JOSEPH, mINNESOTA 147' MINUTES OF THE VILLAGE COUNCIL MEETING MET ON MAY 5, 1960 The Village Council of the Village of St. Joseph met in regular session on May 5, 1960 with all members present. I A motion was made by Christ Pallansch and seconded by Herman SCÌ1~eider to accept the minutes of the last regular meeting as read. A motion was made by Herman Schneider and seconded by Christ Pallansch to accept minutesof the special meeting held on April 21, 1960 as read. The move to fill the vacancy .on the council was delayed due to counc.il- man Pallansch's challenge of the clerks right to vote. The village attor- ney was instructed to obtain a ruling f'rom the attorney general'sof'f'ice· regarding the quwstion. a motion was made by Hermnan Schneider and seconded by Christ Pallansch to pay bills as presented. 'Don Rau, representing the Recreation Association, stated the aãâociation would inform the council of the availability of Dave Halstrom as recreation director by nect Wednesday. The council agreed that Harold Hagen's inquiry of empmoyment would be considered when the need for additional help arose. I The council requested the clerk obtain a signed statement regarding sèdewalk installation by Willard Gohman and present it at the next meeting. A motion was made by Herman Schneider and seconded by Christ Pallansch to have village engineer survey and open alley adjou~ning the Walz-Keirze~ properties. ~ Con't on page 148 148 A request was presented by Bernard Kremer for the moving of * Northern states guide wire on his property. Clerk to contact Northern States. Complaints on the Bill Reher trailer house were presented. Mayor Zwack II stated information regarding the A. J. Daniel Co. lein on the property had not been received at this time. The mayor also stated that all the heirs had not been contacted. Chief Nick Bprresch stated additional street and regulatory signs were needed .. Clerk to order necessary signs. A motion wasmade by Herman Schneider and seconded by Christ Pallansch ·to appoint Louie Rassier Civil Defense Director. Motion carried. A discussion on a liquor ordinance was held by council. Attorney John Knapp suggested adoption of the State laws by reference with regard to opening & closing. The council felt further study on the question advisable. A motion was made by Herman Schneider and seconded by Christ Pallansch to table proposed liquor ordinance., Mayor Zwack presented a water test report. All information, pertaining to well structure, water levels and pumping levels is on file. A motion was made by Herman Schneider and seconded by Christ Pallansch to adopt the conventional system of sewage disposal., Mrs'.
