MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, NOVEMBER 4, 1971
The Village Council of the Village of St. Joseph met in regular session on
Thursday, Nov. 4, 1971 with the following members present: Mayor George
Gustin; Councilmen, Herman Schneider, Roman Reber, John Schroeder and Bud I
Reber; Clerk, Bob Johnson; Attorney John Knapp.
Minutes were approved as read along with hearing minutes. Herman Schneider
reported Meat Mkt now holding all blood for re-sale - no further discharges
into treatment plant will be made.
Question of 'legality of ordinance No. 59 amendment fee increase
Bright lights on fire hall front questioned - size to be reduced - 25 watt
red bulbs to be installed.
Water filtration operation start held up for motor changes .
Discussion of rooming house off-street parking held - ordinance to be inforced.
Park Fund raising total reported to date as $2663.91.
Motion made by Herman Schneider seconded by Roman Reber to purchase used
hose 150 ft from St. Cloud Fire EQUipment for $90.00. Motion carried.
Lorentz to attend deintoxication conference in St. Cloud at Mental Health
Center - Nov 10, 1971 at 1:30 p.m.
Assessor school on Nov. 16 and Nov 30 - 9:30 to 3:15 - Moose Hall approved I
on motion by Roman Reber seconded by Bud Reber. Motion carried.
Fire Dept revised ordinance No. 45 presented by Attorney John Knapp. Council
to study.
Use of village truck requested for re-cycling drive. Question on non-village
emplo'_le driving vehicle. No problem reported by Attorney Knapp. Value of
recycling cited.
Motion made by Bud Reber seconded by Herman Schneider to approve use of truck
for re-cycling hauling. J.1otion carried.
Danger of 1 strand low wire fencing reported around College parking lot on
South College Avenue. Herman Schneider to bring problem to the attention of
College.
Roman Reber to contact Honer Addn. group rega.rds street names in Eastern Pa.rk addn.
Roman Reber reported receiving 6 light fixtures from NSP for hockey rink.
Need for poles cited - Roman Reber to check for oilburner at reformator,y -
warming house wind break to be improved.

summar,y statement as submitted by election judges and indicated by canvass.
Motion carried. I
Motion made by Herman Schneider seconded by Roman Reber to accept police
car rental lease with amendments presented and attached. Motion carried.
Petition was prepared for cirulation by East End residents.
Motion made by Roman Reber seconded by H. Schneider to approve bills for
payment as presented.
