Pursuant to due call and notice thereof the City Council of the City of
st. Joseph met in session on Thursday, March 1, 1984 at 7:30 p.m. in city Hall.
Members Present: Mayor Mike Loso; Councilmen: Herman Schneider, Bud Reber,
steve Dehler, Mike Husen; City Clerk, Bob Johnson; City Treasurer, Leo Sadlo.
others Present: Deb Dorshorst, Courier Editor.
Treasurer's Report: A motion was made by Schneider seconded by Reber to approve
treasurer report as presented.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Minutes: Minutes of the February 16 and 28, 1984 Council meetings were approved
as presented on motion by Dehler seconded by Reber.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Bills: A motion was made by schneider seconded by Husen to pay bills as presented.

Cable Public Hearing: The Cable Communications public hearing opened at 8:00 p.m.
Cable Commission Members Present: Norma Dickau, Charles Eckroth, Ross Rieke,
Al Maleska. (Absent: Karen Ahles.)
Cable Companies Present:
1. Westel, Inc. , Rapid City, S.D. - Al Porte, Bob Folsland.
2. Marcus Communications, Inc. - st. Cloud, MN - Bob Baker, Jeff Marcus,
Bob Michels.
3. Dowden (Dow-Sat of Minnesota), Atlanta, Georgia - Dick Joyce.
4. Cascade Cable Corp., Denver, Colo.
5. DawsCom, Inc. , Dawson, Minn. - Ronald D. Stone, Quinton Wibbon.
Motion of Waiver: A motion was made by Reber seconded by Husen to waive the 11:00 a.m.
(February 21, 1984) deadline for submission of applications. (The Marcus
Communications, Inc. and DawsCom, Inc. applications were reported as late
arrivals on February 21, 1984. )
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Presentations: The above named applicants were each given approximately 45 minutes
for their presentations. (Cascade Cable Corp. was absent. Called earlier
and reported airline schedule problems.) The Council and Cable Commission
questioned each applicant after their presentations. Most of the information
presented highlighted the data contained in each application.
Hearing Closed: The cable public hearing was closed at 11:15 p.m.
Cable ordinance: A preliminary sample Cable Ordinance was presented to Council
and Cable Commission members for review, correction, deletion and additions.
Cable Commission expressed an interest in checking some of the cable companies
track records in Minnesota. Cable Commission to rate applicants on a 1-2-3
etc. basis after further review of applications. A recommendation is expected
from the Commission by the March 15, 1984 Council meeting.

Gambling License Application: A motion was made by Reber seconded by Dehler to
approve a gambling license for the Lions Club as per application submitted.
Ayes: Loso, schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Purchase Orders: A motion was made by Reber seconded by Husen to approve purchase
of the following water department items: 1 - 8" repair clamp - $105.00
1 -10" repair clamp - $138.00
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Used Street Sweeper: A motion was made by Dehler seconded by Husen to approve
purchase of a used street sweeper for $5,500.00.
voting For Motion: Loso, Dehler.
Voting Against Motion: Husen, Schneider, Reber. Motion failed 3 - 2.
Concern expressed regarding purchase of this type of used equipment direct
from a contractor.
steam Jenny Purchase: A motion was made by Reber seconded by Schneider to approve
purchase of a steam cleaning unit for $350.00.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Beer-Cigarette License: The beer-cigarette license of the Recreational Association
was approved, for the softball season, on motion by schneider seconded by
Reber (subject to proper dram shop insurance coverage).
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Maintenance Part-Time Employment: A motion was made by Reber seconded by Dehler
to approve the hiring of steve Loso on the school-work program to fill the
vacancy in the maintenance department. Ayes: Schneider, Reber, Dehler.
Nayes: Husen Abstaining: Loso Motion carried.
Parks Commission Question: On motion by Reber seconded by Schneider the Council
tabled the Parks Commission request to establish another Park Fund to be
called 'Park Development Fund'.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
possible Liquor Violations: The Council received possible liquor violation reports
for review. The reports listed Sal's Bar & Lounge and the American Legion
Club.
Council Reports: Reber: Presented and made a motion to approve the membership
application of Joseph Braun to the Park Commission, seconded by Dehler.
Ayes: Loso, Schneider, Reber, Dehler, Husen.
Nayes: None Motion carried.
Recreational Association new officers are: Joe Faber, President; Dan Thielman,
Vice President; Jeron Schneider and Dan Zulkosky, new directors. Recreational
Association monies are funneled back into the recreation program.
Adjournment: Motion by schneider seconded by Reber to adjourn at 12:30 p.m.

Nayes: None Motion carried.
