Pursuant to due call and notice thereof the City Council of the City of st.
Joseph met in session on Thursday, December20, 1984 at 7:30 p.m. in ci ty Hall.
Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber, I

Others Present: Mr. and Mrs. Mike Scherer, Louie Walz, Bill Lorentz, Roman Reber,
Mary Foslid, Courier Editor.
License Applications: The following license applications (beer, cigarette, machine)
were approved on motion by Husen seconded by Reber:
1. Louie's Midway Bar - Onsale 3.2 beer, Offsale 3.2, Cigarette, 1 Entertain-
ment, 5 Amusement.
2. EI Paso Club & Lanes ~ Offsale 3.2, Cigarette, 1 Entertainment, 2 Amusement.
3. Sal's Bar & Cafe - Offsale 3.2, Cigarette, 1 Entertainment, 7 Amusement.

Minutes: The minutes of the December 6, 1984 Council meeting were approved as
presented on motion by Dehler seconded by Reber.
Ayes: Loso, Reber, Dehler, Husen.
Nayes: None Motion carried.
Year-End Bills: A motion was made by Dehler seconded by Husen to pay bills as presented.
Ayes: Loso, Reber, Dehler, Husen.
Nayes: None Motion carried.
Year-End Transfers: The following year-end transfers and payments were approved on
motion by Dehler seconded by Reber.
1. To: City Treasurer - $3,515.63 - transfer: Joint Operating Fire Fund to
General Revenue Fund - Fire Hall Debt.
2. Fire Department pension liability - Joint Fire Fund to Fire Department
Relief Fund - $3,000.00.
3. Township Share of Fire Hall debt - General Rev. Fund to 1970 Water Fund: I
$2,,214.85.
4. 1974-A Street Imp., - Final bond & interest payment ($2,662.00) - transfer
balance $6,827.30 to Street Maintenance Fund.
5. 1979 Alley Imp. - transfer balance to Gen. Rev. "Fund: $1,345.75.

6. 1973 Water Main,Imp. - transfer balance $704.96 to 1970 Water Fund.
7. 1970 Water Fund - transfer as per schedule to 1961 Sewer Fund and 1965

1985 Budget Hearing: Mayor Loso opened budget hearing at 9:00 p.m. Proposed second
draft of proposed 1985 general operating and Revenue Sharing budget was
presented by City Clerk. No residents presented either verbal or written
comments on the proposed budget.
A motion was made by Husen seconded by Reber to approve the 1985 Budget with
the following allocations of Revenue Sharing funds:

1985 Capital Outlay allocations - January 17 meeting - department heads
to be present.
1985 Engineering Fee Schedule: A motion was made by Dehler seconded by Husen to
approve the 1985 engineering fee schedule as presented by Pauly & Olsen Ltd.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
City Hall Meeting Room Use: Clerk to make study and survey area on reservations
and charges.
Cedar st. & cty. Rd. #75 Access Question: Mayor Loso presented a report of a
meeting with County Engineer Bill Rice and APO Director, Bill Hansen regards
Cedar Street access question. Loso cited safety factor as the reason for
temporarily closing the access with Rice and Hansen in agreement.
Motion on Access Closing: A motion was made by Reber seconded by Schneider to
approve resolution closing the access off County Road #75 on Cedar Street East
(at the John Eich residence location) temporarily for the balance of the winter
and consider permanent access closing in spring. The resolution to be addressed
to the Stearns County Board of Commissioners.
Mayor Loso reported discussing closing with area business people. Dave Hollander
objected and requested access be moved. One accident per year with many near-
misses was reported by Police Chief Bill Lorentz.
Amendment to Motion: An amendment by Dehler seconded by Husen to remove access and
install a new access further east was defeated 3 - 2.
voting for amendment: Dehler, Husen.
Voting against amendment: Reber, Schneider, Loso.
Voting for original motion: Reber, Schneider, Loso.
Voting against original motion: Dehler, Husen.
Motion passed 3 - 2.

possible Liquor violations: La Playette, Inc, - a possible violation of minors in
bar on 12-7-84 according to Police report. Report reviewed by City Attorney.
A motion was made by Dehler seconded by Reber to send La Playette, Inc, a
letter of reprimand and warning that future allegations of this nature may I
result in suspension of liquor license.
Midway Bar, Inc, - a possible violation of persons in the establishment and
sales after hours, Louie Walz, owner, was informed of rights and procedures
of hearing. A request for an evidentiary hearing must be submitted to Clerk's
office no later than seven days prior to hearing date. Not requesting hearing
deemed a waiver and City Council may assume the truth and accuracy of the
matter alleged and proceed to disposition.
Motion of Hearing: A motion was made by Dehler seconded by Husen to schedule a
hearing, for possible liquor violation by the Midway Bar, on January 17, 1985
at 8:00 p.m,

Nayes: None Motion carried.
Adjournment: Acting Mayor Herman Schneider closed meeting. Motion by Schneider
seconded by Reber,

A coffee-snack party followéd for Council retirees, Herman Schneider, 30 years;
and Mike Husen, 8 years, A nice gathering of citizens, including former Mayors
Harry Knevel and Hugo Weyrens. Former Councilman Roman Reber was also present.
