MI1~TES OF THE VILLAGE COUNCIL MEETING MET ON APRIL 7, 1960
The Village council of the village of St~ Joseph met in regular session~-
on April 7, 1960 with all members present. ~
Minutes of the regular March meeting '<lere read::

Amotion was made by Herman Schneider and seconded by Christ Pallansch
to alter minutes to read that Dave Pfannenstein woul~officially resign
at the following regular meeting.
Balance of minutes were accepted on a motion made by Herman Schneider
and seconded by Christ Pallansch.
A motion was made by Christ Pallansch and seconded by Herman Schneider
to accept as read the minútes of the special meeting held on March 24,1960.
Mayor Zwack stated there vTaS no report.- from Robert Warnert regarding
easements.
A motion was made by Dave Pfannenstein and seconded by Herman Schneider
to pay bills as presented, with the exception of those received from
the County Welfare office. The clerk to obtain additional information
regarding these statements; at the welfare office.

A motion was made by Herman Schneider ant seconded by Christ Pal1ansch/
to approve building permit applications from Barney Staller and Edmund ~-----

Mayor Zwack read a request from Gov. Freeman urging communittiesto take
advantage of Salk vaccine and to inaugarate a program of innocculation.

Mayor Zwack stated the Governor's request would be forwarded to the
Villgge Healthofficerx Dr. WID. Davidson.

I Attorney John Knapp read a state report on the Albany lagoon system.
Christ Wãlz presented a request regarding an alley adjacent to his
property.
A motion was made by Dave Pfannenstein and seconded by Christ Pallancsch
that the council investigate the re~est and make a determination by
the mext regular council meeting.,
Mayor Zwack reported receiving numerous complaints regarding policing in
the village. He stressed the fact additional help was needed to. aid
Nick Borresch in the performance of his many duties which are increasing
periodically. Mayor zwack requested the council consider emplmying
addi tional help and arranging a schedul ~ of duties '\d th Nick Borresch.
Mayor Zwack instructed Attorney JOÌ1~ Knapp to request all intoxicating
and mon*intoxicating liquor licenset~in the Village to attend a speical
meeting on April 2l~
Claude Menzhuber, representing the St., Joseph Recreation Assn, inquired
whether the council would again employ- a recreational director for the
summer. The council stated the program would b~ continued.
Mr. Menzhuberalso inquired whether the council would again make mmnor
repairs at the ball park. Mayor Zwack .stated this would be decided at
I the next meeting. Council also stated it would contact ¥œ. Wolfe re-
garding babb wire fence at ball Park.
A motion wasmade by H~fman Schneider and seconded by Christ Pallansch
that recreation Assn. decide on a director for the summer program and
present their recommendation atk the next regular council meeting.
John Klein inquired whether the council would consider a fluoridation vŒte.
Mayor Zwack stated he would present that question to the council..
A motion was made by Christ Pallansch to table the fluoridation question
~til the next meeting. There was no second to this motion.
A motion was made by Dave Pfannenstein and seconded by Herman SchDieder
that the fluoridation question be considered closed.
Christ Pallansch objected to Dave Pfannenstein~motion questioning his
eligibility of office. Dave Pfannenstein then withdrew his motion.
A motion was made by Bob Johnson and seconded by Herman SCD~eider that
the council consider the fluoridation issue closed. ~10tion carried.
Dave Pfannenstein expressed his thanks to the council and residents for
their cooperation and consideration while serving as a member of the
---- council. Mr. Pfannenstein stated that comittments in business and
in the sports would forced his resignation at this time. An official
resignation was presented to the clerk.
Amotion was made by Bob Johnson and seconded by Herman Schneider to
appoint Don Rau to fill the unexpired term of Dave Pfannenstein.
Mayor Zwack requested additional recommendationSfrom the floor. Gladys
Schneider recommended A1 Rennie for council consideration.

144 Mrs.~Davidson inquired whether the school patrol could be reactinated.
She stressed the present danger to children crossing, particularly at
the corner of Minnesota and Wisconàin streets.· ~ ~_
Claude Menzhuber stated be had originally organized the patrol and
would be willing to reactivate and supply necessary equipment for a
school patrol.

Mayor Zwack stressed ~river cRution and urged res~dents to æide by
traffic laws.
Police chieF Nick Borresch requested parents equip bikes with lights
if they are to be used anytime agter dark.
Mrs. Harold Knevel presented an inquiry concerning a stop sign in the
Linnemann - Loso - Lumber Yard alley. Mayor Zwack informed Mrs.
Knevel the signs would be placed there in the near future.
A member of the Court family ~as called to the meeting regarding
jernidine Court's application for village aid. Council decided further
information from the welfare office and County commissioner would be
necessary before any further council action could be taken.
A Motion to adjourn was made by Herman Schneider seconded by
Christ Pallansch at 10:50 P. M.
