Joseph met in special session on April 21, 1960, with all members present. III Mayor Zwack called the special meeting to enable the council to discuss local liquor problems with village licenc~ who were in attendance. Mayor Zwack stated he had recèived numerouS complaints regarding the local liquor situation. A munber of these complaints were directed at closing honns. Mayor Zwack informed licencees that they would again receive a letter from authorities of both colleges stating they do not want their students to enter any of the liquor establishments regardless of the student's age. Mayor Zwack urged all licencees-to operate according to law. Claude Menzhuber suggested tbe council adopt a new li~uor ordinance amend- ing an old ordinance of 1934., Engineer R. W. Teague presented a report on disposal plant sites. Mr. Teague stated, that site mo. 2 just west of city dump road¡wmich the council had considered as an alternate site, would increase the cost by approximately $35,000 due to additional pipe required. Mr. Teague further stated, the original proposed site on the Max Meyer property near the existing ponds would be more suitable. The engineer statèd that the College of st. Ben- edicts' Engineer Miller had also agreed to the suitability of the original proposed site.. II Mr.. Teague reported the existing ponds would be an asset to the plant and the nuisance now present would be eliminated in time. Mayor Zwack questioned Max Meyer as to the availability of the property re<[Uired for the disposal system. Mr. Meyer a:tated he disired information regarding assessments to the pro1erty. Mr. Teague and Mr. Knapp both presented Mr. Meyer with the fol mwing information regarding assessments lin the property in question: The estimated figures for acreage assessments would be conè1derably lower in view of the poor developability of the land. Low spots are not assessed and that assessments are made according to benefits received. The council inquired whether the entire property would bè available for purchase. Mr. Meyer stated he had no dtsire tO$Sll the entire area. Mr. Meyer inquired whether the portion of land necessary for~lant and easements to ponds would be satisfactory. Mr. Teague stated that this ar- rangement would be satisfactory. ~ Mr. Meyer expressed the need for a road to his gravel pit. Mr. Teague stated that this would be no problem. . Mr. Teague reported that the site, referred to as NO.2, would perhaps 7ventually prove more desirable as a result mf future development, but the 2ncreased cost must be consid d . A motion was made by Herman Schneider and seconded by Christ Pallansch I to appoint Bob Viehauser to fill the unexpired term of Roman Zwack on the Planning Commission. Motion carried. John Knapp presented clerk with proposal regarding bond issue with a request clerk present the proposal at the next regular meeting.pre A motion to adjourn was made at 11:15 P.
