JOSEPH MINNESOTA MINUTES OF HEARING AND SPECIAL VILLAGE COUNCIL MEETING HELD ON MONDAY NOV. 1, 1971 I The Zoning Board of Adjustment and Appeals met on Monday, Nov 1, 1971 at 7:30 pm with the following members present: Chairman Mrs. R. W. Kelly; Ollie Lesnick, v secretary; Ben Kremer, John Redmond, Rudy Gapko, Attorney J hn Knapp, Secretary of Zoning Bob Johnson. Purpose of hearing: To act upon application of the St. Joseph Cemetery Board for variance from Zoning Ordinance 59 requirements relating to rear yard and side yard areas. Also present were: Al Rennie Minutes recorded by Commission Secretary Ollie Lesnick. Hearing opened at 7:15 pm. . Discussion of internment area remaining in present cemetery: 300 reservations remain in present cemetery - 60 remaining for purchase. Reason for construction near line - to continue present road area in cemetery. Question regards Patter's field - Al Rennie reported - burial of suicides (2) - no records available . Letter from Sisters of the Order of St. Benedict, presented in approval with the following requests: (copy on file) Motion made by Ben Kremer seconded by Rudy Gapko to recommend to Village I Council to approve variance application. Voting for the motion: Rudy Gapko, Ollie Lesnick, Ben Dremer, Mrs. R. \'1. Kelly. Voting against motion: John Redmond. Motion carried. Motion adjourn bearing made at 8 p.m. ---------------------------- This hearing opened at 8:05 p.m. on Nov. 1, 1971 following Cemetery hearing. Purpose of hearing was to amend Zoning Ordinance No. 59 relating to variance application and hearing fees as follows: (copy attached) Þíotion made by Rudy Gapko seconded by Ben Kremer to recommend to Village Council to amend ordinance No. 59 relating to fee schedule. Motion carried unaniJrubusly. I Motion to adjourn made at 8:03 p.m. carried. ~ 470 The Village council met at 8:15 p.m. on Monday Nov. 1, 1971 to conduct a public hearing to consider proposed preliminary plat of Honer's Addn. to the Village of St. Joseph. I The following members were present: Mayor George Gustin, Herman Scnneider, Roman Reber, Bud Reber, John Schroeder, clerk Bob Johnson and Attorney John Knapp. Attorney Dan Eller was also present. Reported purchase agreement with COllege for 1.8 acres for road dedication abutting south portion of Honer Addn to (pig farm road.) All lots will comply with 7500 sq ft requirement. Question of park area in development - answer by Mr. Eller negative - with amount of improvement~ cost for park became prohibitive - price range of homes - $20,000. Sewer and water question - to east road area - discussion of costs. Amend proposed preliminary plat from Honer Addn to Eastern Park Addn. to the Village of St. Joseph. (200 acres by ordinance) larger - elections and petition to Municipal Commission. Motion made by Herman Schneider seconded by Bud Reber to approve preliminary plat for the Honer Addn, to be kno"", as Eastern Park Addn with the following conditions: 1) purchase If street and dedication 2) 751ðsq ft minimum for lots Motion passed unanimously. Motion to adjourn hearing made by Herman Schneider seconded by Roman Reber I at 9:05 p.m. ------------------- Council met in special session fun Nov 1, 1971 at 9:10 p.m. with the following members present: Gustin, Schneider, Roman Reber, John Schroeder, Bud Reber, Clerk Bob Johnson and Attorney John Knapp. Motion made by Roman Reber seconded by John Schroeder to approve amendment to Zoning Ordinance No. 59 regarding fee schedule for variance hearings as recommended by Planning Commission. Motion passed. , J.lotion made by Herman Schneider seconded by Roman Reber to approve variance request of St. Joseph Cemetery as recommended by Planning Commission. Motion carried Meeting of Townships - St. Joseph and St. Wendel to appraise fire protection costs and consider changes in 1972 fire protection. Supervisors and clerks of both Townships were present: St. Joseph Township: Norb Eickmeier, Del Terwey, Fred Reber, Clerk David Thralow; St. Wendel: Clerk Henry Terwey, Shorty Kowictz, Fred Salzer, Ben Warzecka~ Discussion of fire protection costs etc. for 1971 was held. Motion was made I by Fred Salzer seconded by Henry Terwey to continue fire protection on a section cost - basis. Voting for motion (unanimous) (Township cost factors to Townships prior to March 1st 1972.) Relief Assn. question - of division of cost to maintain accrued liab;~ty examined.
