Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, January 19, 1984 at 7:30 p.m. ln
ci ty Hall.
Members Present: Mayor Mike Loso; Councilmen: Bud Reber, steve Dehler, Mike
Husen; City Clerk, Bob Johnson. (Absent: Councilman Herman Schneider -
out of State.)
Others Present: Donna Blanchette; Deb Dorshorst, Courier Editor.
Minutes: On motion by Dehlér seconded by Reber the January 5, 1984 minutes were
approved with the following change: under sidewalk Snow Removal: change
student to persons with court determined work hours, etc.
Ayes: Loso, Reber, Dehler, Husen.
Nayes: None Motion carried.
utility Hearing: The utility delinquency hearing of the Robert Borresch account
was cancelled as no one appeared at the hearing.
Engineer Bettendorf: Appeared before the Council to discuss and review Wastewater
plant project matters. Bettendorf presented 1983 flow records for examination
and review. The plant was operating at 78% average capacity, according to
the engineer. Question of regionalization with st. Cloud via a waite Park
interceptor discussed and will be receiving more attention and study in the
weeks and months ahead. The PCA letter of January 10, 1984 requesting City
submit a copy of a City resolution indicating which of the following alter-
natives the City has selected by January 31, 1984:
1) Regionalization with st. Cloud,
2) Secondary treatment to the Sauk River or
3) Tertiary treatment to the Watab River.
The Council directed the City Clerk to send a letter to PCA indicating the
City has resolved to reconsider regionalization with the City of st. Cloud.
That cost comparisons are being prepared for review by both st. Cloud and
st. Joseph officials. This review will be completed in early February, 1984.
The City of st. Joseph anticipates a final decision on regionalization with
the City of st. Cloud by the first week of March, 1984.
Recess: The Mayor called a 5 minute recess at 9:05 p.m.
The meeting re-opened at 9:17 p.m. by Mayor Loso.
Pawnbroker Operation: Hearing cancelled. No one appeared on the question.
Rink Caretaker Salary: The City obtained the following information from the
Department of Labor & Industry, st. Paul: Recreational, part-time employees,
under 18 years of age, are exempt from minimum wage and overtime requirements.
Over 18 years of age must b~ paid minimum wage and overtime (adults) .
A motion was made by Reber seconded by Dehler to pay all rink caretakers
$3.35 per hour for 1984.
Ayes: Loso, Reber, Dehler, Husen.
Nayes: None Motion carried.
Police Vehicle Bids: Police vehicle specs were reviewed by Council. Advertisement
for bids was published in the st. Cloud Times on January 20 and 21, 1984.
Bids to be opened at 11:00 a.m. on February 16, 1984. Council award of bid
at the regular council meeting on February 16, 1984. (Specification list sent
to 6 area dealers.)

Cable Communications Update: Establishment of a cable service territory has been
approved by state Cable Board. A motion was made by Reber seconded by Husen
to publish notice to accept cable franchise applications, Publication of
notice scheduled for January 30 and February 6, 1984. Closing date for
receipts of applications set for February 21, 1984. A cable franchise hearing
will be scheduled for March 1, 1984 at 8:00 p.m. in City Hall. Notices mailed
to all known interested Cable Communications firms.
PCA Letter Dated January 10, 1984: Copies presented to Council members. Regional-
ization question action taken in response to letter.
Financial Report - Gambling Licensee: Acknowledgement of receipt of a financial
report from gambling licensee st. Ben's Rugby team presented.
Dropp Variance Appeal: The David Dropp appeal for variance to allow greater density
in a Multiple R-3 Zoning District was cancelled by realtor in case. The
property in question was described as Lots 7 and 8 and vacated street, Block
2 and 3, Loso's 7th Addn. at 318 Old Highway 52.
Zoning Workshop: A motion was made by Husen seconded by Reber to approve attendance
of two persons at a zoning seminar at the Holiday Inn, st. Cloud, on February 8,
1984,

Nayes: None Motion carried.
Wastewater School: On motion by Reber seconded by Husen the Council approved the
attendance of Jim Marthaler at a Wastewater Operation school in st. Cloud on
February 15, 1984. (Fee - $15.00)
Ayes: Loso, Reber, Dehler, Husen.
Nayes: None Motion carried,
Emerging Leadership Project: Donna Blanchette presented a request for financial
support to attend a two year - 15 days per year - Minnesota Emerging Leadership
project sponsored by the Agricultural Extension Service. Total cost $500.00
per year for meals and lodging. Expressed need of $100.00 by February 1, 1984,
to register for project.
A motion was made by Dehler seconded by Husen to approve a $50.00 expenditure
for the project providing City Attorney determines the expenditure is legal.
Voting for motion: Dehler, Husen, Loso.
Voting against motion: Reber.
Absent: Schneider Motion carried 3 - 1.
Commission Fees: Planning Commission request for meeting attendance fee increase
from $5.00 to $10.00 presented by Husen.
A motion was made by Husen to raise board and commission fees from $5.00 to
$10.00 per meeting, chairmen to $15.00 per meeting. Motion seconded by Dehler
and amended to increase chairmen to $20.00 per meeting.

Ayes: Loso, Reber, Dehler, Husen.
Nayes: None Motion carried.

Wage Committee Report: Wage Committee report presented by Dehler. A 3% salary
increase for all employees recommended by committep,

A motion was made by Husen to increase city employee salaries by 7.4% for
1984, seconded by Dehler.
Voting for motion: Husen.
I Voting against motion: Loso, Dehler, Reber.
Absent: Schneider Motion failed 3 - 1.
A motion was made by Reber seconded by Dehler to offer employees 3% across
the board for 1984.
Voting for motion: Reber, Dehler, Loso.
Voting against motion: Husen.
Absent: Schneider Motion carried 3 - 1.
Fire Pension Funding: A motion was made by Dehler seconded by Reber to change fire
pension funding policy: stop $1200.00 contribution per year and contribute
amount necessary to cover the unfunded accrued liability required to be funded.
Voting for motion: Dehler, Reber, Loso.
Voting against motion: Husen Motion carried 3 - 1.
Fire Pension Increase: A motion was made by Husen seconded by Dehler to approve fire
pension benefit increase from $400.00 to $600.00 per year, effective Jan. 1, 1984.
Ayes: Loso, Reber, Dehler, Husen.
Nayes: None Motion carried.
possible Liquor Violation Hearing: Police report on possible liquor violation
presented by Mayor Loso. A motion was made by Dehler seconded by Reber to
send licensee Dale Schneider, dba Sal's Bar & Lounge, a notice of hearing to
be held on February 16, 1984 at 8:00 p.m.
Ayes: Loso, Reber, Dehler, Husen.

Council Reports: Husen.
1) Out of town developer interested in constructing apartments inR-3 - three
lots on 10th Avenue southeast - owned by James Landwehr.
2) Belford property grandfathers in as a duplex.
3) Kremer and Durkee re-elected.
4) Trailer court - rental returns a problem.
5) Amendment for Housing Ordinance renewal date change from February 1 to
June 1 desirable.
6) APO to meet next week. Changes in transportation plan to be discussed
and land use policy review to be held.
