JOSEPH MI~~JESOTA 16:3· MINUTES OF THE VILLAGE COUNCIL MEETING HELD ON NOVEMBER 10, 1960 The village council of the village of St. Joseph met in regular sessi~n on November 10, 1960 with all members present. A motion was made by Herman Schneider and seconded by Christ Pallansch to accept minutes of previous meeting as read with action on Albert Lodermeier bldg. permit to be taken. A motion was made by Herman Schnemder and seconded by Christ Pallansch to approve the Albert Lodermeier bldg. permit. Bill Daniel, Northern States Power representative, appeared on invit- ation by the cOLIDcil to discuss street lighting. Mr. Daniel stated N.S.P. would complete a survey of present lighting facilities and present survey to council. Frank Froehle presented an inquiry regarding the revewal of "'the 3.2 on sale license issued to the College Inn. Mayor Zwack stated he had received two calls from St. John's stating the College Inn appeared lax in checking student cards.. The council informed Mr. Froehlethe license in question would be reissued if copduct of business continued free of complaints'. Max Meyer appeared before the council stating he would be unable to continue as Justice of Peace. Records and books pertaining to that office were turned in. The name of Mike Loso presented to fill the vacancy. Leo Sadlo, planning commission representative, expressed the need and importance of completion of 5-yearplan relating to taxation, income, expenditures~ improvements etc. Amotion was made by Don Rau and seconded by Christ Pallansch to pay bills as presented. A motion was made by Christ Pallansch seconded by Den Rau to decl~e the results of the regular village election to be as follows: for the office of trustee (3 yr. term) Herman Schneider 250 votes, Fred Danzl 210 votes; for the office of clerk Bob Johnson 302 votes, Alfred Rennie 145 votes; for the office of assessor: Mrs. N. J. Wander 319 votes, Mrs. Edwin Utsch 141 votes. For the office of Justice of Peace Max Meyer 10 votes; for the ~ffice of constable; Nick borresch 87 votes. Additional in- formation appears on the summary statement of votes as compiled by the judges of election and on file in clerk's office. The tax levy appearing next on the council agenda recej~ved detailed discussion and examination. The council reV'~d ordinary expenses, income and financial statements of previous years. All areas of ordin- ary expenditures were thoroughly explored - a discussion on an increase in liquor license fees was held. A motion \'las made by Herman Schneider anò seconded by Don Rau to levy taxes as follow: lights $2000, general revenue $6800, recreation$700. A motion ,·ms made by Christ f3allansch and seconded by Herman Scrmeider to raise on sale liquor licenses of El Paso, Midway, and La Playette $200, and to increase all off-sale license fee $25. Motion carrieã. A motion was made by Christ Pallansch and seconded by Herman Scheider to accept the resighation of Justice of Peace Max Meyer. A motion wasmade by Christ Pallanech and seconded by Don Rau to appoint Mike Loso Justice of Peace. The appointment was completed. A motion was made by Christ Pallansch seconded by Herman Schneider to set the bonds of village officers as follows; . clerk - $500.00, assessor, $500.00, Justice of Peace - $500.00.
