JOSEPH MINNESOTA MINUTES OF SPECIAL VILLAGE COUNCIL MEETING HELD ON THURSDAY OCTOBER 28, 1971 The Village council of the Village of St. Joseph met in special session on I Thürsday, Oct 28, 1971, 7:30 in the village hall with the following members present: Mayor George Gustin; Councilmen: Herman Schneider, Roman Reber, John Schroeder, Bud Reber; Clerk, Bob Johnson. Election questions and policy examined first: All voters will be asked name, age, 30 - day residence requirement in Village - the policy is hereby established on motion by Bud Reber seconded by JohnsSnhroeder. Motion carried unanimously. Purpose of meeting: to examine and evaluate proposed tax levy for 1972. 1971 costs and income reviewed - 1972 increased cost factors evaluated. Final decisions to await analysis and regulations of new state tax bill. Also present at this meeting were James Ryczek, village resident and candidate for the office of councilman, Bridgette Ryan and Denise DeVaan students residing in Corona Hall, College of St. Benedict. Miss Ryan stated she had a legal opinion from a Minneapolis attorney indicating per capita aids or state apportionment revenue sharing to be a bdtsis to determine the right to vote. After a discussion and explanation of election laws the council agreed to request village attorney John Knapp to obtain a ruling on the question from the Attorney General's office - on motion by Bud Reber seconded by Herman Schneider.
