JOSEPH MINUTES OF SPECIAL VILLAGE COUNCIL MEETING HELD ON IT'ffiJRSDAY JULY 29, 1971 I The Village Council of the Village of St. Joseph met in special session on Thursday, July 29 at 7:30 p.m. Members present were: Mayor George Gustin; Councilmen, ROJP.an Reber, Bud Reber; Clerk Bob Johnson. Absent: Councilmen Herman Schneider and John Schroeder. Planning Commission members present ,.lere: Chairman, Mrs. R.ij. Kelly, Al Maleska. Also present was Richard Fredlund, planning associate of Nason, ~Vherman, Chapman and Asso. Inc. Purpose of meeting: a) to re-examine sections of zoning ordinance No. 59. b) Appraise Mobile Home Court installation information. c) Discuss method of application for a recreational grant. Suggestions and recommendations of Planning Consultant relating to Mobile Home Court project Westridge were as follows: ~ 1) Access street to addictional 30 acre tract necessary. 2) Street width reduced to 32 ft more desirable. '3) West entrance location considered extremJy poor - strongly recommended change to Northwest sector of proposed project. J4) Westridge over-all design cons.idered good. 5) Extra park area more desirable in northeast corner (horseshoe like section) moving 2 mobile home unit sites to each side of horseshoe. 6) Cul-de-sac considered too long - two short cul-de-sacs more desirable - these are considered important to good court design. J7) Buffer zones desirable around entire court. I 8) Railroad signal cost factor to Village to be considered. 9) Good policy to contain Mobile Home Courts in one area. ylO) Lots should not be limited or restricted to personal sales - open court more desirable - no sales at site. 11) Central utility building considered a nuisance factor. 12) Underground utilities should be required. Recreation reimbursement grants: Possibility of qualification on a regional basis due to location of schools in area.50% grant ma~mum - Sept 3, 1971 listed as deadline for 1972 applications. Site development may be ex- tended to a maximum of 7 years. Allocations based upon need qulifications and availability of funds. In referral to lot area requirements for single family dwellings as required by Zoning Ordinance No. 59, consultant Fredlund stated the 7500 sq ft requirement is considered a very minimum lot size. Planning firm fee schedule placed on file. Last Thursday of month most suitable meeting night fOF consultant. Notify at Fargo branch office.
