NlNUTES OF REGULAR VILLAGE COUNCIL ~Ĺ’ETING IlliLD ON THURSDAY, OCTOBER 7, 1971
The Village Council of the Village of St. Joseph met in regular session on Thursday, I
October 7, 1971 with the following members present: Mayor George Gustin; Council-
men, Herman Schneider, Roman Reber, John Schroeder, Bud Reber; Clerk Bob Johnson,
Attorney John Knapp.
Agenda
1) Ervin Bueckers - Avon - sludge hauling service - discussion of treatment
plant sJ~dge hauling needs examined.
Motion made by Herman Schneider seconded by John Schroeder to approve sJ~dge
hauling at $10.00 per load - number to be determined by operator. Hotion carried.
2) Dan Eller - attorney representing "\rJal1y Honer. Reported St. Benedicts would
not sell land for street dedication recomLflended by planning commission, Eller
suggested vacating several lots instead for street purposes. Question of providing
utilities - water and sewer services without having street dedication or easement
from College. Easement necessary for placement of lift station and service to
sewer main. Council indicated another request for easement (about 495 ft) be
submitted to College prior to approval.
Notice of public hearing on preliminary plat of newly annexed Honer addition to
be published on Oct. 14, 1971 - hearing set for Monday Nov. 1, 1971 at 8 p.m.
Hearing on variance amendment fee schedule also scheduled for Nov 1, 1971 at 8:15 p.m.
Cemetery variance hearing scheduled for 7:30 p.m. on Nov. 1, 1971.
Hr. Eller to submit preliminary copies to clerk prior to hearing date. I
3) Hike Ives - Westridge developer - requested a withdrawal of request for
special use permit. Hr. Ives stated internal problems v-lÌ thin his organization as
the reason for withdrawal. Expressed his appreciation for council and planning
commission consideration. Council thanked Mr. Ives for his supurb conduct in
his attempt at development of Westridge - mobile home court. Request granted.
Bob Ericson - Bill Gohman - presented Estimate No 6 on Water System Imp. No. 1970
f or payment. Council to receive a corrected treatment plant report from PCA,
reported by Engineer Ericson. Progress report on construction project presented -
electrical problems reported - changes to be made within week.
Surfacing scheduled to begin next Thursday. Engineer to check with Don-Oliver
for seal replacement - to be completed within 2 weeks (at teeatment plant)
Erjcson to check with Schneider to establish compatible date for work completion.
Project expected to be fully completed by Nov. 1, 1971. Alley gate valve problem
reported conrected. Hall front to have masonite sidingoreplacing aluminum ori-
ginally planned.
Pacer hydrant more attractive model - cheaper - reported by Engineer Ericson -
suggested for newly annexed areas.
Neyer corner vacation question re-examined - no action taken at this time.
Excavation fill from hall alley and parking areas to go to dump area. I
Motion made by Schneider seconded by Roman Reber to set Honer Addn. plimiary
plat hearing for Nov. 1, 1971 8 p.m. Motion carried.

Motion made by Schneider seconded by Roman Reber to hold hearing to amend Zoning
Ordinance No. 59 at 8:15 p.m on November 1, 1971.
I Attorney reported land option \~th St. Benedicts completed - recorded as a
6 months option.
Minutes approved as read - regular and special. S
st. Joseph Township and st. Wendel Township to be invited to Nov. 1 or Nov 4,
1971 at 9 p.m. To discuss new fire protection contract.
Motion made by Herman Schneider seconded by BuS Reber to retain corner of Minnesota
St and 1st Ave N.W. as presently in use at this time.
GameS party reported for park land purchase benefit to be held Oct 30, 1971.
Beer license approved for benefit on motion by Bud Reber seconded by Roman Reber.
Hotion carried. John Schroeder abstained from voting on motion.
El Paso - sidewalk to street - request for surfacing submitted - to be advised
of assessment procedures relating to strcet improvement projects.
Motion made by John Schroeder seconded by RonBn Reber to send John Pflueger a
notice to replace roof gutter overhanging public sidewalk. Motion carried.
Motion rmde by Bud Reber seconded by Herman Schneider to notify Meat Mkt to repair
sidewalk fronting the business. Motion carried.
I Snow plow purchase discussed - used um.t reported in good condition owned by
Bill vJasner. Motion made by Roman Reber seconded by Herman Schneider to purchase
plow. Motion carried.
Motion made by Herman Schneider seconded by Roman Reber to purchase metal detector
for water dept. use.
Dump hours to change Wed. Oct 13 - noon to 5 p.m. Wednesday - 8 a.m. to 5 p.m.
on Saturday.
Additional snow fence need cited in ~ark 'rerrace area. Motion rmde by Roman Reber
seconded by John Schroeder to approve purchase of 10 rolls of snow fence and posts
necessary. Motion carried.
Motion made by Roman Reber secondedby Bud Reber to purchase copy of 1971 session
laws. Hotion carried.
Civil defense correspondence presented by Mayor Gustin - civil defense conference.
Mayor Gustin and Herr~n Schneider to attend highway conf~rence meet in St. Cloud
on Oct. 27.
Police Chief Lorerrtz requested inforrmtion regards off-street parking at rooming
house units or hra family dwellings. Chief Lorentz instructed to enforce
ordinance No. 59.Property owners to be instructed to provide off-street parking.
I Letter by clerk to Al Torborg to notify of council decision to relinquish its
interest in purchase fo creamery :building, terminate Krebsbach garage rental on
Dee 1, 1971.
Council approved subscription of Enterprise Dispatch.

Election Judges - appointed from election list as required by state stautes on
motion by Herman Schneider seconded by Roman Reber to approve appointment of
4 judges. Oct 28 set as preliminary tax levy meeting at 7:30 p.m. I
Bills presented: Motion made by Herman Schneider seconded by Ror~n Reber to
pay bills as presented. Motion carried.
Motion made by Rormn Reber seconded by Herman Schneider to rescind treasurer
raise approved at Sept meeting.
Motion to adjourn at 12:15 a.m.
