JOSEPH ~ITNUTES OF REGULAR VILLAGE COUNCIL }Ĺ’ETING HELD ON JUNE 10, 1971 The Village Council of the Village of St. Joseph met in regular session on I Thursday, June 10, 1971 with the following members present: ~hYOF Ceoiõe Gu6Lln; Councilmen: Herman Schneider, Roman Reber, John Schroeder and Bud Reber; Clerk Bob Johnson; Treasurer, Leo Sadlo and Attorney John Knapp. Absent Mayor Gustin - meeting was called to order by Herman Schneider. Also present were: Bob Coborn, Buster Goeten, Francis Thiechester representing Netro Planning Commission. Metro Planning Commission members presented a resume and history of the commission. Work completedoând projects on future ~ agenda. Dues were listed at $200.00 per year with 5/6 vote basis at l8¢ per - ~~ àa pi;ta . Cou~cil members were invited to attend Metro meetings held on the third Thu~5day of the month. CLiff Grabinski - Park Refuse Service was present - regards the extension of present refuse contract which expires on August 1, 1971. Notion made by Roman Reber seconded by Bud Reber to renew Park Refuse contract for one year. Notion carried unanimously. Al Reisinger was present regarding refund of special assessment paid on deferred assessment property. Motion made by John Schroeder seconded by Bud Reber to issue refund to Al Reisinger for 1970 Water System assessment. Motion carried. I Mike Loso, fire chief presented the following: 1) Fire Report 2) Request for 2 air packs ($780.00) 2 units with extra tanks 3) Question of possible aid from College - Loso to set up meeting with college. 4) Fire extinguishe~for tanker - ($12 - $15) 5) Flashlights - (6) 6) Identification cards $2.00 each ($60.00 - 30 members) 7) 4 men for convention - Bemidji, those attending will be Gene Scherer, Herman Schneider, ¥dke Loso, George Gustin Motion made by John Schroeder seconded by Roman Reber to approve all requests as presented by Fire Chief Mike Loso. Motion carried unanimously. Engineers and contractor report: Bob Erickson, Don Carley - Bill Gohman presented report on construction project. Mercury seal question presented by Don Carley. Carley to send request and order to Dorr-Oliver - estimatejVcost $1816 plus $150.00 per day for field engineer. Engineers presented estirmte No.2 for payment to contra~tor amount $33,388.33. Tank question - lift hooks - and one upper corner of tank partially collapsed, reported by Engineer Erickson - no effect on structural quality of tank - question of improving appearance. Matter to be referred to Al Ta~t of Tonka Equipment - Crown Iron Co - manufacturer. I Wall-pilasters originally on north property line - pilasters removed - building on Jine - reinforcement aàded. Question of control joints - none on specs reported by Gohman - wall to be reexamined in fall for expansion. /\ i~v1 0 454 NSP pole change cited - to be set on tank side. Tipped valve gates to be examined and corrected - hall front facing reduced (3J to 2 rows. Hose drying tower size questioned and re-examined - large - also I reason for fan in tower. Motion made by Rormn Reber seconded by John Schroeder to approve minutes as presented. Annexation charges reviewed by Attorney citing St. Cloud method of city assuming all costs. Fischer - Meighan annexation question discussed - Ordinance No. 62 (liquor ord) to be amended to include new state statutes. Street repairs - question discussed, sidewalk repairs - curb etc. cost to pro- perty owner. Asst. Street Commissioner John Schroeder to call Harlander re- gards sidewa~repairs. Street cleaning question examined - council hired Dale Reber, Joe Johnson, Joe Schneider for street and misc. work. Monday 8 a.m. June 14, 1971. Motion made by Bud Reber' seconded by Roman Reber to establish parallel parking at El Paso - south side (street side). Police hat and pants requested for assistant police chief on motion by Rormn Reber seconded by John Schroeder. Motion carried. I Weed cutting needs reported by Lorentz Rec program - Swim instructor Glen Donnay , Asst. Olson 1485 Clarence, St. Paul, ~linn to construct a 4-plex on the former Helen Reber property. St. Ben's park property option question tabled.
