Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in session on Thursday, December 6, 1984 at 7:30 p.m. in city Hall. I
Members Present: Mayor Mike Loso; Councilmen: Herman schneider, Bud Reber, steve
Dehler, Mike Husen; City Clerk, Bob Johnson; City Treasurer, Leo Sadlo.
Others Present: Mary Foslid, Courier Editor; Ross Rieke, Councilman-Elect; Donna
Blanchette, Parks Commission Chairperson; Faye Gretch, Parks Commission member.
Treasurer Report: The City Treasurer's report was approved on motion by schneider
seconded by Reber.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Minutes: Minutes of the Council meeting held on November 15, 1984 were approved
on motion by Dehler seconded by Husen.
Ayes: Loso, Schneider, Dehler, Husen
Nayes: None
Abstaining: Reber Motion carried.
Bills: Bills were approved on motion by schneider seconded by Dehler.

Hearings: Ed Merkling requested Council approve and sign final plat for Rothfork
Addition, Block One. The addition is located north of R.R. tracks on east
side of County Road #2 outside City limits. Each lot (3) contains 22,000 SF. I
Council decided not to sign plat as it is outside of City jurisdiction.
Merkling to check with County. Reason for City Council signature on plat
not clear.
Fire Reports: Quarterly financial reports of the Joint Operating Fire Fund were
examined by Council. Review of electrical charges to be made. Costs
determined on apportionment basis from one meter serving: Fire Station - 15%;
Ci ty Hall - 15%; Pumphouse #1 - 35%; Filtration plant - 35%.
Amendments to Zoning Ord. No. 1982-A: Copies presented Council. Amendments
published in st. Cloud Times November 26, 1984.
Parks Commission: Chairperson Donna Blanchette of the Parks Commission presented
the following questions:
1 ) Update on status of research for title of monument site:
A. Legal work was halted in October, 1983 on quiet title action on
the monument property for several reasons, primarily:
(1) because library project was halted; (2 ) amount of legal
work required in locating all the heirs of the original owners.
2) 8% of cash value (Clinton Addn.) in lieu of additional park land.
A. Procedure outlined on pages 29-30, Ordinance No. 1982-B.
3) Request for topographical maps of City Park land:
A. Not available - copies of aerial (blue ink) including all City
park property have been obtained from the County Surveyor's office. I
Motion for Appraisal: A motion was made by Dehler seconded by Reber to instruct
city Assessor to provide appraisal of Clinton Village Addition at the time
of preliminary plat approval to determine amount of 8% due from developer

for parks and recreation use.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
I Election Precinct #3: A motion was made by Dehler seconded by Reber to approve
establishment of election precinct No. 3 to be located on campus at the
College of st. Benedict.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Meeting recessed at 9:15 p.m. - reconvened at 9:22 p.m.
Cedar st. East - cty. Rd. #75: Council reviewed traffic problems cited at the
County Road #75 access to Cedar Street East (near the John Eich residence).
County Engineer has indicated the County would remove and close the access
in spring if directed to do so by the City Council. The installation of
traffic control signs will also be examined. Mayor Loso will discuss matter
with area businesses. The APO will also examine problem.
Speed Resolution: A motion was made by Schneider seconded by Reber to instruct
City Clerk to submit resolution to County requesting speed on County Road
#75 be reduced to 35 mph within City limits.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Purchase Orders: The following purchases were approved on motion by Reber seconded
by schneider:
1) insulated rubber boots - Wastewater Plant. Estimated cost $50.00.
I 2) 2 pair coveralls - Sears - $50.00 - Maintenance Department.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Mayor Announcement: Mayor Loso announced a meeting would be held on December 11
at 10:30 a.m. in City Hall regards signs at junction of County Road #75 and
1-94. Chamber of Commerce, City and st. Bens representatives are expected
to meet with Senator Bertrum and Representative Ben Omann.
City Gas Purchases: City Council considering a gas purchase agreement with all
local dealers on motion by Husen seconded by Dehler.
Voting for motion: Husen, Dehler, Loso, schneider.
Voting against motion: Reber Motion carried 4 - 1.
Council Reports: (Husen) (1) Reported two Planning Commission terms expire on
December 31: Klein and Budde. (2 ) Wally Honer reportedly planning construc-
tion of 3 - 12 plex multiple dwellings on triangle property north of R.R.
tracks on County Road #2.
Adjournment: Motion by Husen seconded by Reber at 10:25 p.m.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
