Joseph met in session on Thursday, August 16, 1984 at 7:30 p.m. ln ci ty Hall. - Members Present: Mayor Mike Loso; Councilmen Herman schneider, Bud Reber, steve Dehler, Mike Husen; Secretary Laurie Terwey. (Absent: City Clerk Bob Johnson.) Minutes Approved: A motion was made by schneider seconded by Reber to approve Council minutes of August 2, 1984 with the following correction on page 1270 - Council Reports - Reber: Reber suggested Park Board contact civic organizations to see if they are interested in starting a fund rainsing drive to fund a wading pool. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Car Paint Damage: Paint damage to a car parked on College Avenue North occurred while Maintenance Department was painting parking lines. An estimate was received from CMS, st. Joseph, to repair the damage to the car. A motion was made by Husen seconded by Reber to pay the cost of repair on the car - estimated at $100.00. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Polling places: A motion was made by Husen seconded by Reber to designate polling places for Precinct 1 and Precinct 2 in the City of st. Joseph: Precinct #1 (residents living north of Minnesota Street) will vote at City Hall. Precinct #2 (residents living south of Minnesota Street) will vote at the Fire Hall. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Easement Letter: A draft of a letter to property owners who purchased 20 feet of Outlot A in clinton Village Addition was presented for Council review and changes. The letter was drafted by City Engineer Joe Bettendorf. A motion was made by Reber seconded by Schneider to approve sending the letter to property owners. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. others Present: Debbie Dorshorst, Courier Editor; Police Chief Bill Lorentz. Rental Property Licensing: A letter was presented from Attorney John Scherer concerning re-issuing of rental license to property whose license has been previously revoked. A motion was made by Reber seconded by Husen that the recommendations contained in the letter be made policy in the Rental Housing Code. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. 1nr7n -L¿' ~ Li Community Ed Program: Diana Kasper and Peggy Michalski from District 742 Community Ed Program were present to report on their involvement in the City summer rec program and summer swim program, - Community Ed personnel Marge Hawkins and Peggy Michalski handled the registra- tion for the swim program, Council recommended they contact the City Clerk - for more information on registration for next year, The Community Ed employee working with the summer rec program was Diane Schneider. There \1ere an average of 13 kids per day attending the program at the park shelter. (This does not include the program at the baseball field, handled by Pat Schneider,) They felt this was a good average turnout for the program, A complete report will be submitted by Diane Schneider. Community Ed also sponsors open swim sessions on Friday evenings during spring at the CSB pool, This pool time is paid for by District 742, Participants are charged a small fee, which helps to pay for lifeguards, The Community Ed program is looking for a representative from st. Joseph, Meetings are held on the 4th Tuesday of the month - 9 months a year, They are open for suggestions on new programs or classes. City Hall Facelift: Bud Reber reported Al Maleska will draw up some plans to be presented to Council for City Hall front improvement. Millstream Pond: The Department of Natural Resources has approved dredging at Millstream Pond as requested by the City Park Board. The City has received the permit, Election Judges: A motion was made by Dehler seconded by Reber to appoint Doris Johnson and Tillie Wasner as election judges. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. City Seal Coat Project: The final application for payment for the City Seal Coat project was presented. A motion was made by Schneider seconded by Reber to approve payment to Buffalo Bituminous, Inc. in the amount of $15,696.90 as contractor for the city seal coat project. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried, County Seal Coat Project: A billing from Stearns County for seal coating done in the city limits was presented. A motion was made by Reber seconded by Dehler to approve payment of the non- participating portion of seal coat on CSAH-2, CSAH-77 and CR-134 in the City of st. Joseph in the amount of $1,515.75. Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried. (Clerk to check why the County did not continue striping the road when they reached the City limits.) Bills Approved: A motion was made by Dehler seconded by Husen to pay the billing for voter notification cards sent out by Stearns County in the amount of $259.00, Ayes: Loso, Schneider, Reber, Dehler, Husen. Nayes: None Motion carried, l?7'P _~=1~,) A motion was made Þy Dehler seconded by Reber to approve payment of election equipment and ballot cards in the amount of $10,065.74 to EI Marketing . Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. - A motion was made by Dehler seconded by Reber to approve payment of annual membership fee to Federal Surplus Property Division in the amount of $30.00. Ayes: Loso, schneider, Reber, Dehler, Husen. Nayes: None Motion carried. Parking Survey: A request from City Clerk to change "City Clerk" to "city Hall Annex" in the Police Department parking survey report was presented. Police Department Request: Chief Lorentz requested Council approve police procedures booklet be typed by Laurie Terwey. Council approved with stipulation Chief to check with City Clerk first to see if schedule there allows time for it. Council Reports: Reber - Questioned why fire doors were paid for before they were completely installed. pieces at the top of each door are missing. These parts have been ordered by Overhead Door Company. Dehler - Curb deterioration problem at Sal Schneider residence noted. Mr. Schneider will probably come before the Council to address the matter. Mayor Report - Gas Survey: Mayor Loso talked to all of the gas stations owners in the City to see what price the City could purchase their gasoline if they chose to divide their purchases between all stations. All self-service - stations agreed to abide with the current low price in town. The other two would charge 3¢ per gallon under their current pump price. Council will find out how much gas is purchased by the City to see what difference it would make in cost before deciding to purchase gas from all stations. Highway Light: Minnesota Department of Transportation installed a new light at the intersection of CSAH #75 and College Avenue. The light is not working but MDOT will take care of repairs. Regional Meeting: Mayor Loso and Councilman schneider will attend the Regional Meeting to be held in paynesville on September 12, 1984.
