Pursuant to due call and no~ice thereof the City Council of the City of
st. Joseph met in regular session on Thursday, February 2, 1984 in City Hall. I
Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber, Steve
Dehler; Secretary, Laurie Terwey. Absent: Councilman Mike Husen and City
Clerk, Bob Johnson.
Minutes Approved: Minutes of the January 19, 1984 City Council minutes were approved
on motion by Schneider and seconded by Reber.
Ayes: Loso, Schneider,Reber, Dehler.
Nayes: None Motion carried.
Bills Approved: A motion was made by Reber seconded by Dehler to approve payment
of bills as presented.
Ayes: Loso, Schneider, Reber, Dehler.
Nayes: None Motion carried.
1984 Mill Rate: Council reviewed copies of the 1984 Mill Rate for st. Joseph.
Cable - Publications: January 30 and February 6 publication dates for bids. Bids
will close February 21. Members (5 ) for the Cable Commission will be selected
after a request for volunteers is published in the st. Joseph Courier on
February 9, 1984.
W.C. Injury: Mayor Loso reported an injury in the Fire Department to Terry Loso
resulted in a smashed finger.
Fire Board Meeting: Councilman schneider reported on proceedings at the Fire Board I
meeting held February 1, 1984. Residents on the north and south side of
State Aid Road 4 would like to stay in the st. Stephen fire district. st.
Joseph Fire Department would prefer the dividing line to be State Aid Road 4.
Fire Department meeting will be held on February 14 to discuss and examine
boundaries.
The 911 emergency system will be used in this area by 1986. Township will
have to name all roads and install street signs to be eligible for this
emergency system. All residents must have street addresses.
Linnemann's store Assessment: Steve Dehler presented to the Council an error in
assessment charges for Herman Linnemann in the 1975 Sidewalk Project. He
requested a reimbursement of $184.35 from the City. Council will act on
this request at the next Council meeting, after City Clerk checks figures.
Gambling License: Application for gambling license was submitted by the st. Joseph
VFW to hold a fund raiser at Sal's Bar & Grill. A lease has been obtained
from Sal's. A motion was made by Dehler seconded by Reber to approve the
gambling license of the VFW Club.
Ayes: Loso, Schneider, Reber, Dehler.
Nayes: None Motion carried.
Rec. Association: The financial report for 1983 of the st. Joseph Recreational
Association was submitted to the Council and reviewed. Councilman Reber I
pointed out the large amount of improvements donated the the city park,
over $71,000.00.
Police Dept. Request: Chief Lorentz would like to submit the name of Patrolman
Jeff Young as the st. Joseph Police Department Crime Prevention Officer.

To do this, Patrolman Young must be a member of the Crime Prevention
Association. A motion was made by Reber seconded by Schneider to approve
payment of a $15.00 fee for membership in the Crime Prevention Officer
~ Association.

PCA Letter: Council reviewed letter from PCA concerning wastewater disposal.
Engineer Bettendorf is in the process of computing figures.
APO Meeting: Mayor Loso reported on APO meeting held January 26, 1984.
Connection to st. Cloud Wastewater plant by area towns and cities was
discussed.
Leadership School Request: A motion was made by Reber seconded by Schneider
to deny the request of Donna Blanchette for funding to attend a leadership
school.
Ayes: Loso, schneider, Reber, Dehler.
Nayes: None Motion carried.
Councilman Reber: Reported a problem at the hockey rink warming house of
beer drinking.
Meeting Adjourned: Meeting adjourned at 8:55 p.m.
