JOSEPH, MINNESOTA 1~11' MINUTES OF THE VILLAGE COUNCIL MEETING (SPECIAL) MET MKRCH 24, 1960 A special joint-meeting of the Village council and Planning commission along with Engineer R., W~ Teague and ADDorney John Knapp was held on March 24, 1960. ~ Village Attorney John Knapp outlined the procedures which the council must now determine regarding the sewerage program, th~ "Tere as follows: 1) Councils decision on the wpe of treatment to be used. 2) Determination of cost~ 3) Resolution calling for a public hearing. Engineer R. W~ Teague stated the collector system bids could be expected to range from a low' of $120,000 to a high of $144,000. The engineer also stated the cost could be decreased by using a shallower truck line with relation to the East secion lying outside the Village. The additional depth needed to service this section by gravity would increase the cost approximately $20,000. This would necessitate a lift station for future service to this East section at an approximate cost of $25,000., Mr. Teague stated the council should think in terms of $325,OOOfor a conventional system bond issue and $350,000 in terms of a lagoon system bond issue. I The Planning commission recommended the conventional treatment system and gave the following reasons for their recommendation: ~ 1) Lagoon system would result in the use of land that might be needed for future expansion. 2) Effects of heavy rainfall in the lagoon area. 3) Time required to secure the necessary easements relating to the, lagoon system. 4) Possibility of an unusual type of sewage in the future. Mr. Teague st~ted thØtheavy rainfall in the lagoon area and the possibility of an unusual sewage would not be great problems., Mr. Teague also stated there were no advantages of conventional over lagoon other than the economic factors of initial cost and maintenance cost. Council decided its next step would be to determine availability of the necessary easements. Mayor Zwack agreed to contact Mr. Robert Wàrnert in California and report the result of this contact to the council. The cost of property for the proposed conventional plant site would also be investigated as a part of this~~ Mr. Chock re-submited a request for a bUilding permit as his proposed -~ bUilding site was determined to be in the village.
