Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in session on Thursday, September 20, 1984 at 7:30 p.m. in City
Hall. III
Members Present: Mayor Mike Loso; Councilmen Herman Schneider, B ud Reber, steve
Dehler, Mike Husen; City Clerk, Bob Johnson.
others Present: Ron Hartig; Lodema Klein; Leanore Roeder, Mr. and Mrs. Henry Notch;
Roman Reber, Building Inspector; a student observer. Also present were: Bill
Lorentz; Debbie Dorshorst, Courier Editor; Herb Dehler; Iver Linnemann.
Council Minutes: The minutes of the September 6, 1984 meeting were approved with
the following correction added to the end of the Jim Smith hearing report,
page #1275: "A violation is currently cited against the smith property.",
on motion by Schneider seconded by Dehler. (Councilman Dehler presented the
correction amendment.)
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
A motion was made by Husen seconded by Reber to approve the minutes of the
special meeting of September 13, 1984 as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Tax Amnesty Bill: The Council received copies of the Tax Amnesty Bill passed by
the 1984 Legislature for review. The Bill provides a tax amnesty from
August 1 through October 31, 1984 to Minnesota individuals and businesses I
with a tax delinquency in their State tax obligation as of February 1 of
this year. The State will now stop the issuance or renewal of any business
license by the County or City for businesses that have a state sales or
withholding tax liability in excess of $1,000.00.
Election Canvass: A motion was made by Dehler seconded by Husen to approve the
election canvass of the Primary Election held on September 11, 1984. The
City Clerk presented printouts of the new punch-card system and reported the
system performed well.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Rental Housing: Attorney John Scherer presented a report on a suggested policy for
rental housing licensing. A review of the old policy was held along with
current rental problems. It was reported the S.A.A.S. Partnership house at
215 Minnesota Street West was again renting after revocation of license on
June 7, 1984. Lodema Klein, Mr. Henry Notch and Ron Hartig reported parties
(2) had been held at this location so for this school year. Council reviewed
with Attorney Scherer the letter prepared by Scherer regarding legal procedure
relating to revocation of housing licenses.
A motion was made by Dehler seconded by Reber to instruct Attorney to prepare
an amendment to the current rental housing ordinance to update legal procedures
for revocation, notification and enforcement.

City Building Inspector to determine violation, Police Chief to write citation
and enforce noise ordinance.

Building Inspector reported other rental housing units were also in violation.
Council instructed building inspector to check violators and enforce ordinance.
I Compliance Order Motion: A motion was made by Reber seconded by Dehler to issue
a compliance order relating to Housing Ordinance #1980 giving the owner 10
days from date of notice to comply to avoid criminal charges. The housing
inspector to issue compliance notice.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
The Council held a recess at 9:41 p.m.
Reconvened at 9:50 p.m.
RSVP: A review of the Retired Senior Volunteer Program was held. The summary of
activities indicated that 38 volunteers were active from the st. Joseph area.
A motion was made by Schneider seconded by Reber to approve payment of the
April 1, 1983 to March 31, 1984 budget period request in the amount of $675.00
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
A request for the next budget period in the amount of $750.00 has been received.
1985 Budget - First Draft: Copies of the first draft of City's 1985 budget were
presented to Council for review.
Swim Program: The 1984 Swim Program report was presented. The City had 81 youngsters
I in the program - an increase of 9 over 1983. St. Joseph Township's participa-
tion decreased from 95 to 77 as did "other" participants from 40 to 34. City
cost after registration fee deduct amounted to $1,299.00, an 88 cent decrease
from 1983. st. Joseph Township costs decreased from $1,715.12 to $1,234.85,
a $480.27 decrease from 1983.
Proposed Tax Levy: The proposed tax levy for 1985 was presented for Council review.
The levy is due in the County Auditor's office on October 10.
Tax Exempt Housing: Copies of a letter on tax exempt housing was provided Council
members. The letter, prepared by Attorney John Scherer, was dispatched to
Attorney Dennis Sullivan, attorney for st. Benedicts. The letter expressed
Council concern for the removal of three single-family dwellings from the
tax rolls by the College of st. Benedict. The houses are currently used as
student rental housing units. The City has requested a meeting with College
authorities regards this matter.
Street Hazard Survey: Police Chief Lorentz presented copies of a street hazards
survey recently requested by the City Council. Approximately 44 locations
were listed as potential hazards and liability cases. The Council will review
and examine locations to determine action necessary.
Police Dept. Staffing: Chief Lorentz also presented information relating to the
ratio of officers to population, citing the Minnesota Crime Information 1983
I table that shows 1.6 officers per 1000 population or 1 to 625 population.
The Chief requested adding one officer to the current staff on 1/1/85.
Council to review report.
Council Reports: Husen:
a) Planning Commission reviewed hü~sing problems, special use permits, etè.

b) Reported Bill Hansen inquiry into proposed access move on north side
of County Road #75 - relation to comprehensive plan. Planning Comm-
ission to review matter.
A brief discussion was held on the elimination, by the Office of Revenue I
Sharing, of a Revenue Sharing Proposed Use Hearing.
Adjournment: A motion to adjourn was made by Husen seconded by Schneider at
10:52 p.m.
