Council revieì'l.
Discussion was held On types of fencing, parking problems, how often events
could be held, control of a one-day event, etc.
A motion was made by Reber seconded by Schneider to amend Liquor Ordinance
1980-A as presented ì'lith the change in application time to 21 days prior
to the event,
Ayes: Loso, Schneider, Reber, Dehler.
Nayes: Husen. Motion carried,
Park Reservations: Question of whether civic organizations should pay to use the
park shelters, Council stated all should unless it is used for a meeting.
City Building Painting: A motion was made by schneider seconded by Reber to hire
Rudy Gapko to paint City Hall (except front), City Hall Annex trim, and
Pumphouse.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
st. cloud Letter: A motion ì'laS made by Husen seconded by Reber that Mayor Loso
sign and send the letter concerning hook-up to st. cloud Wastewater System
to st, Cloud Mayor Sam Huston. (Letter on file,)
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Council Reports:
Reber: Some complaints on locked bathrooms at Centennial Park shelter,
Bathrooms will be left open on a trial basis.
Bathrooms at Millstream Park should be cleaned. Reber will bring matter up
at next Park Board meeting,

lifeguards, chemicals, up-keep.
Husen: Planning Commission will meet Monday, August 6, 1984.

Dehler: Curb deterioration problem - City or property owner responsibility,
No prior problems cited, Policy relating to replacement of curbing will be
researched,
Adjournment: A motion was made by Husen seconded by Reber to adjourn at 10:27 p.m,
