VILLAGE OF ST. JOSEPH, MINNESOTA
MINUTES OF REGULAR VILLAGE COUNCIL MEETING HELD ON THURSDAY, DECEMBER 9, 1971
I The Village Council of the Village of St. Joseph met in regular session on
Thursday, December 8, 1971 at 8 p.m. with the following members present. Mayor
George Gustin; Councilmen, Herman Schneider, Roman Reber, John Schroeder,
Bud Reber; Clerk, Bob Johnson; Attorney John Knapp; also present were: East End
residents - 10mmembers - annexation cost factors were examined -. Engineer
Bob Ericson presented a study of the area in question regarding sewer and
water facilities. Copy of study is hereby placed on file.
Lift station and force main to service 355 acres was estimated at $57,000.
Approximate cost per acre was estimated at $160.00 per acre or $54.00 per lot.
Eight to ten dollars per foot for sewer was presented as an estimate - includes
main and lift station in (front of residence) does not include installation
from main to residenae.
Attorney Dan Eller indicated no problem abtaining easements from the Honer
Addn., if necessary. $6.50 to $8.00 per front ft estimated as the cost for
water installation.
Reuben Wiener spokesman for businessmen group - requested snow removal by
Village on Minnesota Street and College Ave. Suggested push±ruš all snow to
south of Minnesota Street- council cited problems involved. Council indicated
businesses in other parts of community would also request and need removal. /'
Parking problems cited also. A percentage of cost share agreement was discussed
and examined. Informal bid to be requested of local contractors. Council to
I determine time of removal.
Attorney Dan Eller presented the final plat of Eastern Park Addn. formerly
known as Honer Addn. The plat was recommended for approval by the Planning
Conunission. Street name changes required were pointed out by council. Question
of drainage in area discussed and examined.
Motion made by Roman Reber seconded by H. Schneider to approve final plat of
Eastern Park Addition to the Village of St. Joseph.
Motion carried unanimously.
Minutes of previous meeting were approved as presented.
A motion was made by Bud Reber seconded by Roman Reber to approve 3.2 beer
license for Fire Dept to be used for a Park Fund raising event scheduled
for Monday, Dec. 13, 1971.
Water Filtration Plant pro~ect report presented by engineer Bob Ericson.
Electrical wiring problem cited.
Motion made by Herman Schneider seconded by Roman Reber to add 2 circuits to
wiring system.
Motion carried unanimously.
I Council to meet with engineer for project inspection on Dec 19, 1971 at 1 p.m.
Changes in Criminal code presented by Attorney John Knapp.
Ordinanc~ 1971 -D adopting the Minnesota Criminal Code by reference was approved
on a motlon by Bud Reber seconded by Roman Reber. Motion carried unanimously.

A motion was made by Herman Schneider by John Schroeder to approve amendment to
Ordinance No. 58 regulating traffic. Motion carried unanimously.
Amendment to Ordinance ljo. 45 - an ordinance relating to the Fire Dept. was I
approved on motion by John Schroeder seconded by Roman Reber. Motion carried
unanimously.
A legal opinion by Attorney John Knapp indicated insurance liability on optioned
park land property referred to the owner of the property.
Construction ordinance violation question reviewed.
Attorney to notify contractor of ordinance violations relating to Lot 1 and 2
Park Terrace Addn.
Question of tagging vehicles parked on streets longer than 24 hours and snow
removal problems discussed.
Hockey rink lights reported installed, to be connected soon.
Highway signals question - present blinking lights ineffective. Further study
to be made.
Treasurer's report presented by Leo Sadlo.
A motion was made by Bud Reber seconded by JOhn Schroeder to re-appoint
Ben Kremer and Al Maleska to terms on Planning Commission.
Motion made by Roman Reber seconded by John Schroeder to approve the following I
beer, cigarette and amusements licences for 1972: El Paso Club, Midway Bar,
La Playette, VFW Club, Legion Club, Salls Cafe, Grafititi, Frisky Bait, Stueve
Garage, Linnemanns Store, Loso Store, Meat Mkt, Pflueger Store, Notch Pure Oil.
Bills were presented: Motion was made by Roman Reber seconded by John Schroeder
to approve payment of bills presented.
A motion was made by Roman Reber seconded by Herman Scij,neider to provide aid
to Nick Borresch in lieu of his disability pwnsion being stopped for 3 months.
Amount of $75.00 was approved unanimously.
Motion to adjourn made at 1:05 a.m.
