Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, January 5, 1984 at 7:30 p.m. ln I
Ci ty Hall.
Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber, Steve
Dehler, Mike Husen. City Clerk, Bob Johnson; City Treasurer, Leo Sadlo.
Others Present: Deb Dorshorst, Courier Editor.
Treasurer's Report: Treasurer's monthly fund and investment report was approved
on motion by Schneider seconded by Reber.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Minutes: Council minutes of the December 15, 1983 meeting were presented and
approved on motion by Dehler seconded by Reber.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bills: A motion was made by Husen seconded by Schneider to pay bills as presented.

Gambling License Application: Husen moved, Reber seconded to approve the gambling
license application of the Jim Beam organization for 1984.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried. I
Pawnbrokers Ordinance: Moved by Loso to table, seconded by Husen. Council to
further study question.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
APO Assessment: A motion was made by schneider seconded by Husen to approve the
APO (Area Planning Organization) assessment for the City of st. Joseph for
1984 in the amount of $2,910.00. (First installment due January 15, 1984 -
$1,455.00. )
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
st. Joseph Township Letter - Fire Pension: (Copies to Council.) Township approved
an increase in fire pension from $400.00 per year to $600.00 per year.
Planning Commission Meetings: (Copies to Council.) Planning Commission meetings
of November 7 and December 5, 1983.
Sidewalk Snow Removal:~ ~~~:~ifwith court determined work hours will be utilized.

Fire Protection - st. Wendel South: Information (copies) to Council.
Police Car Bid: A motion was made by Dehler seconded by Reber to instruct City Clerk
to prepare specs and advertise for bids on a 1984 police vehicle.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Election Precinct Change: On motion by Reber seconded by Husen the Council approved
the election precinct change to two (2 ) precincts. Precinct #1 - the area
north of Minnesota Street and Precinct #2 - the area south of Minnesota Street.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
License Approval - Beer, Cigarettes, Machines: A motion was made by schneider
seconded by Reber to approve the following beer, cigarette and amusement-
entertainment machine licenses for 1984:

Engineer Rate Schedule: Copies of the 1984 engineer's fee schedule were presented
to Council.
Rink Caretaker Salary: A motion was made by Dehler seconded by Husen to pay minimum
wage, as required by law, for skating rink caretakers.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried,
Dick Taufen - Water Permits: Maintenance supervisor, Dick Taufen, presented
recommendations and problems relating to water line connection permits. A
motion was made by Schneider seconded by Dehler to attach a 15 day time limit
on water line permits with a November 1st deadline for issuance of such
permits during the cold months of the year. Approval of such permits to
require maintenance superintendent approval.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Council Reports: I
Schneider: Reported a chlorine tester need at plant ($195.00 cost).
Approved on motion by Reber seconded by Husen.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Reber: All rinks were open - damage by warm-up reported. weather to
- govern rink condition.
Husen: Dropp variance hearing scheduled for January 9 - also regular
- meeting of Planning Commission.
Adjournment: A motion to adjourn was made by Schneider seconded by Reber at 9:30 p.m.
