Pursuant to due call and notice thereof, the City Council of the city of st.
Joseph met in session on Thursday, November 15, 1984 at 7:30 p.m. in City Hall. 1
Members Present: Mayor Mike Loso; Councilmen: Herman schneider, steve Dehler,
Mike Husen; . City Clerk, Bob Johnson; City Treasurer, Leo Sadlo; (absent:
Bud Reber, Council, out of town employment).
Others Present: Ross Rieke (Councilman-elect); Mary Foslid, Courier Editor; Joe
Bettendorf, Engineer; John Scherer, Asst. City Attorney; Frank Kundrat,
attorney for Lutheran Church of America.
Treasurer's Report: A motion was made by Schneider seconded by Husen to approve
treasurer's report as presented by Leo Sadlo.
Ayes: Loso, schneider, Dehler, Husen.
Nayes: None Motion carried.
Minutes: Council minutes of November 1, 1984 were approved as presented on motion
by Dehler seconded by schneider. (Correction: November 1, 1984 minutes:
strike "newly elected officials" after the names - Leo Sadlo, Ross Rieke.)
Ayes: Loso, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Bills: A motion was made by Dehler seconded by Husen to pay bills as presented.

Gambling License: A motion was made by Husen seconded by schneider to approve the I
gambling license of the Sno-Joes Club to March 1, 1985 at a fee of $10.00.
Ayes: Loso, schneider, Dehler, Husen.
Nayes: None Motion carried.
Cedar Village III Re-plat Approval: Motion by Schneider seconded by Dehler to
approve the plat of Cedar Village III as presented and recommended by the
Planning Commission.
Ayes: Loso, schneider, Dehler, Husen.
Nayes: None Motion carried.
Roske Property Review: Engineer Joseph Bettendorf presented an engineering review
of the Roske property currently being considered as a future site for a
Lutheran Church.
Drainage and access to Ash Street East appear to be areas of concern. Use
of Highway #75 ditch (west) to be examined for possible secondary drainage
for area under consideration.
Counciman Husen made a motion seconded by Dehler to authorize attorney and
engineer to complete a preliminary study relating but not limited to:
1) size of holding pond necessary to protect surrounding and planned areas.
2) resolve question of moving utility easement area.
3) examine need for access on Ash Street.
Ayes: Loso, schneider, Dehler, Husen.

Clinton Village Project: Engineer Bettendorf presented application for payment
No. 6 ( final) on Clinton Village Addition. A motion was made by Dehler
seconded by schneider to approve payment of No. 6 (final) on Clinton Village

project. (The amount: $19,824.45 to Barbarossa & Sons, Inc. )

Nayes: None Motion carried.
Sanitary Sewer Project: Engineer Bettendorf presented update on sanitary sewer
project - interceptor, etc. Bettendorf also presented Council a copy of
letter from City of st. cloud to Minnesota Pollution Control Agency, Duane
L. Anderson, Chief of Grants Section, indicating the City of st. Cloud has
decided not to proceed with the Waite Park interceptor and therefore will
not be submitting an application for Fy 85 grant funds. The st. Cloud
action came as a result of a dispute with Waite Park after Waite Park
indicated it would not participate in the required lift station funding.
The project is therefore temporarily "on hold" until all parties concerned
can meet with PCA sometime in December. Additional project funding may be
a possibility, according to Bettendorf.
Council recessed at 9:45 p.m. - Reconvened at 10:05 p.m.
La Playette Building plan: Proposed building expansion plans of the La Playette,
Inc. were reviewed by Council. Planning Commission recommended approval
with a minimum of 15 parking spaces in a hard-surfaced, paint-striped area.
The plans were approved on motion by Schneider seconded by Dehler according
to Planning Commission recommendations.

Election Canvass: Council examined and reviewed general election returns as endorsed
by election judges and approved same on motion by Schneider seconded by Dehler.
Ayes: Loso, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Assessor Workshop: The City Assessor's attendance at a workshop was approved for
November 12-28-29 on motion by Dehler seconded by schneider.
Ayes: Loso, schneider, Dehler, Husen.
Nayes: None Motion carried.
Fire Contract Review: The proposed fire contract for sections of st. Wendel Township
was reviewed and changes: 'firemen to firefighters' - pages 1-5-6-7 were
recommended.
Election Judges Salary: A motion was made by Husen seconded by schneider to increase
election judges salary to $4.00 per hour.
Ayes: Loso, Schneider, Dehler, Husen.
Nayes: None Motion carried.
Council Reports: (Husen) - reported Planning Commission refused to consider variance
for larger utility building exceeding 800 SF.
(Dehler)l) Recommended a revenue sharing expenditure for historical research
of the City of st. Joseph. 2) Questioned enforcement policy on gas station
expansion on abutting property. 3) A sign on the taco place (on Minnesota
Street East) reportedly is crooked and perhaps should receive a safety
-~ inspection.
Adjournment: Motion by schneider seconded by Husen to adjourn at 11:15 p.m.
