Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, September 6, 1984 at 7:30 p.m. ln
ci ty Hall. r
Members Present: Mayor Mike Loso; Councilmen Herman Schneider, Bud Reber, steve
Dehler, Mike Husen; Treasurer Leo Sadlo, Secretary Laurie Terwey.
(Absent: City Clerk, Bob Johnson.)
Others Present: Police Chief Bill Lorentz; Courier Editor, Debbie Dorshorst;
Jim Smith, S.A.A.S. Partnership.
Treasurer's Report: City Treasurer Leo Sadlo presented the monthly fund and
investment report. A motion was made by schneider seconded by Reber to
approve treasurer's report as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Minutes Approved: A motion was made by Dehler seconded by Reber to approve City
Council minutes of August 16, 1984 as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
N aye s : None Motion carried.
Bills Approved: A motion was made by Dehler seconded by Reber to approve payment
of bills as presented except No. 46, RSVP annual allocation. (Council would
like agreement checked.)
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried. I
ci ty Hall Front: Council reviewed four plans for renovation of City Hall front
presented by Councilman Reber. The plans were drawn by Al Maleska. Counc il
discussed window replacement and other suggestions.
utility Delinquency Hearing: The three customers notified to appear at the hearing
were not present. Council discussed what should be the next step - water
shutoff or certification to County Auditor. Question of legality of shutting
off water in some circumstances.
A motion was made by Reber seconded by Husen to give notice to these customers
of 10 days to pay their bills or make arrangements for payment at the City
Clerk's office.

Jim smith - Hearing: Jim Smith, part owner of house at 215 Minnesota Street West,
was present to request re-instatement of the rental license for that property,
which was revoked in June, 1984. He presented a revised lease and letter to
the City Council concerning new management policy. Mr. Smith stated that he
feels they have five very good renters in the house this year, one of them
being his daughter. She is to manage the house this year. They have spent
the summer cleaning and repairing the house and have talked to the neighbors
a few times. Mr. smith also stated that if the owners, S.A.A.S. Partnership,
had known about all of the problems last year they would have evicted the I
renters. Mayor Loso suggested Mr. Smith talk to the neighbors and try to get
their approval in writing for re-issuance of rental license. Councilman
Husen felt the Council should follow the ordinance stipulations, and as long
as they are met, not let the disaproval of neighbors interfere with the

re-issuing of a license. Mr. smith will talk to the neighbors to try to,

- Police Chief: Chief Lorentz reported his department received three noise complaints
over last weekend. They gave two verbal warnings to the renters and shut one
party down. He wanted to know if Council approved of the procedure his
department follows: 1st complaint - verbal warning to renters; 2nd complaint -
written notice of warning to owners; 3rd complaint - notice to City Clerk.
Council agreed with this policy and added that owners should also receive a
verbal warning on the first complaint.
County Speed Survey: City received a copy of a letter from stearns County to the
state Dept. of Transportation requesting a speed survey on CSAH-2, CSAH-77,
and CR-134 in st. Joseph. The stearns County Board of Commissioners passed
a Resolution to that effect.
st. Ben's Housing: City Attorney John Scherer recommended the Council direct the
City Assessor to remove three houses from the tax rolls of the City as
requested by the College of st. Benedict. The College owns these three houses
located at 222 Minnesota st. W. , 24 Minnesota st. E. and 306 Minnesota st. W.
They have requested tax exempt status because, according to the College, the
houses are now used for overflow housing which is a legitimate purpose of the
College. Council felt the houses should be left on the tax rolls because
they feel the houses are owned by the College purely for speculation or investment
A motion was made by Husen seconded by Reber to send a letter to the College
of st. Benedict strongly protesting the removal of the three houses from the
tax rolls and requesting representatives from the College appear at a City
Council meeting to justify the request.

Refuse Pickup: Park Refuse Service has requested an increase of 25¢ per account
per month for city refuse pickup. Also, Mayor Loso has had some requests
from residents to change refuse pickup day from Thursday to Monday. City
will ask Park Refuse Service to change their pickup day to Monday.
Election Judges: A motion was made by Dehler seconded by Husen to approve the
following persons as election judges: Leona Lindskog, Doris Johnson, Tillie
Wasner, Rose Schneider, Ida M. Johnson, Roman Zwach, Merl Gretsch, Art Reber,
Valeria Roader, Adeline Gillitzer, Rose Mayer, Jeanette Reber, Laurie Terwey,
Evelyn Durkee,Ben Kremer, Roman Reber, Lee Kapsner.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
special Meeting: City Clerk requested Council okay to set up a special meeting on
Thursday, September 13, 1984 to discuss sewer line project. Those attending
would include Mayor, Council, city Engineer, City Attorney, City Clerk. The
meeting will be held to discuss public hearing information including a facil-
ities plan addendum. st. Ben's will be invited to a Council meeting after the
September 13 meeting to discuss the project. Council gave its approval.
Lutheran Church Billing: City Engineer sent the City a bill for services rendered
on plan review for Roske property for Lutheran Church in America project.
Council stated this should be billed to the Lutheran Church.
Obstruction Survey: Discussion was held on utility easement usage and obstructions
of public safety. A motion was made by Reber seconded by Husen to have Mayor

instruct Police Chief to conduct a survey on obstructions in public right-
of-ways and hazards to public safety in the City,
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried. -
Annex Rental: City Clerk reported a party was held by the renters at City Hall
Annex. Council suggested he talk to the renters about restrictions on the
Ci ty property,
Dehler: Millstream Arts Festival will be held September 30, 1984, Volunteers to
park cars are needed.
Mayor: The light installed on CSAH #75 by Minnesota Department of Transportation
is working now. They will continue to maintain and repair the light when
needed, Mayor suggested a letter of thanks be sent to Bob Beaver at MDOT,
Claim: Mayor Loso read a letter from Attorney Michael Burns concerning a notice
- of potential claim against the City of st, Joseph stemming from a Police
Department incident.
Adjournment: A motion was made by Reber seconded by Schneider to adjourn at
10:17 p,m,
