JOSEPH HINUTES OF REGULAR VILLAGE COUNCIL NEETING HELD ON NAY 6, 1971 The Village Council of the Village of St. Joseph met in regular session on I Thursday, May 6, 1971 with the following members present: Hayor George Gustin; Councilmen, Herman Schneider, Roman Reber, John Schroeder, Bud Reber; treasurer, Leo Sadlo; clerk Bob Johnson, Attorney John Knapp. Minutes of previous meeting approved on a motion by Romaµ Reber seconded by John Schroeder. Motion carried. Sal SChneiderreqUest~approval to black top a portion of Elm Street. that portion lying behlee chneider Trailer Court. Council approved bThcktopp- ing providing proper base material is used. Motion made by John Schroeder seconded by Bud Reb~~make available an add- itional liquor license - bringing the number to four starting July 1, 1971. Motion carried unanimously. Jack Fischer and Buzz Meighan were present regarding the annexation of approx. 90 ~rmer Sal Barg property) - Buzz Heighan, St. Cloud, acted as spokes- man;' pbusiness background - brokerage license St. Cloud Realty - associated with Moderern Homes Inc. St. Cluud with modular and mobile home housing - Mobile Home Park construction in area in question. Mr. Meighan was informed that property must abuitvillage limits for annexa-tion. 51% of property owners needed on petition - Meighan to contact property owners lying between area to be annexed and village. Ervin B ueckers (landfill operator, Avon) was present regards sludge hauling I and garbage collection - to Avon landfill. Twelve dollars a load 2500 gal capacity - (after 5 loads cost reduced to $10.00 per load). Council to examine contract of Mr. Bueckers. St. Joseph Township representatives Fred Reber, Del Terwey, Norb Eckmeir, Dave Thralow, clerk were present. Question of dump operation: - Fred Reber suggested village turn over operation to township, as township needs are greater than village. Reber questioned cost to St. Benedicts. Question of keys for township - problems of key duplication cited. Townshi~~~ted 50 - 50 cost basis - council believed 60% a fair share of cost fór ase 'on population increases - 91.4% in township 18.22% in village - Village has refuse PiCk~ going to a landfill - surveys conducted by caretakers - village provides 7 .5% and township 27.5% of total dump area. The 60 - 40 cost basis was agreed upon. i Engineer report: on Water System No. 1970 project changes proposed: Reduce ~(t1Y'! ~Zv \~ water line service to 2" - add hose bib - fire traps in ,floor drains/Í.'lan- \/¥'I hole in street - discharge in sanitary sewer line (less than $2500 total t;lfJ cost of changes). Hercury seal change at treatment plant approx $1200 cost - State recommendations to be examined. Engineers to check base of Elm Street for blacktop - Schneider Trailer Court area I St. Cloud fee for testing plant affluent to be received from Don Carley in several days. I 449 Question of lots 2 and 8 and Sub. 4 St. Bens requested complete deferment - council felt a precedent had been established with a 2/3 deferrment. Donald Post, planning commission resignation placed on file. Complaints on dogs in kennel at Krekelberg residence presented by Hayor. mistreatment - nuisance - odors cited. Motion made by Herman Schneider seconded by BÜd Reber to send building inspector to Brainerd for school - June 22 - 23, 1971 1fcost $35.00 Iftotion carried. Question of trailer court fees referred to lvfay 13, 1971 meeting. Dump caretaking question reexamined - Hike Nierengarten - co-chairman of St. Joseph Parish Centennial requested beer license for 1 day - Aug.8, 1971. Street block off Linnemann's to Sauer's corner - noon to 12 midnight. 1 Motion made by Herman Schneider seconded by Bud Reber to approve requests. Motion carried. Lawn Mower cost examined - motion made by Roman Reber seconded by Herman Schneider to purchase International Cub Cadet with mower at $1385.00. Motion carried.
