IDNUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, J5IARCH 4, 1971
The Village Council of the Village of St. Joseph met in regular session on I
Thursday, 14arch 4, 1971 with the following members present: Mayor George
Gustin; Councilmen, Herman Schneider, Roman Reber, John Schroeder, Bud Reber;
Treasurer, Bill Mein:z.; Clerk Bob Johnson and Attorney John Knapp.
~linutes of th.- previous council meeting held on February 4, 1971 were approved
on a motion by John Schroeder seconded by Bùd Reber. Motion carried unanimously.
Mrs. Delphin Horsch~request for~ff-sale beer license considered by council.
Motion made by John Schroeder to approve issuance of off-sale license - dis-
cussion held on placement of outside advertising - signs - Mayor Gustin indi-
cated some of the neighbors were not opposed to license application. The
motion was seconded by Herman Schneider. Motion carried unanimously.
The recommendation of the Zoning Board of Appeals granting Merl Gretsch a
variance to construct a barber shop on his residence lot vlaS presented to the
council. A motion vlaS made by John Schroeder seconded by Bud Reber to grant
variance as per application. Motion carried unanimously.
Rothfork annexation reported complete -üDpies filed with all parties.
A special meeting was scheduled by council for Honday, l1arch 22, 1971, 7:30 p.m.
to discuss and examine assessments and special hook-up charges for all annexed
areas. Planning commission to be invited.
U0uncilman Roman Reber reported on planning commission contact with college to I
possible ac:qUistion~¡park property. College would only consider sel1ing area
west æ~dump - fenc line to creek - estimated at 30 to 40 acreS - planning
commission to continue park area study.
Councilman John Schroeder reported 24 hour parking problem not completely
resolved - council taking matter under consideration for further study.
A motion was made by John Schroeder seconded by Roman Reber to grant the follow-
ing employee salary and insurance benefit increases: salary: 6% - $33.00 per
month - Insurance: $38.00 per month as village contribution - (Kierzek and
Taufen) . Motion carried unanimously; effective March 1, 1971.
A motion was made by Herman Schneider seconded by Roman Reber to increase
dump caretaker salary to $2.00 per hour. Motion carried unanimously.

A motion was made by Herman Schneider seconded by John Schroeder to hold
assesslient hearing on Thursday, April 8 7:30 p.m. Motion carried unanimously.

Discussion of water line thaw liability held. CCD house line thaw - cost
assessed to parish. Baggcnstoss and Kepper residence damage reported.
Baggenstoss claim reportedly filed with his insurance carrier. All structures
within 200 feet area to be notified prior to water line thaw operation.
A motion was made by Roman Reber and seconded by John Schroeder to pay bills
as presented. Notion carried unanimously.
Notion made by Roman Reber seconded by Herman Schneider to increase Police Chief
Bill Lorentz salary to $707.00 per month. Motion carried unanimously.:,
Discussion of police phone in Bud Reber residence held.
A motion was made by Roman Reber seconded by Bud Reber to increase police chief
clothing allov-lance to $15.00 per month effective Jvlarch 1, 1971.
Discussion of on-call police duty held.
I A mo~ion was made by Roman Reber to increase on-call duty pay to $15.00 per
