JOSEPH ~rrNUTES OF SPECIAL VILLAGE COUNCIL lillETING HELD ON HONDAY NARCH 22, 1971 The village council of the Village of St. Joseph met in special session on I Honday Narch 22, 1971 with the following members present: Councilmem, Herman Schneider, Roman Reber, John Schroeder, Bud Reber; Clerk Bob Johnson, Attorney John Knappy Meeting opened by Herman Schneider, acting mayor in the absence of Mayor George Gustin. Also present were the following members of the St. Joseph Planning Commission: Mrs. R. W. Kelly, chairman; Ollie Lesnick, Ben Kremer, Rudy Gapko, Al Maleska. Purpose of meeting to discuss and examine methoà for areas annexed to village, relating to improvements and benefits. Village property owner cost share of plant construction and trunk line install- ation examined: plant .0240¢ per sq ft and trunk line .0169¢ per sq ft - .Ol¢ per sq ft for water system imp 1970 - water tank, tower wells and pump house to be determined - hook up charge method reported as~ost common and most desirab~e method. Additional information to be obtained from the League of Hunicipalities., Capacity requirements of trunk line to service Rothfork area to be determined by the engineer. Discussion of'no beer license' provision attached to variance granted Delphin I Horsch on May 16, 1966 held. Attorney ruled issuance of license would be a legal violation of variance provision. The council decided that no licence could be issued under thtstconditions. Council approved preliminary plat of Forest Manor submitted by LeRoy Robeski as recommended by planning commission, on motion by Roman Reber seconded by Bud Reber. Motion carried unanimously. Chairman of Planning Commission lvlrs. R. W. Kelly reported college has 40 acres east of Watab Creek - North of Hwy 52 - that could be obtained by village. Mrs. Kelly also reported state labor survey not completed at this time. Adjournment at 10:15 p.m. ~ George Gustin, Mayor Bob oh son, Clerk I
