~nNUTES OF REGULAR VILLAGE COUNCIL :t.'JEETING HELD ON THURSDAY FEBRUARY ¿~, 1971
The Village Council of the Village of St. Joseph met in regular session on I
Thursday, Feb. 4, 1971 with the following members present: Mayor George Gustin;
Councilmen, Herman Schneider, Roman Reber, John Schroeder, Bud Reber; Treasurer,
Bill J'.leinz; Clerk Bob Johnson and Attorney John Knapp.
Also present was Daniel E. Murphy, representing Dain, Kqlman and Quail Inc. Mpls.~linn
First on the agenda was the opening of bids on $140,000 Improvement Bonds for
Hater System Improvement No. 1970:
The following bids v-¡ere received: net interest ra.te
1) Dain, Kalman and Quail, Inc. Hpls, Minnesota-- 5.3079%
2) Juran & Moodty, Inc. St. Paul, lünnesota ----- 5.1131.~
3) Piper, Jaffray & Hopwood, Mpls, Minnesota----- 5.8782%
h) First State Bank, St. Joseph, Minnesota ------ 5%
A motion v-¡as made by Councilman John Schoreder seconded by Councilman Roman Reber
to accept low bid of 5% net interest rate of the First State Bank of St. Joseph,
Hinnesota. Hotion carried unaminously.
Mi nutes of the previous meeting were presented and approved on a motion by Council-
man Herman Schneider, seconded by John Schroeder. Motion carried unanimously.
Bill Gohman, Gohman Construck.ion Co., was present to disCU~progress of the I
village construction project, an iron removal plant and vi tê hall addition.
Mr. Gohman reported the accidental cutting of the fire siren cable on two occasions
during the initial excavation. Location of cable ends and repair to be undertaken
with the aid of village employees.
Mr. Gohman also requested a schedÙle of building permit fees relating to commercial
construction, specifically the Kennedy School project.
Clerk to provide Gohman Construction with a permit fee schedule.
Sal Schneider annexation petition reportedly filed with J'.1unicipal Commission and
St. Joseph Townshipby Attorney John Knapp.
Rothfork annexation petition filed letter of approval from Hunicipal Commission
not received to date.

Question of deferred assessments for Water System Improvement 970 was examined
by the council and village attorney. Two-thirds deferrment approved on unimproved
and agrirultural prope¡r:;ties.( rßu-f~· ~,..l~ I'IL'P-_~
The statement from Milner ':I. Carley & Associates in the amount of $10,767.78 vlaS
tabled until Engineer R. W. Teague returned and presented his report on construction I
progress and completion to date.
Mayor George Gustin reported on the Stearns County work relief program - further

Mayor Gustin requested Attorney Knapp draw up a new Tovlnship fire contract -
A motion was made by Councilman Rormn Reber and seconded by Councilman John
I Schroeder to transfer back $300.00 to general fund f~~ Farm Fund. Notion carried
unanimously.
A motion was made by Councilman Bud Reber and seconded by Councilrmn John Schroeder
that clerk d~spatch letter immediately to St. Joseph ~ownship clerk advising
him that unless the payment for fire protection :¡-i -rfl~-fi received by February 26,
1971, the present fire contraGt 1'lould be terminated 30 days thereafter. Hotion
passed unanimously.
~uestion of attachment of~ a fender stop light to rental police car examined by
council. Installation of the light Vias approved on a motion by councilman Roman
Reber seconded by John Schroeder. Motion carried unanimously.
SnovI removal program reviev-led and all complaints 1,1ere appraised. Instructions
for changes \Vere submitted to Chief Lorentz. Clerk requested adoption of rec-·
ommendations made by village auditors as contained in audit completed Dec. 1, 1970.
A motion v-Ias made by Councilman Roman Reber seconded by Councilman Herman Schneider
to approve the additional adoption of recommendation C - with recommendation E
left as optional. Hotion carried unanimously.
The non-acceptance notice for the position of Village TreaSurer~mitted by
Dave Karn, \Vas presented and accepted by the council. Treasur~r Bill Meinz
agreed to remain in office temporarily.
The council instructed Police Chief Bill Lorentz to remove alley barracade re-
I ported in the southeast section of the Village.
A motion was made by Councilman John Schroeder seconded by Councilman Herrmn
Schneider to pay orders as presented. Motion carried unanimously.
A motion to adjourn waS made by Councilman Roman Reber and seconded by Councilman
Bud Reber at 11:55 p.m. Notion carried.
