r.rr:NUTES OF SPECIAL VILLAGE COUNCIL l-Ĺ’ETING HELD ON V.tAY 13, 1971
The Village Council of the Village of St. Joseph met in special session I
on Thursday, May 13, 1971 with the following members present: Mayor Gustin;
Councilmen, Herman Schneider, Roman Reber, John Schroeder, Bud Reber,
Clerk Bob Johnson and Attorney John Knapp.
Liquor licenses: Discussion on granting fourth liquor license - Motion
Made by John Schroeder seconded by Bud Reber to approve application of Sal
Schneider - off-sale - o-sale - Sunday liquor. Motion carried unanimously.
Motion made by Bud Reber seconded by Herman Schneider to approve the follow-
ing liquor license applications. Motion carried unanimously
Sal Schneider - question of blacktopping parking lot - question of water
control- Schneider - Lodermeier - village question of alley blacktop at
hall site.
Discussion of township fees for mobil home parking - $20.00 ~~
and $20.00 a year per trailer - more information to be obtained.
May 22 disignated as poppy day by Hayor Gustin.
Variance application cost increase - discussion held.
A motion was made by Bud Reber seconded by Roman Reber to amend ordinance
to increase fee for variance application to $25.00 - plus cost of profess-
ional services. Motion earried unanimously. I
Recommendation of Zoning Board of Appeals to remove provision attached to
variance in 1966 prohibiting the sale of 3.2 non-intoxicating liquor at
the present location of the Frishy Bait Shop presented to council.
Motion made by Roman Reber seconded by John Schroeder to approve recommend=
ation of Zoning Board of Appeals to remove provision prohibit;i.fl sale of
3.2 non-intoxicating at Frisky Bait Shop, with the following p vision
added - no outdoor advertising Qf beer shall be permitted. Motion carried.
Voting for: John Schroeder, Herman Schneider, Roman Reber - voting against
motion: Bud Reber.
Motion made by Roman Reber seconded by John Schroeder to grant Loretta
Horsch a 3.2 off-sale no-intoxicating beer license. Motion carried
unanimously.
John Kierzek school attendance costs, tractor and water hose purchase
approved on motion made by Herman Schneider seconded by Bud Reber.
Junk car question at Bill Loso residence discussed.
Filing system required by State crime bureau in near future explained by
Chief Lorentz - cost $150.00
Camera request - by Police Chief Lorentz - street sweep problem cited.- I
street patching question reviewed. Employees~ to finish entire
patching job as soon as possible.

Report of siren cable job at hall presented. Council to ask Dick Taufen
I to attend meeting for work schedule discussion.
Annexation area assessment question reviewed equivalent to village costs
St. Cloud (7/10 basis) of current costs - examined and considered equitable
by council.
Motion to adjourn at 9:45 p.m.
